MINUTES OF A REGULAR MEETING
OF THE PRESID:NT AND BOARD OF
TRUSTEES, HELD IN THE MUNICIPAL
BUILDING, MOUNT PROSPECT, ILLINOIS
ON TUESDAY, SEPTEMBER 6, 1949. L
The meeting was called to order by President
Pendleton at 8:05 P.M. and the Clerk was then directed
to call the roll. Upon the roll being called the
following Trustees answered "Present." Bydal, Hartwig,
Lams, Mott, and Stoelk. Trustee Bayne was absent.
September 6, 1949
The Clerk then read the minutes of the 143
regular meeting held on August 9, 1949. A motion
was made by Trustee Stoelk, seconded by Hartwig, that
the minutes be approved as read. The President put
the question and the Clerk called the roll with the
following results: Ayes: All; Nays: None. Thereupon
the President declared the motion carried and said
minutes approved.
The Clerk then read two letters dated august
16, 1949, from Plan Commission of Mount Prospect,
covering plans for the new Lincoln School and question
of sidewalks on Can -Doty Ave. A motion was made by
Trustee Hartwig, seconded by Stoelk, that the recom-
mendetions es outlined in the letters of the Flan
Commission be accepted. The motion was voted upon
by acclamation, whereupon the President declared the
motion carried.
The Clerk then read the following: "POLICIES
AFFECTING VILLAGE EMPLOYEES ". (A copy to be filed in
minutes)

A motion was made by Trustee Mott, seconded by Hart-
wig, that these policies be approved as read. The
motion was voted upon by acclamation, whereupon the
President declared the motion carried.
The Clerk then read ORDINANCE No. 315 en-
titled: "AN ORDINANCE CONCERNING THE STREET AND
BRIDGE TAX." A motion was made by Trustee Mott,
seconded by Lams that the ordinance be passed. The
President put the question and the Clerk called the
roll with the following results: Ayes: All; Nays:
None. Thereupon the President declared the motion
carried and said ordinance passed and approved.
Trustee Bayne arrived and took his place
at 9:15 P.M.
The Clerk then read "A RESOLUTION TO
ABANDON THE IMPROVEMENT OF EL HURST ROAD, RUSSELL
STREET AND OTHER STREETS BY GRADING, CURBING, PAVING,
September 6, 1949

ETC. UNDER PROCEEDING KNOWN AS MOUNT PROSPECT SPECIAL
ASSESSMENT NO. 49 A." (No. 11 -49/
The motion was made by Trustee Hartwig,
seconded by Bydal, that the resolution be adopted.
The President put the question and the Clerk called
the roll with the following results:, Ayes: All; Nays:
None. Thereupon the President declared the motion
carried.
A letter dated September 6, 1949, from the
Village Engineers regarding: MFT Section 4 -CS Memory
Lane was then read.
"'
Resolution No. 12 -49 entitled: "RESOLUTION
FOR IMPROVEMENT BY MUNICIPALITY UNDER THE MOTOR FUEL
TAX LAW" was then read. A motion was made by Trustee
Stoelk, seconded by Bayne, that the resolution be
adopted. The President put the question and the Clerk
called the roll with the following results: Ayes: All;
Nays: None. Thereupon the President declared the
motion carried and said resolution adopted.
A letter from Mr. Harry E. Dodds requesting
permission for the South Church to close Sha -Bonee
Trail, east of Emerson St., on the evening of Septem-
ber 22, for a street dunce, was then read. a motion
was made by Trustee Hartwig, seconded by Lams that
permission be granted. The motion was voted upon by
acclamation, whereupon the President declared the
motion carried.
A letter from Mr. Carl Hammerl requesting
permission for the George - Albert group to close off
Milburn St., between George and Albert Sts., on
Saturday evening September 17, was then read. X mo-
tion was made by Trustee Hartwig, seconded by Lams,
that permission be granted as requested. The motion
was voted upon by acclamation, whereupon the Presi-
dent declared the motion carried.

A letter, dated September 6 from Mrs. Robert
A. Peterson, 406 N. Wille St., was then read, requesting
that consideration be given to filling in the section
of sidewalk that is missing between Gregory and Thayer
on North Wille St. The Clerk was instructed to advise
Mrs. Peterson that a cinder walkway would be laid at
the location mentioned.
The Clerk then read a letter dated September
6th from Mrs. Georgia Peterson, 406 N. Wille St., re-
questing permission to operate a Children's apparel
shop from her home. The request was denied based on
zoning restrictions and the Clerk was instructed to
so inform Mrs. Peterson.
The Clerk then read a communication dated
August 26th, 1949, from the Illinois Bell. Telephone
Co. accepting unconditionally the provisions of
Village Ordinance No. 313 entitled "AN ORDINANCE
GRANTING TO THE ILLINOIS BELL TELEPHONE COMPANY, ITS
LESSEES, SUCCESSORS AND ASSIGNS, CERTAIN RIGHTS IN
THE VILLAGE OF MOUNT PROSPECT, COOK COUNTY, ILLINOIS."
The letter was filed as part of Ordinance 313.
The Clerk then read Ordinance Number 316
entitled: "AN ORDINANCE DESIGNATING THE PLACE OF IN-
CARCERATION FOR FAILURE TO PAY FINE, PENALTY AND COSTS
ASSESSED FOR VIOLATION OF VILLAGE ORDINANCES."
A motion was made by Trustee Bayne, seconded
by Hartwig, that the ordinance be passed. The Presi-
dent put the question and the Clerk called the roll with
the following results: Ayes: All; Nays: None. There-
upon the F resident declared the motion carried and
ordinance passed and approved.

