Trustee Bruhl, seconded by Trustee Gaw, moved for the approval of the minutes of January 9th as corrected, minutes Upon roll call: Ayes: Bruhl Bickley Oasterline Gaw Ekren Phillips Motion carried. Trustee Bruhl, seconded by Trustee Casterline, moved for approval Financial of Treasurer's Financial Report for the month of December, 1961, to Report - Dec.'61 ~ be placed on file for audit. This motion carried by acclamation. Trustee Bruhl reported that specifications for bids on Village Village insurance have been mailed, and that all bids are to be in by Insurance February 27th. Trustee Phillips stated that the Water Committee recommended and Water Dept. he thereupon moved, seconded by Trustee Bickley, that the Village chlorine parchase chlorine for the ne~% year from iow bidder, Acid Products Company, at $11.50 per cwt. ~pon roll call: Ayes: Bruhl Bickley Casterline Gaw Ekren Phillips Motion carried. Trustee Phillips read the following excerpts from~January 15th Well #5 report of Mr. Schlaack of J. P. Miller Artesian Well Company re Well 5. Rehabilitation "Bringing up a swedge to run up and down in 16" liner to act something like a plunger to agitate the well and dislodge loose material sc it can be bailed out. Hope this will bring down the material so it will stop and then the hole can be cleaned out. "Have found length (10') of suction pipe at 1794-1804. Hole is 1822' deep. Have cleaned through pipe but don' t want to go below it because of danger of getting hung up. Do not want to try to get it out because this' might cause caving and bury the tools. "After well is cleaned, install about 226' ef 16" liner above present liner up to about 790' or a little past the appaaent caving area at 796-798'. "~ave learned that a piece was welded on top of present liner so top of it is larger' than 16" and the shoe on the bottom of the new liner will fit inside the eld one, sort of like a stove pipe. Estimated cost of liner: 226' @ $9.00 - $2,0B4.00 2 shoes ~ $22- - 44.00 $2,4~8. O0 Arthur Lewis of Consoer, Townsend concurs in this report". January 16, 1962 Police - Dis- Trustee Bickely gave report from the Police Department, and orderly asked that proposed erdinance regarding disorderly conduct be referred Conduct to the Police Committee for study and recommendation, which was done. Health Dept. Trustee Caw reported that discussions are still bein~ held Streets regarding the setting-up efa Health Bepartment, Trustee Caw also reported that the streets are in as good condition as can be expected after the recent heavy snowfalls and that the equipment is in good order. Village Manager APPleby read letter of January 9th from David H. Kirkeby, President of the Mor~h Central Businessmen' s Association wherein the association thanked the Village for the help on removal .of snow and Parking Lot - striping of parking lot on northeast corner of Busse and Main. Second !Sublease paragraph reads as follows: Main &Busse "We are attaching a copy of our lease with the Mount Prospect State Bank in connection with the Parking Lot a~ the northeast corner of Busse and Main Streets and request that you~ lawyer draw up a sub lease for $1.00 per year, as previously discasaed. Mr. ~/illiam Busse, President of the Mount Prospect State Bank, has agreed to this lease. As seen as the sub-lease is approved by year lawyer and the Bank's lawyer, we will sign it and make it an official document.~ Trustee Ekren, seconded by Trustee Caw, moved that the Village Attorney be requested to draw up a lease for $1.00 per year for the parking lot on the northeast corner of Main and Busse Streets, and that the Clerk and President be authorized to sign this lease, Upon roll call: Ayes: Bickley Brmbl Casterline Ekren daw Phillips Mot~n carried. Village Manager Appleby stated that copies ef pr~oposed lease RR Parking Lots for parking lots along the railroad had been received fr~m Proposed lease Chicago & ~orthwestern Railway and will be studied by ~he Street Committee. Mr. Appleby read letter from Mr, Dave McCoy of Briok~an Builders Signs - wherein ~r. McCoy stated that all real estat® signs around Maplecrest Map'lecrest T~nhoases that were in violation had been removed except for the Townhouses FOR RE~IT sign attached to the end of one building, and asked for imfOr- matien regarding petition to the Zoning Board to retain this sign. Mr. Appleby pointed oat that the remaining sign is still a violation of the ordinance and should be removed whether petition