MINUTES OF A REGULAR MEETING
OF THE PRESIDENT AND BOARD OF
TRUSTEES HELD IN THE VILLAGE
HALL MOUNT PROSPECT, ILLINOIS
ON TUESDAY, AUGUST 10, 1948
The meeting was called to order by President
Pendleton at P:15 P.M. The Clerk called the roll and
the following Trustees responded: Bayne, Bvdal, Hartwig,
Lams, Mott, and Welsh.
The minutes of the recruler meeting. of July 17
and a special meeting of July 23rd, were then read. A
motion was made by Trustee Welsh, seconded by Bydal
that the minutes be approved as read. The President
put the question end the Clerk celled the roll with the
following results: Ayes: All: Nays: None. Thereupon
P`"'^ the President declared the motion carried and said
minutes . approved..
The Treasurer's report for the period ending
Jtaly 31st, 1948 was then read. The motion was made by
Trustee Mott, seconded by Bayne, that the Treasurer's
report be approved as read and placed on file. The
President put the cuestion and the Clerk called the roll
with the following results: Ayes: All; Nays: None.
Thereupon the President declared the motion carried and
said report approved.

The motion was then made by Trustee Welsh,
seconded by Hartwig, that the Special. Assessments Report
be placed on file. The motion was voted upon by accla-
mation, whereupon the President declared the motion
carried.
A motion was made by Trustee Mott, seconded
by Bydal, that the bills as approved by the Finance Com-
mittee be approved for payment. The President put the
ouestion and the Clerk called the roll with the following
results: Ayes: A11; Nays: None. Thereupon the Presi-
dent declared the motion carried and said bills approved
for payment. a,
An Ordinance entitled "THE ANNUAL LEVY ORDI_
NANCE OF THE VILLAGE OF MOUNT PROSPECT COOK COUNTY,
ILLINOIS PROVIDING FOR THE LEVY AND ASSESSMENT OF TAXES
FOR THE FISCAL YEAR BEGINNING MAY 1, 1948 AND ENDING
APRIL :gin, 1949," was then read. A motion was made by
Trustee Mott, seconded by Bayne, that the ordinance be
nesged. The President rut the ouestion and the Clerk
called the roll with the following results: Aves:
Trustees Bavne, Bydal, Hartwig, Lams, Mott, end rielsh.
Nays: None. Thereupon the President declared the notion
carried and said ordinance passed and approved.
An Ordinance entitled "AN ORDINANCE CONCERN_
ING THE STREET AND BRIDGE TAX" was then read. A motion
was made by Trustee Hartwig, seconded by Welsh, that the
ordinance be Passed. The President put the ouestion and
the Clerk called the roll with the following results:
Ayes; Trustees Bayne, Bydal, Hartwig, Lams, Mott, and
Welsh. Nays: None. Thereupon the President declared
the motion carried and said ordinance passed and approved.
A motion was made by Trustee Bavne, seconded
by Bvdel, that in accordance with the amended water
ordinance the $5.00 deposit be refunded to consumers
as listed by Water Rate Collector, July 71st, 1948. 04111
The President rut the ouestion and the Clerk called the
roll with the following results: Ayes: All; Nays: None.'
Thereuron the President declared the motion carried and
said denosits to be refunded.
A motion was made by Trustee Welsh, seconded
by LsmS that the Clerk be instructed to write a letter
to the Supt. of highways, Cook County, regarding the
condition of the narkways and gutters along Route X85
where widened in the Village. The motion was voted
upon by acclamation, whereupon the President declared
the motion carried and Clerk so instructed.
A communication, dated July 20, 1948 . from
Consoer Townsend, and Associates regarding and recom-
mending the acceptance of the paving on Hi -Lusi Avenue
from Golf Rosd to Lonnouist }arkway and on the north and
south sides of Sunset Road from Hi -Lusi Avenue to va-
Pel1a Avenue was then read.
A letter, dated July 28th, 1948, from Milburn
Bros. I reouesting payment from escrow funds of
Four Thousand Three Hundred Seventy -One Dollars and
Twenty -four cents ($4:71.24) for raving in Lonnouist
sub - division was then read.

