MINUTES OF A REGULAR METING
OF THE PRESIDENT AND BOARD OF
TRUSTEES, HELD IN THE MUNICIPAL
BUILDING, MOUNT PROSPECT, ILLINOIS
r2 ON TUESDAY, MARCH 8, 1949
The meeting was called to order by President
Pendleton at 8:00 P.M. and the Clerk was then directed to
call the roll. Upon the roll being called the follow-
ing Trustees answered "Present "; Bayne, Bydal, Hartwig,
r- Lams, and Mott. The following Trustee was absent: Welsh.
The Clerk then read the minutes of the regular
meeting held March 1, 1949. A motion was made by Trustee
Hartwig, seconded by Lams that the minutes be approved
as read. The President put the question and the Clerk
called the roll with the following results: Ayes: A11;
Nays: None. Thereupon the President declared the motion
carried and said minutes approved.
The Treasurer's report for the period ending
February 28, 1949 was then read. A motion was made
by Trustee Mott, seconded by Bayne, that the treasurer's
report be approved as read and placed on file. The
President put the auestion and the Clerk called the
roll with the following results: Ayes: All; Nays:
None. Thereupon the President declared the motion
carried and said report r' approved.
The motion was then made by Trustee Lams,
seconded by Bydal, that the Special Assessments
Report be placed on file. The motion was voted upon
by acclamation whereupon the President declared the
motion carried.
A motion was made by Trustee Mott, seconded
by Bayne, that the bills as a
Y Y , approved by the finance
committee be approved for payment. The President put
° -s the question and the Clerk called the roll with the
following results: Ayes: All; Nays: None. Thereupon
the President declared the motion carried, and bills
approved for payment.

I hereby withdraw as a candidate for Village
Trustee on the Village Betterment Party ticket
in the April 19, 1949 election.

With deep regret, I hereby resign as `.Trustee of
the Village of Mount Prospect.
I am forwarding under separate cover a letter to
the Village Clerk withdrawing from the election
April 19th.
It has been a real pleasure to work on the Board
with you, and I wish you every success in the
future.

After a limited discussion by the President,
Members of the Board of Trustees, and Citizens in the
audience, on the circumstances behind Trustee Welsh's
resignation a motion was made by Trustee Mott, seconded
by Lams, that Trustee Welsh's resignation be accepted.
The motion was voted upon by acclamation, whereupon
the President declared the motion carried.
A motion was then made by Trustee bliott,
seconded by Bayne, that the Clerk be instructed to
write a letter to Mr. Welsh in appreciation of his
work as a Trustee. The motion was voted upon by
acclamation, whereupon the President declared the
motion carried.
A motion was made by Trustee Bydel, seconded
by Bayne, that in accordance with the amended water
ordinance the $5.00 deposit be refunded to consumers as
listed by Water Rate Collector, February 28, 1949. .
The President put the question and the Clerk called the
roll with the following results: Ayes: All; Nays: None.
Thereupon the President declared the motion carried and
said deposits to be refunded.
The motion was then made by Trustee Byde 1,
seconded by Lams, thrt the Clerk be authorized to
return the bid bonds to the unsuccessful bidders,
J.P..Miller Artesian Well Co. and Milaeger Well
Drilling Co., for well no. 4. The President put the
nuestion and the Clerk called the roll with the
following results: Ayes: All; Nays: None. Thereupon
the President declared the motion carried.
A letter dated March 3, 1949, from the
Illinois National Guard turning down the old village
hall as this area's headquarters was then read.
The Clerk then read an ordinance entitled:
"AN ORDINANCE ESTABLISHING 21LECTION DISTRICTS FOR
THE VILLAGE OF MOUNT PROSPECT, ILLINOIS." A motion was
made by Trustee Bayne, seconded by Hartwig, that the
ordinance be adopted. The President put the question
and the Clerk called the roll with the following
results: Ayes: All; Nays: None. Thereupon the
President declared the motion carried and said
ordinance passed and approved.

The Clerk then read the following petition, 19
signed by 243 registered voters of the Village of
Mount Prospect, and filed with the Village Clerk
March 8 1:49: TO THE PRESIDENT AND BOARD OF TRUSTEES
of the Village of Mount Prospect, Illinois:
"We, the undersigned residents and legal
voters of the Village of Mount Prospect, Cook County,
Illinois and being not less than 1O% of the electors
of said Village, request the corporate authorities
to establish, maintain and conduct a supervised
playground and recreation system and to levy an annual
tax of not less than .025% of the full, fair cash
value as equalized or assessed by the Department of
Revenue of all taxable property within the corporate
limits of the Municipality for the establishment,
conduct, and maintenance thereof; and request that
the Corporate authorities of said Village of Mount
Prospect, Cook County, Illinois submit the foregoing
to the electors of said Village of Mount Prospect to
be voted upon at the next regular election to be held
on April 19, 1949; all as provided for in Article
57 -7 of the Revised Cities and Villages Act."
A motion was made by Trustee Mott, seconded
by Bydal, that this petition be accepted as read. The
President put the auestion and the Clerk called the
roll with the following results: Ayes: A11; Nays: None.