is made to the Zoning Board er not. He was advised to precee8 with prosecution. Village Hall Discussion was held regarding the unsatisfactory hea~ing system installed in the Village Hall. Trustee Bickely~ seconded by Trustee Phillips, moved that the general contractor and architect be advised that unless some remedial action is taken regarding this heating situation in the Village Hall within the next ten days the Village shall take appre- Priate action and the Village Attorney Shall send notice to the bonding company. County TrUstee Ekre~ brought up the subject of Comnty~Zoning Hearings, Zoning D$Cke~s 260, 261, 262 and 263, to be held ~anuary 22nd in Chicago regarding Brickman property east Of Randhurst, between Euclid and Fo~dry Roads, wherein Brickman is asking for business and efficiency apartment zoning for land previously designated for sihgle residence. Mr. Ingalls, President of;Riverhur~t, a subdivision organization of homeoWners-who Purchased homes in the BriCkman Manor area, was present, and stated that his group w~uld welcome any support it could get in their objection to this Zoning~ The Board members agreed tO go along with their previous ebjectians to this rezoning and decided to ask Mrj Ray Brinker, city planner employed by Ran~hurst, to testify in this behalf if he is available. January 16, 1962 Trustee Ekren, seconded by' Trustee ~Bickley, moved that the Village County hire an expert witness to testify in the County Zoning hearing, Dockets Zoning 26D, 261, 262 and 263 to be held at 130 North Wells in Chicago on January 22nd. Upon roll call: Ayes: Bickley Bruhl Casterline Ekren Gaw Phillips Motion carried. Vill~e Manager Appleby read County Zoning Dockets 295 and 329. No. 295 is 14 acres at Wheeling and Palatine Roads, to be zoned for auto service station. No. 329 consists of about 21 acres on the southwest corner of Lincoln Road and Arlington Heights Road, Elk Grove T~wnship. Petitioner at this location is asking for R-4 residential zoning from the former R-3 zoning. The R-B zoning requires 20,000 sq. ft. lots and the R-4 requires only 10,000 sq. ft. per lot, single family residence. This matter has been referred to the Judiciary Committee. President Schlaver reminded the Board that a Joint meeting between Park the Park and Village Boards will be held in the Village Hall to discuss common problems at 8:00 P.M., January 22nd. President Schlaver reported that St. Raymond's Church has option to purchase the vacant property at the southwest corner of Elmhuret and St. Raymond' s Lincoln, this being the Kushner property which was in litigation at one Church time. The Village successfully objected to erection of multi-family property dwellings on this property. Attorney Rofert reported on the "Tropic of Cancer" case in "Tropic of progress wherein the Grove Press and Henry Miller (author) are plaintiffs Cancer" against Mount Prospect and other municipalities, claiming they are suffering from loss of the right to sell this book. Plaintiffs moved to dismiss out the damage part of the suit against the Police Chiefs without prejudice, leaving the basis of the plaint on the injunction not to sell and whether the book is obscene. Dr. Elman, Professor of Modern Literature at Northwestern University, testified, as well as Mr. Hoke Norris, literary editor of the Sun-Times. Proof of the defendants is expected to begin on Friday. Trustee Ekren, seconded by Trustee Bickley, moved that the next meeting of the Board be held on January 30th instead of January 23rd. Board meeting This motion carried by acclammtion. Trustee Casterline read letter from Armand Lotchie of Armand's Building Dept. Restaurant, stating that he intends opening a smmll snack shop in the variation Randhurst Shopping Center, and asking permission to install only one washroom for employees therein instead of the required two public washrooms, pointing cut that there will be three department stores and public washroom space in the Center. Trustee Casterline stated that this matter had been considered by his committee and they agreed that two public washrooms for a small snack shop at this location would be superfluous. Trustee Casterline, seconded by Trustee Gaw, then moved that this special application to the building permit be granted. Mr. Pierce Rose of the special committee for Village Insurance Village arose and complimented Mr. Bruhl, the Treasurer and the Manager for Insurance their handling of the insunance bids up to this time.
