MINUTES OF A REGULAR MEETING
OF THE PRESIDENT AND BOARD OF
TRUSTEES OF THE VILLAGE OF
MOUNT PROSPECT, COOK COUNTY,
ILLINOIS, HELD AT THE MUNICIPAL
BUILDING, AT 8 O'CLOCK P.M. ON
THE 1ST DAY OF MARCH, 1949
The President, Maurice B. Pendleton, called the
meeting to order and directed the Village Clerk to, call
the roll.
Upon the roll being called, Maurice B. Fendle-
ton, the President answered "Present" and the following
Trustees answered "Present ": Bayne, Bydal, Hartwig,
Lams, Mott, and Welsh. The following Trustees were
absent: None.
The Clerk then read the minutes of the regular
meeting held February 8th, 1949. A motion was made by
Trustee Bayne, seconded by Lams, that the minutes, be
approved as read. The Iresident put the question and
the Clerk called the roll with the following results:
Ayes: All; Nays: None. Thereupon the President declared
' the motion carried and said minutes approved.
A letter dated February 17th, 1949 from the
Salvation Army requesting permission to hold Tag Day
in the Village on June 14th or alternate day June 21st
was then read. A motion was made by Trustee Lams, seconded
by Payne, that the request be granted. The notion was
voted upon by acclamation, whereupon the President
declared the motion carried.
The Clerk was then instructed to write a letter
thanking Druggist Brandt for his donation of the punch __
for our Open House Celebration, Sunday February 6th.
A letter, dated February 23, and an Appeal
from the Rend Building Corp. (Robert J. Bluett, Pres.
Eugene R. Ward, Attorney) regarding permits for nineteen
homes was then read. After a thorough discussion the
matter was referred to the Board of Appeals for further
study.

Mr. Stuart W. Goodenough then presented, and 11 5
the Clerk read, a petition dated February 28th and
signed by 46 citizens of ur Village requesting that
17 permits for homes to be built by Superior Home
Builders in Frospect Manor, be held up. After a limited
discussion the petition was referred to the Judiciary
Committee for further study.
The Clerk then read a copy of an Ordinance
No. 824 from Rocky River, Ohio regarding building
restrictions. The ordinance was referred to the
Judiciary Committee for study.
The following letter dated March. 1, 1949
was then read:

The following Judges and Clerks of election
have been appointed to serve at the Village
election April 19th.
For Precinct #1: Mr. Roy E. Schlemmer, Mr.
Geo. L. Busse, Mrs. A. Mason Brown, Mrs. Rudolph
Stoelk, Mrs. Louis Hasz.
i`- For Precinct #2: Mrs. Jack Gehringer, Mrs.
Ernest Luckner, Mrs. Al. Hedke, Mrs. James
Keithley, Mrs. Chas. Verrett.
Your concurrence in these appointments is
respectfully requested.

A motion was made by Trustee Lams, seconded
by Hartwig, that the appointments be approved. The
motion was voted upon by acclamation, whereupon the
President declared the motion carried.
The Clerk then read a letter dated February 25,
1949 from the Village Plan Commission regarding review
of Flans and Specifications for Proposed improvements
in Castle Heights East. The letter was referred to the
Judiciary Committee together with plans and specifica-
tions for their study and report.
A petition signed by 25 qualified voters, to
place the following proposition on the April 19th ballot
was then read. SHALL THE VIL1AGE OF M0UNT PROSPECT ADOPT -
"AN ACT TO PROVIDE FOR THE SETTING APART' FORMATION,
AND DISBURSEMENT OF A POLICE PENSION FUND IN CITIES
VILLAGES, AND INCORPORATED TOWNS HAVING A POPULATION
OF NOT MORE THAN 200,000 INHABITANTS" approved June 14,
1909 as amended.
The petition was referred to the Judiciary
Committee for their study and report.
7" The Clerk then read a letter, dated February
19, from Walter A. Wischstadt referring to Building
variations on proposed theatre building for Mount Pros-
pect. The letter was referred to the Building Committee
The Clerk then read an ordinance entitled:
"AN ORDINANCE RECTI'LATING PUBLIC II: FROVE;MENTS BY PRI-
VATE CONTRACT, PROVIDING FOR PAYMENT THEREOF AND
ESTABLISHI?`TG PERMIT FEES."

A motion was made by Trustee Mott, seconded by
Lams, that the ordinance be adopted. The President put
the question and the Clerk called the roll with the follow-
ing results: Ayes: All; Nays: None. Thereupon the Presi-
dent declared the motion carried and said ordinance adopted.
A letter, dated February 26th, from Busse Realty
Association on special assessment liens under warrants
No. 9 and 26 was then read. The letter was referred to
the Judiciary Committee for their study and report.
Trustee Welsh, presented the detailed plans,
specifications, and estimate of cost of the proposed
imrrovements and extensions to the waterworks system of ,,,,,,
the Village as revised, to show the location of the said
water well on the east side of Waverly Place lying south
and ad iacent to the first alley south of Prospect Avenue
in lieu of Kenilworth Avenue and Thayer Street, and moved
that said plans, specifications, and estimate of cost,
as revised, be approved. The motion was seconded by
Trustee Bydal.
The President directed the Clerk to call the
roll for a vote upon said motion and upon the roll being
called the following Trustees voted "Aye ": Bayne, Bydal,
Hartwig, Lams, Mott, and Welsh. The following Trustees
voted "Nay ": None.
Whereupon the President declared the motion
carried and ordered and directed that the detailed plans,
specifications and estimate of cost, as revised, as so
approved be placed on file in the office of the Village
Clerk for public inspection.
Trustee Welsh presented and the Village Clerk
read in full an Ordinance entitled:

