MINUTES OF A REGULAR MEETING OF
THE PRESIDENT AND BOARD OF TRUSTEES
HELD IN THE MUNICIPtL BUILDING
MOUNT PROSPECT, ILLINOIS, On
TUESDAY, AUGUST 7, 1951

The meeting was called to order by President
Pendleton at 8:70 P.M. end the Clerk was then directed
to call the roll. Upon roll cell the following trustees
answered "Present ": BeVrie, Brown, Ibbotson, Lams, and
Viper. Trustee Hartwig was absent.
The Clerk then read the minutes of the repnlnr
meeting held July 10, 1951. A motion was made by Trustee
Brown, seconded by Viper, that the minutes be arrroved
ss read. The President put the nuestion and the Clerk
called the roll with the following response: Ayes: All;
Nays: None. Thereupon the President declared the motion
carried and said minutes arrroved as read.

The Clerk then rend Ordinance No. 746, entitled
"THE ANNUAL LEVY ORDINANCE OF THE VILIAGE OF MOUNT
PROSPECT, COOK COUNTY, ILLINOIS, PROVIDING FOR THE LEVY
AND ASSESSMENT OF TAXES FOR THE FISCAL YEAR BEGINNING
MAY 1, 1951 ENDING APRIL :x0, 1952.' A motion was then
made by Trustee Lams, seconded by Bayne, that the
ordinance be passed. The President put the nuestion
and the Clerk called the roll with the following results:
Ayes: Trustees Bayne, Brown, Ibbotson, Lams, and Viper.
Nays: None. Absent, Trustee Hartwig. Thereupon the
President declared the motion carried and said ordinance
passed and arrroved.
The Clerk then read Ordinance No. 747 entitled
"AN ORDINANCE CONCERNING THE STREET AND BRIDGE TAX."
The motion Was mnde by Trustee Lams, seconded
by Bayne, that the Ordinance be rased. The President
put the nuestion end the Clerk cnlled the roll with
thefo11o7��ing results: Ayes: Trustees Bayne, Brown,
Ibbotson, Lams, and Viper. Neys: None. Absent: Trustee
Hartwig. Thereur,on the President declared the motion
carried and said ordinance passed and arrroved.
The Clerk then read the following letter:

ATTENTION: BOARD OF TRUSTEES
Gentlemen:
As the owner of Lot 7 in Block 18 in the prospect
Park Country Club, specifically the Northeast
Corner of See -Gwun and Council Trail , we protest
the use of the Park dedicated to the Vi11a pe for
Perk purposes on the South side of Council Trail
at See -Gwen for parking purposes by the Club.
Such nn action destroys the value of our property
for residential uses and we believe should be
discontinued at once. aill you kindly advise the
writer as to ve'ur disposition of this renuest at
your earliest orrortunity?

A motion was then made by Trustee Lams seconded
by Ibbotson, to authorize the ]resident end the p illage
Clerk to enter into e contract with the City Sanitary
Service of Wil.lmette, Illinois for the Cleaning of 200
storm sewer basins at a r, rice of 47.85 per basin, as
outlined in the proposal from City Sanitary Service dated
July 16, 1951. The President put the question and the
Clerk called the roll with the following results: Ayes:
all; Nay's: None. Thereupon the President declared the
motion carried.

Mount Prospect Zoning Commission wns then reed:
Board of Trustees June 14, 1951
Village of Mt. Prospect, I11
Gentlemen:
The Zoning Commission met on June 1, 1951 and at
the Public hearing to consider re- zoning of various
Properties along Northwest highway From jdward to
William Sts., have agreed as follows.
Lots 57 to 67, 8 to 11, and lots 29 to 38,
all inclusive, comprising all of the Northwest
Highway frontage from 4il1iam St. to 7 lots
from Edward St. £ire recommended to be rezoned
from R -1 to B. (Lots 79, 40, 41 previously
re -zoned by court order.)
The Commission considers that this ection does not
constitute "spot zoning' even though there is at
present a one block gap in uniform B zoning. Surport
for this action may be found in our letter of
July 71, 1948.

'-* Lams, to concur in the recommendations of the Zonings
Commission only insofar es the original petition for
rezoning aprlies, and that the Village attornev be
authorized to draw up the required ordinance for such
.rezoning. The President put the question end the Clerk
called the roll with the following results: Ayes: All
Nays: Note. Thereupon the President declared the
motion carried.
A motion was then made bv Trustee Bpvne,
seconded by Lams, thHt

East of the Third Frinciral Meridian that were rezoned
by Ord:i it743 from R -2 to B c1assificetion be
reconsidered for rezoning back to R -2 end that the
Zoning Commission be recuested to hold £3 hearing on
this rezoning. The President put the nuestion nnd
the Clerk called the roll with the following results:
Ayes: Al_ l ; Nays: None. Thereupon the President
declared the motion carried.
The motion was then mnde by Trustee Lams
seconded by Viper, to nu�thorire the 1`avmen t of 410.00
for annual dues in the rri- County Home Rule Association.
The President put the question and the Clerk celled
the roll with the following results: Ayes: Ail; Nsys:
none. Them, upon the P resident declared the motion carried.
The motion was mede by Trustee Lams, seconded
by Viger, that the Clerk be authorized to sign a
municipal request for funds in the amount of 4750,
covering engineering costs for the traffic signals,
covered under section 7.1 CS. The President put the
question and the Clerk called the roll with the
following response: Ayes: A11; Nays: Nnne. Thereupon
'" the President declared the motion carried.

Gentlemen:
As you know, 1 have been ill for the last seven
months with e very nervous condition end have spent
considerable time in the hospital during this time.
August 7, 1951
250 It is on the advice of my doctors, that I ask
you to accept my resignation as Trustee of the
Villepe of Mount Prospect.
I regret very much to ask to be released of these
duties, but due to my health I cannot carry on
the duties expected of a Trustee.

A motion was made bv Trustee L rns, seconded .01%
by Bayne, that the VillaPe Board accept Trustee
Hartu,ip's resipnstior, with regret. The motion was .4/
voted upon bv acclamation, whereupon the President
declared the motion carried.
There being no further business to come
before the meeting, e motion was made by Trustee Viper,
seconded by Brown, that the meeting be adjourned. The
motion wes voted upon by acclamation, whereupon the
President declared the motion carried and meetinn
reeularly adjourned.
