Motion carried.
Mr. Richard L. Airey, 103 South George,acted as spokesman for
the Busse PTA and homeowners whose children attend Busse School, and Paving -
read a statement asking that East Thayer Street between Elm and Louis East Thayer
be paved; this would require co-operation with Wheeling Township.
Mr. Bill Ames of 308 North Elm (not in Village) added that the County
Highway Department had given Oscar Evarson, W~eeling Township Road Com-
missioner, permission to allow the Village to handle this matter.
Mr. Appleby remarked that the matter of paving East Thayer has been under
consideration for some time; Mr. Evarson does have the approval of the
Highway Commission but they are out of funds for this year; the plan is
to pave next year.
The School Board has agreed to furnish their share on a voluntary basis;
it is not know~ yet if a Special Assessment will be necessary or if it
can be done on a voluntary basis by all concerned. This will be a joint
MFT program between the Village and the township next year. It is hoped
to meet with the homeowners involved within the next two weeks.

Trustee Phillips stated that he wished to sum up ~'the matter Water -
of Contract #B, Well #6, and read alo~ud.this report, signed by himself Well #6
as Chairman of the Water Committee. ~a~d report is reproduced below: Contract #$

to Contract ~B - - Well ~6
In accordance with your recaent request, based upon the inquiry made by
Mr. Art Lewis of Consoer Townsend & Associates, the following is a brief
summarization and conclusions drawn by the Water Committee concerning the
fulfillment of contractural obligations under both contract #3 and its
supplement.
The Water Committee has met on numerous occasions concerning the previsions
set forth in Resolution
The Committee reviewed the results of running-in tests on the overhauled
Byrun-Jacksun pump, subject matter of Consoer Townsend & Associates report
of June 19, 1~1. The Committee felt, after review of the specifications
contained in Contract #B, that the running-in test was based on estimates
and contrary to the specifications as set forth in Contract #3. As a
consequence, a test in accordance with these specifications was arranged
and run at 10:00 A.M. Friday, July 21, 19~1. Results of this test was fur-
nished the Water Committee in Consoer, Townsend & Associates report of
July 28, 1981. Results of the test were carefully reviewed by the Committee
and discussed at length with the Water Superintendent. Even though there
were certain modifications to the specifications set forth in Resolution 9-81,
pertaining specifically to Item ~8 and the setting of the pump at 608 feet
instead of the .YSO feet as specified, the results of the test and recommendations
by Conscer Townsend were acceptable by the Committee.
In the interest of not prejudicing the rights of the Village of Mount Prospect
as to claims against Consoer Townsend & Associates, Wil-Freds, Inc., Byron-
Jackson Pumps, Inc., and M. P. Schneller & Associates with respect to the
failure of operation of the pu~ing unit in Well #8, the Committee did not
wish to recommend any further payment under Contract #3 and its supplement
for reasons outlined im Resolution #9-81, until such time as Village Attorney
Hofert had an opportunity to review both the contracts involved and the
circumstances related thereto.
The latter was accompl~sshed and a letter from Attorney Hofert was directed
to the writer's attention in which it was recommended that the Village
Board recognize the lack of liability on the part of the principals
aforementioned with the recommendations to proceed accordingly.
The Water Committee met and reviewed all developments concerning Resolution
9-81 and Attorney Hofert's recommendation. The Committee agreed to
recommend to the Village ~oard that full acceptance of the job to date
be made and that the Village be authorized to issue a draft to the general
contractor~in payment for the work done to date.
As Chairman of the Water Committee, the writer presented the foregoing
to the Vil~ge Beard at the October B, 1981 meeting, and our recommendations
were sc approved by the Village Board at that time. In summarizing the
present status cf Well ~5, it should be said that with the payment of
$10,788.50, which represents the work done to date including the cost of
the contract supplement, that the remainder of the work will be completed
in accordance with the contract provi~ions and specifications.

Police Trustee Bickley announced that Chief Whittenberg had returned Police Dept.
Dept. from Police Chiefs conference in Montreal'; that the police blotter is only
for those who have legitimate reason for reading it, such as persons con-
cerned therein~ or the press. Anyone desiring to go over this blotter
must leave his name and address.
Trustee Bickley explained that the Police Committee decided
their former request for two lieutenants was in error, that one more
sergeant was needed instead. Trustee Bickley, seconded by Trustee
Phillips, moved that the Police Commission be advised not to hold an ~
examination for lieutenant, but to hold one For sergeant, and that
all patrolmen be required to take this examination.

Motion carried.
Trustee Bickley continued further to state that the Police &
Fire Committee, with the approval of the Village Board, will set the
policy for the Police Department, the Chief and Manager will carr~t~t
out, and the Police & Fire Commission shall hold examinations and do
the hiring and firing. He explained that the Committee desired that
fitness or rating reports will be issued every three months for all
members of the Police Department except the Chief; the Chief will
grade each man in the department, the Lieutenant will grade each man
but himself and the Chief; the sergeant will grade each man working
under him for that three-month period~ Sergeants will be rotated
to a different group every threemonths. These ratings are to be
kept under lonk~and key, to be read only by the President of the
Board, Village Manager, Police Chief and chairmen of the Police
Committee and Police & Fire Commission. At the end of nine months,
the Police Committee with the aid of the fitness reports as well as
other information, such as letters of commendation, tests, etc. may
authorize an examination for promotion of one man for lieutenant.
This method will be used for the Fire Dep~rt~ent alsb.
Trustee Bickley read letter of commendation for Officer
Ken Zschach, and stated that another had been re~eived on behalf of
Officer Lessner.
Water Manager Appleby stated that plans were to begin painting
tower the elevated water tower next Monday, necessitating de-watering it
and removing any Parking of cars from beneath.
Police Dept. Plans have also been made to erect new radio mast to
radio replace the one blown down, the new mast to be 50 ft. higher than
the previous one to be able to receive all communications from
every direction.
President's President Schlaver gave his report, mentioning recon-
report ditioning of property at the ~ortheast corner of Busse and Main
for use as a parking lot; this is an effort of the local businessmen.
The Committee on Civil Defense has submitted their report, which
he is accepting with a 'Well Done".
President Schlaver asked Clerk Ruth Wilson to attend in his stead
annual affair by Little City for the Mentally Handicapped Children ~_~
at Rolling Meadows.
County Village Manager Appleby stated that County Zoning Hearing
Zoning Docket 252 had been withdrawn. (Stanton), and read the following
dockets:
Docket 260 - 9 acres in Brickman Manor 1st Add'n

to R-8 General Residence, Multiple family.
Docket 261 - 2½ acres in Brickman Mane r 1st Add'n
Unit 6 seeks to rezone from R-5 General Residence

The President asked Trustee Ekren to decide who should be asked to
attend this hearing on October 18th.
Sketch of plaque to be hung in Village Hall Addition was Village Hall
shown to the Board and was given their verbal approval.
Mr. De Moch of Berkshire Lane inquired as to present status Welle~ Creek
of engineers' repor{ on the Weller Creek problem and was told that this
check is still going on and it is hoped to have the final report next
week.
The meeting was regularly adjourned at 9:58 P.M.
