HomeMy WebLinkAbout04/17/1951 VB minutes 234 - MINUTES OF A ' ECIAL MEETING OF THE PRESIDENT AND BOARD OF TRUSTEES HELD IN THE MUNICIPAL BUILDING MOUNT PROSPECT ILLINOIS ON TUESDAY, APRIL 17, 1.951. The meeting was called to order by President Pendleton at 8:15 P.M. and the Clerk was then directed to call the roll. On roll call the 'following trustees answered Present: Bayne, Bydal, Lams, Mott, and Walker, Trustee Hartwig was absent. The Clerk then read the legal notice published April 6, 1951 in the Mount Prospect Herald, giving notice of the holding of this meeting and public hearing on rent de- control. The Clerk read petition from a number of Mount Prospect property owners asking for rent de- control. April 17, 1951 The following property owners spoke for de - control of rents in Mount Prospect: William J. Busse; John H. Piepenbrink; Edwin L. Busse; Herbert A VanDriel and George L. Busse. Mr. Lynn Huffman, a resident of Mount Prospect appeared against rent de- control. After presenting their case, the property owners present (controlling 46 of 60 rental units) withdrew from the meeting to discuss what would be the probable rental increases that would be requested if rents were de- controlled. While waiting for the results of this dis- cussion, the Clerk read a letter dated April 16, 1951 `` 4 from the Stannard Power & Equipment Company regarding the pump for No. 4 well. Upon the return to the hearing of the property owners, Mr. Edwin L. Busse stated that the average increase in rent that would be requested if rent is decontrolled would amount to approximately 40% above the present legal rent. The owners present then stated publicly that they were in agreement with the statement made by Mr. Busse. The Clerk then read resolution No. 8 -51 "A RESOLUTION DE- CONTROLLING RENTS WITHIN THE VILLAGE OF MOUNT FROST ECT, COOK COUNTY, ILLINOIS." A motion was then made by Trustee Lams, seconded by Walker, that the resolution be adopted. The President put the question and the Clerk called the roll with the following results: Ayes: Trustees Bayne, Bydal, Lams, Mott and Walker. Nays: none. Absent: Trustee Hartwig. Thereupon the president declared the motion carried and said resolution passed and approved. The Clerk then read a letter dated April 17, 1951 from the Village Engineers regarding the pumping unit at No. 4 well. The Village Engineers were requested to obtain an additional letter from the 0.B. Geiger & Company regarding clarification of their letter of April 16 about the operation of the pumping unit and guarantee of unit. The Clerk then read a letter from the Community Camp Fire committee thanking the Village Board for the use of chairs during their birthday celebration. The Clerk then read ordinance No 343 entitled "AN ORDINANCE AMENDING THE VILLAGE OF MOUNT FROSPECT ZONING ORDINANCE AS AMENDED." A motion was made by Trustee Bayne, seconded by Walker, that the ordinance be passed. The President put the nuestion and the Clerk called the roll with the following results: Ayes: All; Nays: None. Thereupon the President declared the motion carried and said ordinance sassed and approved. The following communication was then read: The Board of Village Trustees Mount Prospect, Illinois Gentlemen: We the undersigned owners of Lots 31, 32, 34, 35, 36, and 37 in the resubdivision of Lot 7, in Block 21, Lots 12 to 19 both inclusive, in Block 22, and Lots 12 and 13 in Block 23, in Busse's cistern Addition to Mount Prospect in the East Half (-) of Section 12, Town 41 North, Range 11, East of the Third Principal Meridan in Cook County, Illinois, and Lots 62 and 63 in Morningside Gardens being a Subdivision of part of the Northeast Quarter(*) of Section 12, Town 41 North, Range 11, East of the Third Principal Meridian, petition the Board of Trustees to rezone ssi'd lots from R1 Residential to Business Use. April W 17, 1951 236 A check for 4:5.00 to cover the cost of the rroceedings necessary to effect such a change is attached herewith. (sipped.) George L. Busse Howard W. Alton The Clerk was instructed to refer the recuegt to the Zoning Commission for their study. The Clerk then read ordinance ?44 entitled "AN ORDINANCE AMENDING SECTION 6 OF THE LICENSING ORDINANCE (ORDINANCE NO. 152)." A motion was made by Trustee Bayne, seconded by Bydal that the ordinance be passed. The President put the vuestion and