MINUTES
CLOSED SESSION
JANUARY 20, 2004
The Closed Session was called to order at 8:57 p.m. by Mayor Farley, in the Boardroom of the
Central Community Center, 1000 West Central Road. The purpose of the Closed Session was to
discuss Personnel and Property Disposition. Present were: Trustees Timothy Corcoran, Paul
Hoefert, Richard Lohrstorfer, Michaele Skowron, Irvana Wilks and Michael Zadel. Staff present
included: Village Manager Michael Janonis, Assistant Village Manager David Strahl and Police
Chief Richard Eddington.
Minutes
Village Manager presented the Minutes from December 16, 2003 for approval. Motion was made
Trustee Zadel and Seconded by Trustee Lohrstorfer to approve the Minutes. Minutes were
approved.
Minutes of January 6, 2004. Motion made by Trustee Wilks and Seconded by Trustee Zadel.
Minutes were approved.
Personnel
Village Manager Janonis stated he wanted to bring the Board up to date with several personnel
changes that are pending over the next several months regarding the Police Department. He is
requesting the authorization from the Board to hire up to six Officers as anticipatory hires due to
these personnel changes.
Chief Eddington provided an overview of these changes including the retirement of Deputy Chief
Ron Richardson, the retirement of Sergeant James Edwards, the pending disability pension
applications for Officer Favia and Officer Czarnecki and the possible replacement of Brian Sampson
who is considering another position. He also stated that Officer Tom Follmer has been activated and nig
is expected to be on military leave for up to 18 months starting in February. He also stated there are Q
three other Officers with injuries which are impacting the available manpower. Among these injuries
are a Commander and Sergeant.
Consensus of the Village Board was to authorize staff to hire up to six Officers as
anticipatory hires but only five if Officer Sampson does not obtain the job he is currently
under consideration for.
Police Chief Eddington left at 9:00 p.m.
Property Disposition

Village Manager Janonis stated the Village has been approached about purchasing some public Q
right -of -way at Kenilworth and Lincoln whereby the property would be consolidated into a four -lot
subdivision. The appraisal for the property has been set at $245,000 and if the four -lot subdivision Bag
were to be redeveloped, it would be consistent with the Tots in the neighborhood. 1
General discussion of the Village Board was to consider offering a higher selling price and a review
of the market for property in the area to ensure maximum value is obtained for the property. Q

There was no further business and the Closed Session adjourned at 9:35 p.m. and moved into open

session.
At the conclusion of the meeting, it was determined that the audiotape had malfunctioned and did
not record the meeting as required.
There being no further business, the meeting was adjourned at 9:37 p.m.
