ON JANUARY 17, i961
President Lam~ called the meeting to order at 8:0? P.M. with the
following trustees present: Airey, Casterline, Ekren, Gaw, Norris and roll call
Schlaver. Absent, none.
Trustee Casterline, seconded by Trustee Norris, meved that the minutes

question, the Clerk called the roll, with the following response: Ayes,
Trustees Casterline, Ekren, Gaw, Norris and Schlaver. Pass, Trustee Airey.
Whereupon the President declared the motion carried.
Trustee Airey, seconded by Trustee Casterline, moved that the minutes
minutes of ~anuary Brd be re-considered for correction. This motion
carried by acclamation. Trustee Airey, seconded by Trustee Norris, then
moved that the minutes of January 3rd be corrected as shown on page facing
~ P. 128. T he President put the question, the Clerk called the roll, with
~ the following response: Ayes, Trustees Airey, Casterline, Ekren, Gaw,
CD Norris and Schlaver. Whereupon the President declared the motion carried.
Trustee Gaw, seconded by Trustee Ekren, moved to advance tempo- advance
rarily the amount of $2,800 from Water Deposit Fund to Municipal Building funds
Bond & Interest Fund - 1981, for payment of invoice of Peterson & Wengerhoff
fer architectural services, to be repaid when money from the sale of $195,000
Building Bonds is received. The President put the question, the Clerk
called the roll, with the following response: Ayes, Trustees Airey, Casterline,
Ekren,~ Gaw, Norris and Schlaver. Whereupon the President declared the
motion carried.

Trustee Gaw, seconded by Trustee Norris, moved that the financial Financi~
report for the month of December, 1960 be accepted and placed on file. The report
President put the question, the Clerk called the roll, with the December

Norris and Schlaver. Whereupon the President declared the motion carried.
Trustee Gaw, seconded by Trustee Ekren, moved that the Clerk be Openin~ of
authorized to open sealed bids pertaining to the $195,000 bond issue for bids for
the Fire Station Addition. This motion carried by acclamation, and the Fire Static
Clerk accordingly opened the bids. Each bid was accompanied by a certified Add'n
check.

Village Manager Appleby read the following memo from Chief Traffic -
.Whittenberg in reply to letter of Mrs. Lankus in regard to stop light stoplight at
at Lonnquist and Route 8B (see minutes of January 10th): · Lonnquist & 8
"In mY opinion, I believe the Village or P.T.A. should
find out from the State Highway Depahtment if they
would okay a stop light at the intersection in question;
also bear in mind we have other intersections where
we may get requests, such as Rte.83 and Pine, Central
and William, Central and School, Central and Weller Lane."
The Board decided that the Village Manager should make inquiry of the
State Highway Department in regard to a traffic signal at this inter-
section.
Trustee Airey, seconded by Trustee Norris, moved that the Board Zoning Case
of Trustees concur in the recommendation of the Boar8 of Appeals regarding 61-2
Case 61-2 (see min. of Jan. 10 for report) that a variation in height Randhurst
requirements of the Building Code be allowed to permit a height of S§ feet
for the shopping center building and 150 feet for the water tower, and that
the Village Attorney be authorized and directed to prepare the legal
documents to bring this into effect. The President put the question, the
Clerk called the roll, with the following response: Ayes, Trustees Airey,
Casterline, Ekren, Gaw, Norris and Schlaver. Whereupon the President

President Lams read the following letter from the Randhurst

Dear Mr. Appleby:
Inasmuch as Carson Pi~ie Scott & Company has decided to operate
the main restaurant in the Galleria of Randhurst, we are now in a position
to apply For a Class "A" liquor license from the Village. Consequently,
would you please forward to me an application form for a license permitting
us to operate a cocktail lounge in connection with our restaurant.
Sun Drug, a division of General Stores Corporation, with whom we
are about to execute a lease, proposes to operate a package liquor store
in connection with its drug store operation and have asked Randhurst Cor-
poration to secure the necessary application forms for that purpose. Both
Carson's and Sun Drug propose to petition simultaneously ss that the mtter
can be disposed of without imposing on the time of the Village Board of
Mr. Lams.

