MINUTES OF A REGULAR MEETING
OF THE PRESIDENT AND BOARD OF
TRUSTEES, HELD IN THE MUNICIPAL
BUILDING, MOUNT PROSPECT, ILLINOIS
ON TUESDAY, MAY 3, 1949
The meeting was called to order by President
- Pendleton at 8:00 P.M. and the Clerk was then directed to
call the roll. Upon the roll being called the following
Trustees answered "Present "; Bayne, Bydal, Hartwig, end
Mott. Absent: Trustee Lmns; Vacancy: One.
The Clerk then read the minutes of the regular
meeting of April 12, 1949 and an adjourned meeting of April
19, 1949. A motion was made by Trustee Hartwig, seconded
by Bayne, that the minutes be approved as read. The
President put the question and the Clerk called the roll
with the following results: Ayes: All; Nays: None. There-
upon the President declared the motion carried.
The motion was then made by Trustee Hartwig,
seconded by Bayne, that the meeting be adjourned Sine Die.
The motion was voted upon by acclamation, whereupon the
President declared the motion carried.

The meeting was called to order by President
Pendleton at 8:30 P.M. and the Clerk was then directed
to call the roll. The following Trustees answered "Present"

absent.
The Clerk then read the following proclamation:

I, Robert F. Milligan, Clerk of the Village of
Mount Prospect, Cook County, Illinois, having charge and
custody of the records and files thereof, do hereby certify
that at an election held on the 19th day of April, 1949,
the following named persons were duly elected to the office
set orposite their respective names and each of them has
filed in my office the oath of office required by law:
Maurice B. Pendleton - Village President
Robert F. Milligan - Village Clerk
Ralph E. Gould - Police Magistrate
Russell A. Hartwig - Village Trustee

The Surety bonds covering President, M. B.
Pendleton, Bond No. 8833958 (Aetna Casualty & Surety Go.)
and Clerk, Robert F. Milligan, Bond No. N- 103045 (Home
Indemnity Co.) were then presented.

A motion was made by Trustee Bayne, seconde
by Bydal, that the bonds of the President and Village
Clerk be approved. The President put the question and
the Clerk called the roll with the following results:
Ayes: All; Nays: None. Thereupon the President de-
clared the motion carried.
The Clerk then read the following communi-
cation:

The motion was made by Trustee Bayne, seconded
by Mott, that the committee appointments be concurred.
The motion was voted upon by acclamation, whereupon,
the president declared the motion carried.
The following communication was then read:

By virtue of authority conferred upon me by ordinance,
I hereby appoint the following officials of the Village
of Mt. Prospect for the term beginning May 1st, 1949,
and expiring April 30, 1951. Your concurrence in
these appointments is respectfully requested.

The motion was made by Trustee Hartwig,seconded
by Stoelk, that the appointments be concurred ir. The
President put the question and the Clerk called the roll
with the following results: Ayes: A71; Nays: hone. There-
upon the President declared the motion, carried.
A letter dated April 5, 1949 from Albert L.
Roderick offering his services for the annual audit of
Village Accounts and special audit of Water Works Sys-
tem was then read. The motion was made by Trustee Mott,
seconded by Bayne, that Mr. Roderick's proposal to audit
the Village accounts for the fiscal year ending April 30,
1949 for a sum not to exceed $600.00 be accepted. The
President put the Question and the Clerk called the roll
with the following results: Ayes: All; Nays: None. There-
upon the President declared the motion carried.
A motion was made by Trustee Mott, seconded
by Bydal, that Mr. Roderick be authorized to complete
the Water Works audit for fiscal year ending July 31,
1949 . for a cost not to exceed 4100.00. The President put
the question and the Clerk called the roll with the fol-
lowing results: Ayes: All; Nays: None. Thereupon the
President declared the motion carried.
The motion was then made by Trustee Stoelk,
seconded by Bydal, to refund the Women's Club check for
$5.00 which had been paid for rent of Community room
for the Citizen's Meeting held March 29th. The Presi-
dent put the question and the Clerk called the roll
with the following response: Ayes: All; Nays: None. There-
upon the President declared the motion carried.
A motion was made by Trustee Hartwig, seconded
by Mott, that the Chairman of Parks Committee be author-
ized to employ a man for work in and around parks and
public grounds. The President put the question and the
Clerk called the roll with the following results: Ayes:
All; Nays: None. Thereupon the President declared the
motion carried.
The motion was then made by Trustee Mott,
seconded by Bayne, that the Busse Realty Association's
reeuest, as outlined in letter of February 26, 1949, to
purchase at 35% of the principal, special assessment liens
under warrants No. 9 and 26 on certain lots be denied.
This decision being arrived at in concurrence with Village
Attorney's oppinion dated March 30, 1949. The President
put the Question and the Clerk called the roll with the
following results: Ayes: All; Nays: None. Thereupon e .
the President declared the motion carried.
A motion was made by Trustee Mott, seconded
by Bydal, that Mr. Fishman's suggestion for his client
to purchase the lien of the Village for special assess-
ments on certain lots at an agreed price, as stated in
Mr. Fishman's letter of March 15, 1949 be denied. The
President put the question and the Clerk called the roll .
with the following results: Ayes: A71; Nays: None.
Thereupon the President declared the motion carried.

The Clerk then read a summons No. 1.29
49C 4554, served April 29th, from Circuit Court of
Cook County in the matter of Rand Building Corp.
vs. the Village of Mount Prospect.
The motion was made by Trustee Mott,
seconded by Stoelk, that the Village Attorney be
instructed to file an appearance by the required
date of June 6, 1949. The motion was voted upon
by acclamation, whereupon the President declared
the motion carried.
The Clerk then read a letter dated May 2,
from Martin J. Thue regarding possible annexation of
�.., his property to the Village. The letter was referred
to the Judiciary Committee.
A communication dated May 3rd, from the
Village Plan Commission was then read and placed
on file.
A motion was made by Trustee Bayne, seconded
by Hartwig, that the Village Clerk be instructed to
write a letter to the Fire Chief requesting removal
of the McIntosh & Co. sign on Northwest highway, west
of Fairview Avenue, citing ordinance violation and
referring to letters that have been written to Mc-
Intosh & Co. The motion was voted upon by acclama-
tion, whereupon the President declared the motion
,U- carried.
There being no further business to come
before the meeting a motion was made by Trustee
‹t Hartwig, seconded by Bayne, that the meeting be
adjourned. The motion was voted upon by acclamation,
whereupon the President declared the motion carried
end the meeting regularly adjourned.