Trustee Hartwig moved and Trustee Lams seconded
the motion that said Ordinance as presented and read by
the Village Clerk be adopted.
After a full and complete discussion thereof
the President directed that the roll be called for a
vote upon the motion to adopt the Ordinance.
Upon the roll being called the following Trustees
voted: Ayes: Bayne, Bydal, Hartwig, Lams, Mott, and
Welsh. Nays: None.
Whereupon the President declared the motion
carried and the Ordinance adopted and henceforth in open
meeting did approve and sign the same and did direct
the Clerk to record the same in full in the records of
the President and Board of Trustees.
A motion was then made by Trustee Welsh,
seconded by Mott, to authorize the Village Attorney
to appear in answer to summons, in connection with
disconnection proceedings of Arthur T. McIntosh & Co.,
and to defend the Village in such proceedings. The
President put the question and the Clerk called the
roll with the following response: Ayes: All; hays:
None. Thereupon the President declared the motion
carried and Village attorney so instructed.
There being no further business to come be-
fore the meeting a motion was made by Trustee Lams,
seconded by Bayne, that the meeting be adjourned. The
motion was voted upon by acclamation, whereupon the
President declared the motion carried and the meeting
regularly adjourned.

AN ORDINANCE amending the preamble
of an Ordinance entitled: "An Ordi-
nance authorizing and providing for
the issue of $50,000 Water Revenue
Bonds of the Village of Mount Pros-
pect, Cook County, Illinois, for the
purpose of defraying the cost of
improving and extending the present
waterworks system of said Village,
prescribing all of the details of
said bonds and prOViding for the
collection, segregation and deposi-
tion of the revenues of the water
works system of said Village for the
purpose of paying the cost of oper-
ation and maintenance thereof, pro-
viding an adequate depreciation fund
therefor, and paying the principal
and interest of said Water Revenue
Bonds", passed and approved February
8th, 1949 and published February 11,
1949.

WHEREAS. the President and Board of Trustees of the
Village of Mount Prospect, Cook County, Illinois, on February
8th, 1949, passed an Ordinance entitled: hAn Ordinance author-
izing and prOViding for the issue of $50,000 Water Revenue
Bonds of the Village of Mount Prospect, Cook County, IllinOis,
for the purpose of defraying the cost of improving and extend-
ing the present waterworks system of said Village, prescribing
all of the details of said bonds and providing for the collec-
tion, segregation and disposition of the revenues of the
waterworks system of said Village for the purpose of paying the
cost of operation and maintenance thereof, providing an adequate
depreciation fund therefor, and paying the principal and inter-
est of said Water Revenue Bonds", which said Ordinance was duly

of $50,000 Water Revenue Bonds of the Vil1age of Mount Prospect,
Cook County, Illinois, for the purpose of defraying the cost of
improving and extending the present waterworks system of said
Village, prescribing all of the details of said bonds and pro-
,iViding for the collection, segregation and disposition of the
I revenues of the waterworks system of said Village for the purpose
of paying the cost of operation and maintenance thereof, provid-
ing an adequate depreciation fund therefor, and paying the
principal and interest of said Water Revenue Bondsn, passed and
I approved February 8th, 1949 and pUblished February 11th, 1949,
be and the same is hereby amended to read as follows:
WHEREAS. it is deemed advisable, necessary and
for the best interest of said Village that improve-
ments and extensions be constructed to said ex-
isting municipal waterworks system" such improvements
and extensions to consist of the construction and
installation of a new water well to be approximately
1500 feet deep and to be located on property owned
by the Village 10cated on the east side of Waver1y
Place lying south and adjacent to the first alley
south of Prospect Avenue in the Village of Mount
Prospect, said well to constitute an additional
source of water supply, well pumping equipment con-
sisting of a 400 gallon per minute pump, It.. 75 horse-
power m6tor and all electrical controls incident
thereto and a pumping station to consist of a build-
ing with internal measurements of approx1mate1y 14
feet by 16 feet and having a height of approximately

15 feet, such pumping station to house the well
pumping equipment and all accessories incident
thereto, an eight inch water main to connect the
additional source of supply to the existing dis-
tribution system, and together with all necessary
fittings, connections, appurtenances and equip-
ment incident thereto, all in accordance with the
detailed plans and specifications therefor here-
tofore approved by the President and Board of
Trustees of the said Village of Mount Prospect
and now on file in the office of the Village
Clerk for public inspection; and
SECTION 2. That this Ordinance shall be in full force
and effect from and after its passage, approval and pUblication,