the Clerk called the roll with the following results: Aves: all: Nays: None. Thereupon the President declared the motion carried and said ordinance ressed and approved. A motion was made by Trustee Bayne, seconded by Lams, that the votes cast at the Village election held April 17th be canvassed. The motion was voted upon by acclamation, whereupon the President declared the motion carried. After the official cenvess of the votes cast the Clerk then read resolution No 9 -51 entitled: "RESOLUTION DECLARING THE RESULTS OF VILLAGE ELECTION HELD ON APRIL 17, 1951." • tom' The motion was made by Trustee Lams, seconded by Walker that the resolution be adopted. The President put the o uestion and the Clerk called the roll with the following results: Ayes: All; Nays: None. Thereupon the President declared the motion carried and said resolution passed and approved. There being no further business to come before the meeting, a motion was made by Trustee Bayne, ^* seconded by Bydal, that the meeting be adjourned. The motion was voted upon by acclamation, whereupon the President declared the motion carried and meeting regularly adjourned. April 17, 1951 FMO *AGH 1 & 4/16/51 T_ 5 RESOLUTION DECLARING TIIE RESULTS OF THE VILLAGE ELECTION HELD ON APRIL 17th, 1951. * * * * * * WHEREAS, a regular election was held on Tuesday, April 17th, 1951, in the Village of Mount Prospect, for the purpose of electing a Village Trustee to fill a vacancy and three (3) Village Trustees for the full term and two (2) Directors of the Public Library; and at said election one proposition was submit- ted to the voters of said Village; and WHEREAS, the President and Board of Trustees, as by Statute in such case made and provided, have canvassed the votes cast at said election, find as follows: TOTAL VOTES CAST 2 7/ DEFECTIVE BALLOTS / SPOILED BALLOTS not used 0 (1) FOR VILLAGE TRUSTEE: One to fill vacancy Ii Robert C. Shall bonds in the amount of $22,000.00 be is- sued by the Village of Mount Prospect, Cook County, Illinois, for the purpose of acquiring fire fighting equipment in said Village, matur- ing on January 1 of each of the year and in amounts as follows: $2,000.00 due 1953 through 1960 inclusive; $3,000.00 due 1961 through 1962 inclusive; and bearing interest at the rate of not to exceed two per cent (2 %) per annum? BAYNE having received the highest number of votes cast, be and he is hereby declared duly elected to the office of Village Trustee to serve for the term of two years, to fill the vacancy caused by the death of RUDOLPH A. STOELK, SECTION 2. That JAMES T. BROWN, SPURGEON C. GOODLING and ARTHUR E. IBBOTSON, having received the highest number of votes cast, be and they are hereby declared duly elected to the office of Village Trustees of the Village of Mount Prospect, Cook County, Illinois, to serve for the full terra of four (4) years, as is by law provided. SECTION 3. That BERTHA T. EHARD and HOWARD P. HARNDEN having received the highest number of votes cast, be and they are hereby declared duly elected to the office of Directors of the Mount Prospect Library Board for the full term, as is by law provided. That the proposition: Shall bonds in the amount of $22,000.00 be issued by the Village of Mount Prospect, Cook County, Illinois, for the purpose of acquiring fire fighting equipment in said Village, maturing on January 1 of each of the years and in amounts as follows: 2,000.00 due 1953 through 1960 inclusive; 1 3,000.00 due 1961 through 1962 inclusive; and bearing interest at the rate of not to exceed two per cent (2%) per annum? having received a majority of all of the votes cast on said proposition, the said proposition be and the same is hereby de- clared carried and the President and Board of Trustees are thereby authorized to issue bonds in the sum of $22,000.00 for the purpose of purchasing fire fighting equipment. SECTION 5. That ROBERT C. BAYNE, JAMES T. BROWN, SPURGEON C. DOODLING and ARTHUR E. TRBOTSON, Village Trustees; BERTHA T. EHARD and HOWARD P. HARNDEN, Directors of the Mount Prospect Public Library be installed into office and enter upon their duties upon qualifying, as is by law provided. SECTION 6. That this Resolution shall be in full force and effect from and after its passage and approval. PASSED: this 17th day of April, A.D. 1951. APPROVED: this 17th day of April, A.D. 1951. 'll I I