The Clerk then read Ordinance No. 317 en-
titled, "AN ORDINANCE CALLING A SPECIAL ELECTION IN
THE VILLAGE OF MOUNT PROSPECT, COOK COUNTY, ILLINOIS,
TO VOTE ON THE PROPOSITION OF ISSUING $35,000.00
LIBRARY BONDS."
A motion was made by Trustee Stoelk, seconded
by Hartwig, that the ordinance be pissed, as revised,
showing the corrected maturing dates for bonds. The
President put the question and the Clerk called the roll
with the following results: Ayes: A11; Nays: None.
Thereupon the Fresident declared the motion carried
and said ordinance passed and approved.

The following letter, dated September 6, 1949
was then read:
Village Board of Mt. Prospect
Gentlemen:
The Fire Department at their last regular
meeting accepted Mr. Clarence Piepenbrink as a mem-
ber of this Department.
Hoping that this will meet with your
approval.

The motion was then made by Trustee Bydal,
‹t seconded by ' to arrrove this e.prointnent. The
motion was voted upon by acclamation, whereupon the
President declared the motion carried.
The Clerk again read Mr. Kaeser's letter of
August 9, 1949 requesting permission to open a package
liquor store in Mount Prospect.
A motion was then made by Trustee Bydal,
seconded by Lama, that the application for a permit
for a package liquor store be denied. The President
put the question and the Clerk called the roll with
the following response: Ayes: Trustees: Bydal, Lams,
Mott; Nays: Trustees Bayne, Hartwig, Stoelk. Presi-
dent Pendleton then voted Nay and the motion was
declared defeated.
A motion was then made by Trustee Bayne,
seconded by Lams, that if and when the Liquor License
Ordinance is revised to permit a package liquor store
to operate that the permit fee be One Thousand Dollars
($1,000) per year. The President put the question and
the Clerk called the roll with the following results:
Ayes: All; Nays: None. Thereupon the President
declared the motion carried.
There being no further business to come be-
fore the meeting a motion was made by Trustee Mott,
seconded by Lams, that the meeting be adjourned. The
motion was voted upon by acclamation, whereupon the
President declared the motion carried and the meeting
regularly adjourned.
VILLAGE OF MOUNT PROSPECT
POLICIES AFFECTING VILLAGE EMPLOYES
Work Week
The normal work week of the Village shall consist of a 44 hour,
5..1/2 day work week with the exception of the Police Department and the
Municipal Building custodian. The Municipal Building custodian shall work
a 6 day week consisting of 4g hours per week. The Police Department shall
work the number of hours required as specified by the Chief of Police and
the Police Department Committee Chairman to adequately protect the Village.
The hours of the Police Department may vary with the number of employed in
the department.
Standard Work Day
The standard work day shall consist of an eight hour day from
8:00 A.M. to 5:00 P.M. with one hour allowed for lunch.
Time Sheets
All employes shall be required to keep weekly time sheets
describing the work done during each day of the rreceding week. These
time sheets must be turned in the beginning of each new work week. For
time reporting purposes the work week begins on Monday of each week.
Holidays
The following holidays shall be observed by all Village
employelt the Police Department and Municipal Building custodian
who because of their type of work shall be required to work on holidays:
New Year's Day, Decoration Day, 4th of July, Labor Day, Thanksgiving Day

and Christmas Day or the Monday following such holiday when the holiday
falls on Sunday.
All Village employes shall be subject to call, however, when-
ever an emergency arises or exists.
Overtime
Hours worked in excess of the normal work week shall be com-
pensated for by allowing time off for the number of hours worked.
Vacations
All employee5 who have completed one year of service shall re-
ceive a regular annual vacation of two calendar weeks with pay. No paid
vacations shall be given until one year of service shall have been com.
pieted. Vacations shall be scheduled with and approved by the Committee
Chairman.
Injury Sustained in Course of Work
An employe of the Village who sustains an injury arising out
of or incidental to his work shall receive in addition to the rate of
compensation provided for under the Illinois Workmen's Compensation Act
the difference between the compensation prescribed by said Workmen's Com-
pensation Act and his regular rate of pay for a period not to exceed 6o days.
Absence - Illness or Death in Immediate Family
Employee with one or more years of service shall be allowed a
reasonable amount of time off with pay for personal illness or illness or
death in the immediate family. Employes less than one year of service
shall not be paid for such absences.

Absence — Other Reasons
Employee; with one or more years of service shall be allowed,
subject to the approval of the Committee Chairman, a reasonable amount of
time off with pay to conduct personal business, etc. Employes with less
than one year of service shall not be paid for such time off.
Variations in Policy
Any variation to these policies must be approved by the Board
of Trustees.