It was explaiued to Mr. George O'Neill, Randhurst representative, that the
licenses he sought were one Class B for serving liquor only and one Class C
for package sales only. He agreed that this was the intent of the letter.
Then Trustee Norris, seconded by Trustee Airey, moved thatthe Village Attorney
be authorized to prepare an ordinance providing one additional Class B
liquor license and one additional Class C liquor license.

Gentlemen: Re: Building & Improvement Deposits --
We wish to call your attention to the fact that there is on
deposit with the Village of Mount Prospect from this company and/or
its principals, funds for approximately $5,500. These deposits, in
addition to many others which have been redeemed, were made over the
last eight years to insure our completion of subdivision improvements,
sidewalk replacement, sign removal, etc. Refunds on this amount have
been refused by the Village pending our assigning this amount or some
portions of it for purported subdivision permit fees.
There have been many attempts made in the past two years
between the Village T~easurer and the writer to arrive at some solution
to the problem of determiniDg what portions of this amount, if any,
may still be due the Village. The minutes of the Village Board meetings
and other documents have been reviewed in attempting te arrive at some
equitable solution to the distribution of these deposits. However, it
has been impossible to arrive at a satisfactory solution. We therefore
request that your committee take this under advisement. Both the writer
and o~r attorney, Allan R. Bloch of 120 South La Salle Street, Chicago,
Illihoi§~ will make ourselves available te supply any information you
feel is necessary.

It was decided that a representative of Brickman Home Builders shall
be asked to meet with a Committee from the Village, composed of Trustees
Ekren and Airey, and Messrs. Appleby and Downing, to discuss this
matter.
Trustee Ekren~read the following portion of the Building Code,
noting proposed changes, which are herein underlined:

4. Building permits are issued with the understanding that
construction shall start within thirty (BO) days alger issuance of the
permit and be carried to completion within one (1) year. If building
spe~ations are not started within sixty (60) days after issuance of the
permit, or if after building operations have been started, such operations
shall cease for a period of thirty (50) days, such building permit shall
automatically expire and the permit fee shall be forfeited to the
Village. However, if owner can show good cause for failure to start or
continue building operations, or inabil~t~ t? carry buildin$ to
~omplet~on within one year, the Village Board may reinstate such permit
without further payment of permit fee.

Trustee Ekren, seconded by Trustee Norris, moved that the. Village Attorney
be authorized te prepare ordinance incorporating changes in the Building
Code as herein noted. The President put the question, the Clerk called the

Gaw, Norris and Schlaver. Whereupon the President declared the motinn
carried.
Village Manager Appleby reported that Docket #1BO now before the County
Con~y Zoning Board of Appeals concerns a request fcra special use in an Zoning
R-4 area by a private water company which wishes to sink a well not too far A.H. well
from one being constructed by the Village of Arlington Heights. The Village
of Arlington Heights has objected to this, fearing for their own water
supply, and stating that they would be willing to supply the area in question
with water. The Board decided to concur in the opinion of its neighboring
Village, and authorized the Village Manager to write a letter to the County
giving this view.

Re: SNOW REMOVAL FROM SIDEWALKS
The Municipal Maintenance Company has been licensed by Park Ridge
to remove snow from walks. They sweep the snow off with rotary brooms
mounted on the front of Ford tractors. They clean all walks and then send
cut notices that people may voluntarily pay $5.00 a lot ($?.00 for corner
lots) for this service. They have four pieces of equipment and are adding
two more. From 9000 properties serviced, they have received nine complaints.
This is purely an experimental operation in Park Ridge. Whether
it is continued will depend on the response of residents on a voluntary
basis.
The Company has filed a performance bend with the city to insure
that after citizens have paid for the service, the company will not abscond
without doing the job. It also has liability and property damage insurance
filed with the city. They do not attempt to clean curb sidewalks.
This seunds like quite a service but whether or not it will be
successful remains tc be seen.
It operates independently from the City except for the bonding
and licensing operations.
Mr. Melaniephy, Corporation Counsel of Chicago, was quoted recently
in the Chicago Tribune to the effect that Chicago's ordinance requiring
snow removal from walks was unconstitutional.
Our suggestion is to review Park Ridge's experience after a full
season of operation before encouraging any contractor to provide a similar
service in Mount Prospect.

