MINUTES OF A REGULAR METING
OF THE PRESIDENT AND BOARD OF
TRUSTEES, HELD IN THE MUNICIPAL
BUILDING, MOUNT PROSPECT, ILLINOIS
U— ON TUESDAY, FEBRUARY 14, 1950
The meeting was called to order by President
Pendleton at 8:05 P.M. and the Clerk was then directed
to call the roll. Upon the roll being called the
following Trustees answered "Present ". Bayne; Bydal;
Hartwig, Lams, and Mott. Absent: None. Vacancy: One.
The Clerk then read the minutes of the regular
meeting held February 7, A motion was made by Trustee
Bayne, seconded by Hartwig, that the minutes be approved
as read. The President put the question and the Clerk
called the roll with the following results: Ayes: All;
Nays: None. Thereupon the President declared the
motion carried and said minutes approved.
The Clerk then read the following communication:

Honorable Members, Board of Trustees
Village of Mt. Prospect
Gentlemen:
To fill the vacancy on the Board of Trustees
occasioned by the untimely death of Rudolph A.
Stoelk, I hereby nominate Mr. Drew aalker, 300
N. Russell St., to serve as a member of the Board
of Trustees of the Village of Mt. Prospect,
effective as of this time and date.
This election as authorized under the statute
is to be in effect until the next regular election
in 1951 at which time the balance of the term of
two years will be filled by election.
Your concurrence in this nomination is
respectfully requested.

A motion was made by Trustee Lams, seconded
by Hartwig, that the nomination be concurred in and
that Mr. Walker be elected to fill the vacancy on the
Board of Trustees. The President nut the question and
the Clerk called the roll with the following response:
Ayes: All; Nays: None. Thereupon the President
declared the motion carried.

Mr. Walker then came forward and was sworn
in by the Clerk. After signing the Oath of Office
Mr. Walker was given his credentials and then took
his place as a Trustee.
Trustee Lams then left the meeting.
The Clerk then rend the Treasurer's report
for the reriod ending January 71, 1950. A motion was
made by Trustee Mott, seconded by Bydal, that the
Treasurer's report be arrroved and placed on file.
The President put the ouestion and the Clerk called
the roll with the following response: Ayes: All; r�
Nays: None. Thereupon the President declared the
motion carried. ...r
A motion was made by Trustee Hartwig,
seconded by Bayne, that the Special Assessments Report
be placed on file. The notion was voted upon by
acclamation, whereuron the President declared the
motion carried.
The motion was then made by Trustee Mott,
seconded by Hartwig, that the hills as arrroved by
the Finance Committee be er;rroved for payment. The
President nut the guest; on and the Clerk called the
roll with the followinp results: Ayes: All; Nays:
Nine. Thereuron the President declared the motion_
carried and bills arrroved for payment.
A motion was made by Trustee Hartwig,
seconded by Bydal that the bid; dated February 6,
1950 from Bruno K. , Latzke; in the amount of $1,084
for painting to, be done in the Municipal Building,
be accepted and that the President and Clerk be
authorized to execute the contract. The President
rut the question end the Clerk. called the roll with
the following response: Ayes: All; Neys: None. There- .,
upon the President declared the motion carried.
A motion was made by Trustee Hartwig,
seconded by Bvdol that in accordance with the
amended water ordinance the $5.00 deposit be refunded
to consumers as listed by Water Rate Collector,
January 71, 1950. The President rut the question end
the Clerk celled the roll with the following results:
Ayes: All; Nays: None. Thereuron the President
declared the motion carried.
The motion was made by Trustee Hartwig,
seconded by Mott, to authorize the emergency expendi-
ture of necessary funds to take down in parkways,
dangerous branches and trees broken by the . storm of Feb -
ruar3r 12th and 17th. The President put the question
and the Clerk called the roll with the following_
response: Ayes: All; Neys: None. Thereupon the
President declared the motion carried.
The following letter was then read:

To the
President and Board of Trustees
Gentlemen:
Under an amendment parsed by the 68th
General Assembly to the Statutes governing The
Illinois State Department of Public Health,
Permits are now required from the Department
before water mains can he constructed or
extended. Heretofore, it has been the practice
to require permits only when changes or improve-
ments were to be made in supply works of the
water system.

It thus becomes necessary to submit rlens
and specifications to the Department and to secure
the necessary permit before water main construc-
tion can be started. Failure to do so would
subject the elected officials, and possibly
your Engineers, to maximum fine of ;200, or six
months in the County jail.

your next regular meeting and then be filed.

�.,.., The Clerk then read a letter from the
V.F.W. requesting permission to hold their carnival
at corners of Maple, Evergreen, and Northwest Highway
on June 1, 2, 3, and 4th. A motion was made by
Trustee Bayne, seconded by Hartwig, that permission
be Rranted as requested. The motion was voted upon
by acclamation, whereupon the President declared the
motion carried.
The Clerk then read a letter, dated
February 10, from Mr. Schuppenhauer, 315 N. East-
wood Ave., regarding architectural details of a
v proposed home immediately north of his property. The
letter was referred to the building committee.
Two letters from the General Services
Administration, Community Facilities Services,
acknowledging receipt of applications for advance
under Public Law 352 were then read. Application
No. I11. 11 -P -102.5 covering proposed Water Works
Improvements and Application No. Ill. 11 -P -1024 cover-
ing Lonnquist Gardens Relief Sewers. These letters
were placed on file.
The Clerk then read a letter, dated February
14th, from John A. Mohoney and James J. Johnston,
of Mount Prospect, requesting a Bulk Sales Retail
Liquor License.
A motion was made by Trustee Bydal, seconded
by Bayne, that the request be denied. The motion was
voted upon by acclamation, whereupon the President
declared the motion carried and request denied.
A motion was made by Trustee Bayne, seconded
By Walker, that the Clerk be instructed to write a
letter to the Illinois Commerce Commission protest-
ing against the proposed increase in commutation
fares on the Chicago and Northwestern Railroad.
• The motion was voted upon by acclamation, whereupon
the President declared the motion carried and Clerk
so instructed.
The motion was then made by Trustee Bayne,
seconded by Hartwig, that the meeting be adjourned.
The motion was voted upon by acclimation, whereupon
the President declared the motion carried and the
meeting regularly adjourned.