Thereupon the President declared the motion carried.
The Clerk then read an ordinance entitled:
"AN ORDINANCE PROVIDING FOR THE SUBMISSION TO THE VOTERS
OF THE VILLAGE OF MOUNT PROSPECT, COOK COUNTY ILLINOIS, PROPOSITION OF THE ESTABLISHMENT MAINTENANCE, AND '
CONDUCT OF A PLAYGROUND AND RECREATION SYSTEM FOR SAID
VILLAGE AT THE GENERAL ELECTION TO BE HELD IN AND FOR
SAID VILLAGE ON THE 19TH DAY OF APRIL, 1949."
A motion was made by Trustee Bayne, seconded by
Bydal, that the ordinance be adopted. The President
put the question and the Clerk called the roll with the
following results: Ayes: Trustees; Bayne, BydL.l, Hartwig,
Lams, and Mott: Nays: None. Vacancy: One. Thereupon
the President declared the motion carried and said
ordinance passed end approved.
A motion was made by Trustee Mott, seconded
by Lams, that the petition filed March 1, 1949, regard -
ing the establishment of a Police Pension Fund, be
accepted as filed. The President put the question and
the Clerk called the roll with the following results:
Ayes: All; Nays: None. Thereupon the President declared
the motion carried.
The Clerk then read an ordinance entitled:
"AN ORDINANCE PROVIDING FOR THE SUBMISSION TO THE VOTERS
OF THE VILLAGE OF MOUNT PROSPECT, COOK COUNTY, ILLINOIS,
THE PROPOSITION OF ADOPTING A 1-OLICE PENSION FUND ON A
SEPARATE BALLOT AT THE R±:GULAR ELECTION TO BE HELD IN
AND FOR SAID VILLAGE ON THE 19TH DAY OF AF 1949:
A motion was made by Trustee Lams, seconded
by Hartwig, that the ordinance be adopted. The Presi-
dent put the question and the Clerk called the roll with
the following results: Ayes: Trustees; Bayne, Bydal,
Hartwig, Lams, and Mott. Nays: None. Vacancy: One.
Thereupon the President declared the motion carried and
said ordinance passed and approved.
The Clerk then reed a Supplemental Agreement
to contract entered into November 6, 1945 between the
Village of Mount Prospect, Illinois and Consoer, Town-
send, and Associates for preparation of a report
discussing sewerage problems in Mount Prospect and pre-
paring plans for relief and intercepting sewers.

120 A motion was made by Trustee Lams, seconded by
Mott, that the Supplemental Agreement be approved and
that the President of the Board and the Acting Clerk be
euthorized to sign said Agreement. The President put the
question and the Clerk called the roll with the following
results: Ayes: All; Nays: None. Thereupon the President
declared the motion carried.
A motion was then made by Trustee Mott, seconded
by Hartwig, that the President of the Board be authorized
to execute "Public Voucher for Final Payment of Advance"
(Title V War Mobilization and reconversion Act of 1944)
The President put the auestion and the Clerk called the
roll with the following results: Ayes: All; Nays: None.
Thereupon the President declared the motion carried. m%
The Clerk then read an ordinance entitled "A1
ORDINANCE TO PROTECT THE PROPERTY OF THE INHABITANTS OF
THE VILLAGE OF MOUNT PROSPECT, ILLINOIS BY PREVENTING
THE ERECTION OR ALTERATION OF BUILDINGS OR STRUCTURES
WHICH WOULD UNNECESSARILY IMPAIR OR DESTROY THE VALUE
OF NEIGHBORING REAL ESTATE." A motion was made by Trustee
Bayne, seconded by Lams, that the ordinance be adopted.
The President put the question and the Clerk called the
roll with the following results: Ayes: A11; Nays: None.
Thereupon the President declared the motion carried and
said ordinance passed and approved.
There being no further business to come before
the meeting a motion was made by Trustee Hartwig, seconded
by Bayne, that the meeting be adjourned. The motion
was voted upon by acclemation, whereupon the President
declared the motion carried and the meting regularly
adjourned.