The Clerk then read a communication from the
Village Planing Commission regarding proposed paving of
e part of Lonnouist Blvd. east of Elmhurst Road, in
Moehling's Pleasant Dale Sub- division.
A motion was made by Trustee Mott, seconded
by Lams, that approval of plans for this paving be
denied. The President rut the ouestion and the Clerk

called the roll with the following results: Ayes;
Trustees Bayne, Bydal, Lams, Mott, and Welsh. Nays:
Trustee Hertwij. Thereupon the 'resident declared the
motion carried.
A Citizens Committee from Lonnnuist Gardens
requested action to correct defects in sidewalks,
raving, and sewers at various locations in their. sub-
division. The committee was instructed to prepare a
written list of items needing attention; the Village
engineers are then to check and a formal reouest for
correction will be presented to rarties involved.
A communication dated July 16th, from the
Chicago and Northwestern Railroad System denying the
0 renuest for a one way north of the station was
then read.
The following communication from the Zoning
Commission was then read:
Board of Trustees
Village of Mount Prospect, Ill.
Gentlemen:
Repardinp the retition of the owners
. of lot 54 in the Morninpside Garden
Subdivision to re -zone.
The Zoning Commission met on July 71, 1948,
and recommend that the above lot be re- zoned
from R -1 to B. The decision to recommend
was unanimous.
The Commission is of the opinion that they
are not recommending "srot zoning ". We have
been reminded, by a recent Supreme Court
Decision, that the 25 foot lots alongâ–ş N.W.
Highway must be restored to the original "B"
4 zoning, - unless we Pre rrerered to resubdivide
these lots to 50 foot. This, we feel, the
town is not rrepered to do. The expense of
such an undertekinp is rrohibitive. It is
our considered opinion that we will not rec-
ommend wholesale restoration to "B" zoning
but purpose to recommend re- zoning only of
those lots which are under retition.

The motion was then made by Trustee Lams,
seconded by Hartwig, that the recommendation of the
Zoning Commission be concurred in. The President put
the nuestion and the Clerk called the roll with the
following results: Ayes: Trustees Bayne, Bydel,
Hartwig, Lams, and Welsh; Nays: Trustee Mott. There-
upon the President declared the motion carried.
A motion was made by Trustee Lams, seconded
by Welsh, that the application, Dated August 10th, of
Wm. J. Lonnnuist (Country Club Homes) for the erection
of e sign st Elmhurst Road and Lincoln St. be rejected.
The motion was voted upon by acclamation, whereupon
the President declared the motion carried and the Clerk
instructed to so notify Mr. Lonnnuist.
The motion was then made by Trustee Welsh,
seconded by Bayne, that the Clerk be instructed to
write to Axel. Lonnnuist and Robert Leei1ev stating
that unless the excavations ere baekfilled within ten
days on lots, where their building permits have been
cancelled, the Village will arrange to have the work

A motion was made by Trustee Lame, seconded
by Welsh, that the Lions Club be wanted a permit to
hold their annual Fall Festival in Mount Prospect. The
motior was voted upon by acclamation, whereupon the Presi-
dent declared the motion carried.
A motion was made by Trustee Lams, seconded
by Hartwirr., that the Public Service Company of Northern
Illinois be authorized to install a street light at
I -0ka Ave. end Hiawatha Trail. The motion was voted. ..,*
upon by acclamation, whereupon the President declared
the motion carried.
The Clerk then read a letter, dated August 2nd,
From the Volunteers of America reruestine permission to
hold a tap_ day in Mount prospect on August 28th or Septem-
ber. llth. A motion was made by Trustee Hartwig, seconded
by Bayne, that the renuest be denied. The motion was voted
uron by acclamation whereupon the President declared the
motion carried.
The Clerk then read letters from several citizens
commending the Board of Trustees on their efforts to main-
tain a high building standard throughout the Village.
A motion was made by Trustee Bayne, seconded by
Hartwir, that the revised clans; dated July 12, 1948; for
raving Se -Gwun Ave. from Lonr.rui Blvd. to Man -a -Wa Trail
be arrroved i line with Village Engineers letter of July
12th. The President rut the Question and the Clerk called
the roll with the following results: Ayes: Trustees Bayne,
Bydal, Hartwig, Lams, and Mott. Nays: Trustee Welsh. There-
upon the President declared the motion carried.
A motion was made by Trustee Lams, seconded by ,.
Bayne, that the purchase of 1500 arallons of number 3 oil .
be authorized for the new municipal. building. The Presi-
dent put the question and the Clerk called the roll with
the following results: Ayes: All; Nays: None. There-
upon the President declared the motion carried.
A motion was the made by Trustee Welsh seconded
by Bayne, that the meeting be adjourned. The motion was
voted upon by acclamation, whereupon the President declared
the motion carried and the meeting regularly adjourned.
