MINUTES OF A REGULAR MEETING
OF THE PRESIDENT AND BOARD OF

TRUSTEES HELD IN THE MUNICIPeL
BUILDING, MOUNT PROSPECT, ILLINOIS
ON TUESDAY, MAY 9, 1950
The meeting was called to order by President
Pendleton at 8 :15 P.M. and the Clerk was then directed
to call the roll. On roll call the following Trustees
answerpA •''resent" : Bayne, Bvdal, Hartwig, Lams, Mott
end Walker. Absent: None.
The ri e then read the minutes of the regular
meeting held May 2, 1950. A motion was made by Trustee
Walker, seconded by Lams, that the minutes be approved
as read. The President put the question and the Clerk
called the roll with the following results: Ayes: A11;
Nays! None. Thereupon the President declared the
motion carried and said minutes approved.
The Treasure'r's report for the period ending
April 30, 1950, was then read. A motion was made by
Trustee Mott, seconded by Byda.l, that the report be
approved and placed on file. The President put the
question and the Clerk called the roll with the
following response: Ayes: All; Nays: None. Thereupon
the President declared the motion carried.

A motion was made by Trustee Mott, seconded
by Walker, that the Special Assessments Report be -•
placed on file. The motion was voted upon by acclama-
tion, whereupon the President declared the motion
carried.
The motion was made by Trustee Mott, seconded
by Lams, that the bills be approved by the Finance
Committee be approved for payment. The President put the
nuestion and the Clerk called the roll with the follow-
ing results: Ayes: All; Nays: None. Thereupon the
President declared the motion carried and bills
approved for payment.
May 9, 1950
A letter, dated May 9th, 1950, from
Leonard C. Mead regarding a possible plan for the
purchase of Hillcrest Paving bonds was then read.
The letter was referred to the Judiciary Committee
for their study.
The Clerk then read the following
communication:

Mr. Maurice B. Pendleton, President

•» Dear Mr. President:
In accordance with the Illinois Statute
we will give you herewith the assets, estimated
receipts, deductions from salaries and amount
of money the Trustees feel should be in the
Policemen's Pension Fund by May 1951.
The receipts for the year ending April 30,
1950, were $1,960.56 and the assets consisting
of cash were the same as of that date. The
deductions from police salaries were 0582.14.
The Trustees estimate the receipts for the
coming year as $3,000.00 from deductions from
police salaries, 10% of business liquor and
peddlers licenses, 75% of dog licenses, 10%
of Village Ordinance fines. The tax levy of
.0075 should produce approximately 4,1800.00.
The statute requires that there be a
reserve of 01,000.00 for each 1,000 inhabitants
and the Trustees are of the opinion that the
reserve over and above the 0,000.00 required
should, by April 30, 1951, be enough to provide
r ,, for one year total disability for two police -
men. The maximum amount collectible being
$1,800.00 per year for each policeman. The
66.4 amount on hand suggested should therefore be
$7,500.00._ In order to have this amount the
Trustees recommend that the tax levy on real
estate be increased to .015.

The following communication was then read:

Gentlemen:
I take pleasure in appointing Mr. Walter Kirchhoff
to serve as a Trustee of the Police Pension Fund
for a period of 3 years.
Your concurrence in this appointment is respectfully
requested.

A motion was made by Trustee Hartwig, seconded
by Mott, that the appointment be concurred in. The
motion was voted upon by acclamation, whereupon the
President declared the motion carried.
The Clerk then read surrunons No. 500 3883,
Circuit Court of Cook County, regarding several tax
foreclosures. A motion was made by Trustee Bayne,
seconded by Lams, that the Village attorney be instructed
to appear on behalf of the Village. The motion was

` ri voted upon by acclamation whereupon the President
declared the motion carried.
The Clerk then read a letter dated May 5,
1950, from the Village attorney confirming his
appearance before the Tax Committee of Cook County on
the tax foreclosures referred to as TFF #10454 and
TFF #10622 in County Commissioner's letters of
April 27 and May 1st, 1950.
The Clerk then read ORDINANCE NO. 323- -
"AN ORDINANCE FOR THE SALE AND ASSIGNMENT OF CERTAIN
JUDGEMENT LIENS FOR CERTAIN OVER -DUE AND UNPAID
INSTALLMENTS OF CERTAIN SPECIAL ASSESSMENTS HELD BY

A motion was made by Trustee Bayne, seconded """
by Hartwig, that the ordinance be passed. The Presi-
dent rut the nuestion and the Clerk called the roll
with the following results: Ayes: All; Nays: hone.
Thereupon the President declared the motion carried
and aaicl ordinance re-see and arrroved.
A motion was made by Trustee Bavne, seconded
by - Hartwig that the Village Board concur. in objections
raised by Village attorney; in his letter of May 1,
195 to the rezoning of the Sobie rrorerty, between
Elmhurst end Rand Roads, from R1 to B2 business and
that the Vi11epe Board make formal objection to the
Cook Cour.tv.Clerk with cories to Cook County Zoning
Board of Appeals. Attorney H.H. Lomr,er and village
Clerk of Arlington Heights. The motion was voted
upon by acclamation, whereupon the President declared
the motion carried.
A motion was made by Trustee Bayne, seconded
by Walker, that only arrlications for sale and assign-
ment of srecial Assessment liens -or for general tax
and srecial assessment foreclosures proceedings, which ,
give information similar to that renuired by the Board
of Commissioners of Cook County he considered. The
.motion was voted upon by acclamation whereupon the
President declared the motion carried.
A motion was made by Trustee Bvdal, seconded
1)1r Hartwig, that in accordance with the amended water
ordinance the $5.00 water deposit be refunded to
rualified consumers as listed by Water Rate Collector
April 70, 1950. The President rut the question and
the Clerk called the roll with the following results:
Ayes: All; Nays: None. Thereuron the President declared
the motion carried.
There being no further business to come
before the meeting a motion was made by Trustee Mott,
seconded by Hartwig, that the meeting be adjourned.

meeting regularly adjourned.
