MINUTES OF BOARD OF TRUSTEES MEETING
HELD ON NOVEMBER 14, 1961
The meeting was called to order by President Schlaver at
8:17 P.M. and upon roll call the following trustees answered Present: roll call

Absent: Bickley
Phillips
Trustee Bickley arrived later.
Trustee Casterline, seconded by Trustee Gaw, moved that the minuses
minutes of the previous meeting of November 8th be approved as submitted.

Phillips Motion carried.
Trustee Bruhl, seconded by Trustee Ekren, moved that the
following bills be approved for payment as follows: bills

Trustee Ekren, seconded by Trustee Casterline, moved that Lot 4, Maple-
any bids received by the clerk regarding sale of Lot a, Maplecrest crest
Subdivision, be opened. This motion carried by acclamation. Clerk
Wilson replied there was but one bid, and opened same, reading the
following letter:
Gentlemen,:
I am submitting an offer of $28,000 on the property
known as Lot a, Maplecrest Subdivision adjacent to
Rand Road, Mount Prospect.
Enclosed please find deposit check in the amount of
$2,800.

T~ustee Ekren, seconded by Trustee Bruhl, moved that the bid
received for the property owned by the Village known as Lot a, Maplecrest,
be referred to the Finance~ Committee for study and recommendation.
Motion carried by acclamation.
November 14, 1961
illage Hall Discussion was held by the Board with Mr. Hitchcock of
Bldg. Add'n Custer Construction and Mr. Wengerhoff of Peterson & Wengerhoff,
architect, regarding progress of building addition to the Village
Hall. They explained that the reason for the delay was a strike
at the air handling unit manufacturing plant, ~nd they hope to
have a final inspection of the building the latter part of next week.
Trustee Bickley arrived at 8:35 P.M.
Trustee Bickley asked about the complaint of Mike Lombardo, next
door neighbor. The information from his attorney was that suit
for $10,000 was intended.
Trustee Bruhl, secouded by Trustee Casterline, moved that
draw in the amount of $35,555.05 to Custer Construction Company be
made as partial payment for work done on the Municipal Building.

Bldg. Add'n Trustee Casterline, secc~ded by Trustee Bruhl, moved that
Change additions to contract known as Change Order #ll in the amount of
Orders $413.00 and Change Order #lB in the amount of $357.75 for a total
of $770.75 be approved.

Change Order #12 outlining credits totalling $1,1§4-
was presented.

amount of $200- be authorized for extra electrical items outside the
contract as described in Peterson & Wengerhoff's letter of November 14,
1961.

Sign Trustee Casterline stated that the. sign ordinance in its
Ordinance final form ms not yet ready; that General OUtdoor Advertising had
offered to send a consultant from Washington to help on this at no
expense to the Village. It was decided to accept this offer if the
consultant could come immediately.
Langguth property Trustee Ekren, seconded by Trustee Bruhl, moved that hearing
Zoning Case be held on rezoning the property known as the Langguth property, said
81-87 property consisting of lots on the west side of Owen Street some 165
or more feet north of the Northwest Highway, legally described as
Lots 22 and 23, to be zoned from R-2 to B-B, and Lots 24 thru 27 from
B to B-3, all said lots being in Block 20 in Mount Prospect, part of
NW 1/4Sec. 12, T~p. 41 N., R-Il. This motion carried by acclamation.
County Trustee Ekren read notices of County Zoning Hearing to be
Zoning held on November 29th' in the Assembly Room of the Board of
Commissioners, County Building, at 10:30 A.M. regarding proposed
amendments to the Cook County Zoning Ordinance.
Docket #119 - Large parking areas - ingress and egress.
Docket #120 - Same.
Docket #121 - Variations allowed to property reduced in
size so remainder does not conform in size
to that required iu its zoning district.
Docket #122 - Temporary siena in residential or sub-
division developments.
Docket #276 - Nursery schools to become Special Use or
November 14, 1961
permitted use depending on R zoning.
Docket #282: Fallout shelters
Appointment of representative to attend this hearing was left to the
discretion of the Judiciary Committee.
Trustee Ekren reported that meeting with homeowners of Hatlen Annex. plans
Heights was held; that the Board members were well received. This is Hatlen Hts.
in connection with possible annexation.
Trustee Bickley announced that the Village of Mount Prospect Traffic
had been awarded Safety Achievement Award from the Cook County Traffic
Safety CommiSSion.
Summary of bids for purchase of rock salt was presented,with Street Dept
Diamond Crystal Salt Co. low bidder, at $9.65 per ton treated, salt
Morton Salt Co. next at a price of $11.20 treated.

~ Trustee Bickley, seconded by'Trustee Casterline, moved that Traffic
Sec. 18.507 of Municipal Code be amended to strike the under lined
portion from the following: "All.might parking. No person shall park
a vehicle on any street for a period of time longer than fifteen minutes
between the hours of 2 A.M. and 6 A.M. of any day, except physicians on
emergency call."

Village Manager Appleby brought up letter addressed to Clerk Well #6
Ruth Wilson from Department of Public Works & Buildings, asking that
access permit for construction of driveway from Foundry Road to serve
Well #6 be signed.
Trustee Ekren, seconded by Trustee Bickley, moved that the
President and Clerk sign Access Permit #10-204~8, Foundry Road, as
required by the Department of Public Works & Buildings, Division of
Highways.
This motion carried by acclamation.
Village Manager Appleby read letter from Consoer, Townsend & MFT I?CS
Associates dated November Brd and signed by Myer Engler, wherein
Mr. Engler proposed change in construction Of base course on Memory Lane
to conformwith state requirements in use of motor fuel tax funds.
The Board was in agreement with the suggestion of the engineers.
President Schlaver spoke of the sudden demise of Joseph Health Dept.
Civinelli, Chairman of the Board of Health, mentioning his desire Civinelli
to seFve the Village and the faithful execution of his duties as Chairman;
stating that the Village is sorry he is gone.
The meeting was adjourned by acclamation at 9:58 P.M.
