MINUTES OF A REGULAR MEETING
OF THE PRESIDENT AND BOARD OF
TRUSTEES, HELD IN THE MUUNICIPAL
BUILDING, MOUNT PROSPECT, ILLINOIS
ON TUESDAY, JULY 12, 1949
The meeting was called to order by President
Pendleton at 8:00 p.m. and the Clerk was then directed
to call the roll. On roll call the following Trustees
answered "Present ": Bayne, Bydal, Lams and Mott.
Trustees Hartwig and Stoelk were absent.
The Clerk then read the minutes of the regu-
lar meeting held June 14th and July 5th, 1949. A motion
was then made by Trustee Mott, secr'nded by Bayne, that
the minutes be approved as read. The President put the
question and the Clerk called the roll with the follow-
ing results: Ayes: All; Nays: None. Thereupon the
President declared the motion carried and said minutes
approved.
The 't'reasurer's report for the period ending
June 30, 1949 was then read. A motion was made by
Trustee Lt,ms, seconded by Bydal, that the Treasurer's
report be approved as read and placed on file. The
President put the question and the Clerk called the
roll with the following response: Ayes: All; Nays: None
Thereupon the President declared the motion carried and
report approved.
The motion was made by Trustee Bayne, seconded
by Lams, that the Special assessments report be placed
on file. The motion was voted upon by acclamation
whereupon the President declared the motion carried.
A motion was then made by Trustee Mott, seconded
by Bydal, that the bills as approved by the finance commit-
tee be approved for payment. The President put the ques-
tion and the Clerk called the roll with the following
response: Ayes: All; Nays: None. Thereupon the President
declared the motion carried and bills approved for payment.

13 6 The Clerk then read in full. Ordinance, No. 311,
entitled "THE ANNUAL AlPROI IATION BILL OF THE VILLAGE
OF MOUNT PROSPECT, COOP. COUNTY, ILLINOIS, FOR TEL FISCAL
YEAR BEGINNING MAY 1, 1949 AND ENDING APRIL 30, 1950.
The motion was then made by Trustee Mott,
seconded by Lams, that the ordinance be adopted. The
President put the question and the Clerk called the roll
with the frllowing results: Ayes: Trustees - Bayne, Bydal,
Lams, Mott. Nays: None. Absent: Trustees - Hartwig and
Stoelk. Thereupon the president declared the motion
carried and said ordinance passed and approved.
A motion 'as made by Trustee Mott, seconded
by Lams, that the Village Attorney be authorized to p..
prepare an ordinance setting up a Park Commission for
the administration of Parks and Playgrounds. The v.,,
motion was voted upon by acclamation, whereupon the
President declared the motion carried.
The motion was then made by Trustee Bayne,
seconded by Bydal, that a special .meeting be called for
Tuesday, July 19, 1949 at 8:00 P.M. to consider the re-
quest of Library Board to issue bonds in the amount of
Thirty -five Thousand Dollars (035,000) for payment of cost
of constructing new library building and furnishing equip-
ment therefore and to act on an ordinance to issue bonds
and calling a Special. Election in connection with the
construction of Library Building and furnishing of equip-
ment therefore, and to conduct any other business that
may lawfully come before the meeting. Furthermore, that
the Clerk be instructed to send notice of such meeting
to each member of the Village Board of Trustees.
The President put the question and the Clerk
called the roll with the following results: Ayes:
Trustees: Bayne, Bydal, Lams, and Mott. Nays: None.
Absent: Trustees Hartwig and Stoelk. Thereupon the
President declared the notion carried.
The Clerk then read two letters, dated June 24,
1949, from attorney Isadore Fishman, referring to special
assessment 49 -A and also to paving specifications for
proposed paving in Hillcrest Sub- division. Both letters
were referred to the Board Of Local Improvements.
A "RESOLUTION TO FORECLOSE THE LIEN OF SPECIAL
ASSESSMENTS" (No. 8 -49) was then read.
The motion was made by Trustee Bayne, seconded
by Lams, that the resolution be adopted. The President
put the question and the Clerk called the roll with
the following results: Ayes: All; Nays: None. There-
upon the President declared the motion carried and
said resolution passed and arproved.
A motion was made by Trustee Bayne, seconded
by Bvdal, to accept Mr. Sporleder's bid of Two Hundred
Ten Dollars ($210.00) for furnishing and installing two
doors at the old Village Hall. The President put the
question and the Clerk called the roll with the follow-
ing results: Ayes: All; Nays: None. Thereupon the
President declared the motion carried.
The motion was made by Trustee Lams, seconded m.
by Bydal, to appeal Judge Jarecki's disconnection of the
McIntosh property to the Appellate Court. The President
put the question and the Clerk called the roll with the
following results: Ayes: Trustees: Bydal, Lams, and Mott.
Nays: Trustee: Bayne. President Pendleton then voted Aye
and declared the motion carried.

A motion was made by Trustee Bydal, seconded
by Lams, that in accordance with the amended water or-
dinance the $5.00 deposit be refunded to consumers as
Listed by Water Rate Collector June 30, 1949. The
President put the question and the Clerk called the
roll with the following results: Ayes: All; Nays: None.
Thereupon the President declared the motion carried.
The motion was made by Trustee Bydal, second-
ed by Mott, that the 025.00 l.iauor License fee, cover-
ing the V.F.W. carnival, be refunded to the V.F.W. as
has been customary in previous years. The President
put the question and the Clerk called the roll with the
following response: Ayes: All; Nays: None. Thereupon
the President declared the motion carried.
A motion was made by Trustee Mott, seconded
by Bydal, to authorize the expenditure, not to exceed
One Hundred Dollars (4100.00) to make necessary changes
on the oil burner in the Municipal Building so that
No.5 oil can be used in place of present No.3 oil. The
President put the question and the Clerk called the roll
with the following results: Ayes: All; Nays: None.
Thereupon the President declared the motion carried.
The Clerk then read the following communi-
cation.

Gentlemen:
I take pleasure in announcing the appointment
of Mr. Chas. Majewski to act as assistant Build-
ing Superintendent starting as of this date.
Your concurrence in this appointment is respect -

The motion was then made by Trustee Lams,
seconded by Bydal, that the appointment be concurred
in. The motion was voted upon by acclamation, where-
upon the President declared the motion carried.
The Clerk then read a letter, dated June 28,
1949, from the Cook County Highway Dept. stating that,
according to law, Railroad Ave. cannot be added to
State Aid System as requested in resolution No. 7 -49.
There being no further business to come be-
fore the meeting a motion was made by Trustee Lams,
seconded by Bydal, that the meeting be adjourned. The
motion was voted upon by acclamation, whereupon the
President declared the motion carried and the meeting
regularly adjourned.
