Trustee Gaw, Seconded by Trustee Cmsterline, moved for approval of the minutes of January 30th with additio~ showing passage of motion at bottom of Page 2 re plumbing code. minutes Upon roll call: A~ves Pass Absent Ekren, Gaw Bruhl Casterline Phillips Bickley Notion carried. Trustee Bickley arrived at 8:17 P.N. Trustee Bruhl, seconded by Trustee Ekren, moved for approval of bills for the week ending February 6, 1962 as follows: bills General $30,290.74 Gabbage 23.95 ~ Parking System Revenue 505.45 Library 905.37 Water, operations 15,255.41 $46,980.92 Upon roll call: A~es Pass Ekren Gaw Bruhl Casterline Bickley First draft of sign ordinance was referred to the Building Sign Ord. Committee for study. Trustee Phillips, seconded by Trustee Camterline, moved that the Water Dept Village Nan~ger be authorized to obtain sealed bids from automobile truck dealers in the area for 1-Ton dump body truck to be msed by the Water Dept. This motion carried by accl~m~tion. Trustee Phillips read letters of commendation expressing Fire Dept. gratitude to our Fire Department for prompt resuscitatio~ work from the Ba~m~un family a~ 203 Russel, Donald Barr at 5 West Sunset Drive, Mr. Monroe brenner of 276 Monroe Circle Sout, Waycinden Park. The Pblice Committee was asked to study traffic conditions on traffic Sunday around St. John's and St. Raymond's Churches, as it was felt that the parking of cars on both sides of these stree~ does no~ allow passage of a fire truck. Trustee Ekren, Seconded by Trustee Bickley, moved that the Board Zoning of Appeals be requested go hold hearing ~o rezone Lots 43 through 54 H. Roy Berry's Colonial Manor, a sub. of part of NE 1/4 of Sec. ll and part of the NW 1/4 of Sec. 12-41-Il, being frontage on Prospect Avenue between Pine Street and Elmhurst Avenue, from B-3 ~o February 6, 1962 Upon roll call: Ayes: Bickley Bruhl Ekren Gaw Phillips Casterline Motion carried. Trustee Ekren, seconded by Trustee Bruhl, moved that objection be County Z°nin°made~ to the County Zoning Board of Appeals re Docket #329, apartments to be built at the southwest corner of Arlington Heights Road and Lincoln, on -- the basms of inadequate storm drainage. This motion carried by acclamation. Village Msnager Appleby gave repsrt on the present status of repairs to Well ~3, stating that delivery of the motor was promised for the middle of March. Mr. Appleby read the following letter from Arnold Scharringhausen, tax collector from Elk Grove Townshipl taxes February 6, 1962 President C. O. Schlaver and Members of the Village Board Mount Prospect, Illinois Gentlemen: I wish ~o make a request of the Village Board of Mount Prospect for permmssion ~o use a House Trailer ~o collect ~axes, and to park it in the parking lot of the Mount Prospec~ State Bank. This will only be a temporary arrangement from April 1st to about the 7th of M~y, and again August 1st to September 7th. There will be no plumbing facilities ~ecessary. Scharringhausen permission To park a trailer in the bank parking lot when collecting This motion carried by acclamation. Central Road Village Manager Appleby reported that the widening and improving widening of Central Read within the Village limits is no~ on the MFT Construction List in County for 1962, and is nom on the plans for 196~ or 1964 either. These plans had previously been approved by the State. President Schlaver stated that he believed it behooved this Board to press for improvement of Central Road and that he will seek audience with Mr. Mortimer of the Highway Division to find out County's intentions. Trustee Casterline, seconded by Trustee Gaw, moved that the Village Manager be authorized ~o prepare an appropriate letter of inquiry to the Highway Department in this regard. This motion carried by accl~mation. Annexations President Schlaver reported regarding propGsed annexation of the Kirchh0f Farm Kirchhoff Farm property ~o Arlington Heights$ that mn spite of pleas and (next to requests by this Board, that the Arlington Heights Board h~d voted 5 - 1 Hatlen Hts) in favor of allowing annexation of this property to Arlington Heights. Court Case Attorney Hofert reported that opinion can be expected from Judge Tropic of Epstein regarding the Tropic of Cancer (book) case in ten days to two February 6, 1962 Mr. Hofert also reported that the Lombardo claim for damages Village Hall against Village Hall may possibly run ~o $14,000. add'n Mr. Hofert reported that property owners on both eas~ and west Hatlen Hts. sides of Besse Road are seeking annexation along with Hatlen H~Sghts annexation Subdivision. Attorney Hofert stated that on this date he appeared before the Couuty County Zoning Board of Appeals in opposition to Brickman's request for Zoning rezoning to business aud high density, apartments east of l~dhurst between Foundry and Euclid, Dockets 260, 261, 262 amd 263. (Minu~es of 10-2~-61). The petition for annexation ~o Mount Prospect of properties Hatlen Hts. along Busse Road was assigned to the Judiciary Committee for study and annexation recommendation. Trustee Ekren, seconded by Trustee Bickley, moved that refund in H.M. Rosentha the amount of $100.14 be made to Roy Gottlieb, 1% Public Benefit Fee for Resub. on-site improvements atH. M. Rosenthal's Resubdivision. Upon roll call: Ayes: Bickley Bruhl Gaw Casterline Ekren Phillips Motion carried. Trustee Casterline, seconded by Trustee Bruhl, moved that plat ~ Qreen Acres of Green Acres Subdivision, part of old Busse Farm on north side of Golf Sub Road, be referred to the Plan Commission. Motion carried by acclamation. Trustee Bickley, seconded by Trustee Ekren, moved that the report Police of examination of Police Pension Fund by the State Department of Insurance Pension should be placed on file. Fund Motion carried by acclamation. President Schlaver noted that the Illinois Municipal League is Territorial holding meeting regarding the confusion between Attorney General and limits the State's Attorney over the interpretation of Bill #1668 (regards juris- diction over territory within l½ miles of municipal limits). This question. will be discussed on F~brnary 16th at the Americsz~a Hotel (8:00 P.M.). At the President's request, Trustee Ekren, At torney Hofert and Mr. Appleby indicated that they would be at this meeting. Trustee Bruhl commended President Schlaver's determined stand Kirchhoff Far~ against the Kirchhoff Farm annexation by Arlington Heights, stating that aunexation t~ he had led a good fight in this regard and had done the best he could.