Protestto Civic Association regarding Zoning Case 61-1 as follows: ~

Dear Sir~
As President and representative of the Southeast Civic Organization of
Mount Prospect, Illinois, represnting a membership of 750 homes, I have
been ordered by the membership at their last annual meeting on JanUary 10,
1961 to write to the Board of Trustees through the President with regard
to a proposed application for a variance cf zoning with regard to that
property located on the corner of South Albert Street and Prospect Avenue
and the adjoining vacant property therewith in the Village of Mount
Prospect.
We have been informed that an application has been made for a variance so
as to establish a car wash on the above described property and we would
like to go on record with the Board of Trustees and with the Mount Prospect
Zoning Board that the residents of the southeast section of town are
strongly opposed to thegranting of such a variance for the purpose requested.
We are in fear of the additional traffic which would result from such an
establishment; we are worried about the additional sewer and water facili-
ties; we are concernedabout our children and we are concerned about the
valuations of the property located~.in and around the proposed site of the
car wash.
As has been our practice in the past and because of the co.-operation
which has been rendered to us in the past, we prefer to put our opposition
in letter form such as this rather than burden the Beard of Trustees
with a great amount of people coming to the meeting in protest. It is
requested that~his letter be entered of record in the minutes of t~e
Board of Trustees, and if you feel that it will be necessary for petitions
or residents to appear in person to state our side of the case, we will
be most happy to accommodate.

Association
Mr. Wilbur A. Robinson, Jr. of 503 South Edward arose te restate the
position of the Civic Association in this regard, in effect objecting
to this type of business at this address. Mr. L. George O'Day,
representLng the petitioner, pointed out that a man's right to enjoy the
best and highest use of his p~operty was at stake; that the petitioner
became a contract purchaser prior to the change in the zoning code
deleting business uses in industrial districts and that there is there-
fore a definite hardship involved.
Mt. Prospect The matter of furnishing, parking space at Mo~nt Prospect Plaza
Plaza in accordance with the zoming ordinance prior to oPening was referred
parking to the Judiciary Committee.
Traffic - It was reported that speed limit signs will be erected by the
3entral Rd. State Highway Department along Central Road west of Northwest Highway
in three to four weeks, but~thatthe erection of signs at the inter-
section would take more study.
Charity President Lams read letter of request from Chairman of the March
Drive of Dimes from the National Foundation asking for permission to hold a
drive on January 31st. The Board indicated that it preferred all fund
drives to go through the Combined Appeal but had no wish to stop a
worthy cause such as this from holding its own drive.

Village of Mount Prospect
Gentlemen:
On Thursday, January 5, 1961, an emergency arose in my home that
necessitated the immediate transportation of a patient by ambmlance to the
Northwest Community Hospital. The assistance of the Mount Prospect Police
Department was requested to summon the ambulance.
The desk officer answering my call was most co-operative, and
made inquiries as to the need for oxygen, a physician and notification
of the hospital. Circumstances were such that a short delay was to be
encountered before the ambulance became available; the officer notified me
by telephone of the situation. Within five minutes thereafter, the ambu-
lance appeared at m~ door escorted by a Nount Prospect squad car. The squad
officer entered my home and was most helpful in cpping with a difficult
situation, and then escorted the ambulance to the hospital.
This has been the second time in five years that the Police Depart-
ment has assisted me in times of emergency, responing promptly and willingly.
Also, a number of courtesies have been extended to my family on several
occasions. I wish to thank the members of the Police Department for these
deeds and to congratulate them for the excellent services they are providing
to this commm~ity.
It is requested that this letter shall be forwarded to the Chief
of Police and circulated among the members of the Department.

Mr. Constantine Stamis asked for assistance in allocating the Alley
cost of the paving of the alley behine West Prospect Avenue between paving
Wille and Pine Streets, stating that the property owners involved were
willing to pave the alley voluntarily. Village Manager Appleby offered
to take this matter up with Mr. Stonesifer, who is an expert on such
affairs. (See Board of Local Improvements, December, 1960).
Mr. Robert Bailey, 703 East Shabonee, asked abuut some kind of Traffic -
traffic control at Northwest Highway and Mount Prospect Road and was told NW Hwy &
that the State Highway Department is installing a traffic light at this Mt. Prospec
location. Chief Whittenberg suggested that the Highway Department might Road
install a 4-way STOP at this point until lights can be installed.
Trustee Norris, seconded by Trustee Ekren, moved for adjournment,
and the meeting was regularly adjourned at 10:23 P.M.
