VILLAGE OF MOUNT PROSPECT
COFFEE WITH COUNCIL
SATURDAY, September 11, 2010
9:10 A.M.
Village Hall Community Center
The meeting convened at 9:10 a.m. Those present were Mayor Irvana Wilks and
Trustees Arlene Juracek and Steven Polit. Representing the Village were Assistant
Village Manager David Strahl and Human Services Director Nancy Morgan.

Jim Chylik asked if the Village issues tickets for loud motorcycle mufflers. Mr. Strahl
replied that the Village does not unless the sound would fit the criteria of excessive
noise. Mr. Chylik's neighbor would like to participate in the shared cost tree program.
Mr. Strahl explained that enrollment in this program is through Public Works.
Louis Goodman has observed that there is a garage sale sign at Gregory and Maple
Streets, and asked if it is legal for signs of this nature to be on Village or Park District
property. After a discussion, it was determined that this sign is located on Park District
property. Trustee Polit said the complaint should be referred to the Park District.
John Elenberger thanked the police for the form in the booklet and for their increased
surveillance. He has been working with Public Works about a streetlight at Cottonwood
and Redwood Drives that continually does not work. Trustee Juracek will contact Com
Ed about this situation.
Mel Holec asked about the road work at Kensington and Wolf. Trustee Polit responded
that while the MWRD is lining the pipes, they are diverting the sewage. Mr. Holec asked
about the outcome of the YOTI bill. Mr. Strahl said that the final amount is still to be
determined. Mr. Holec asked about the Levee's 500' gap. Mayor Wilks said that until the
Levee is complete, we will need to build the Jersey Wall if a flood occurs. Mr. Holec
feels that cutting back on the holiday Tight and parade is good. However, he feels there
should not be an award for most holiday lights. Trustee Polit clarified that the award is
for best use of decorations not most lights.
Maria Theisen inquired about the steps to put a "no left turn" sign on Dogwood Lane to
prevent cars from cutting through the neighborhood. Mr. Strahl said that staff will look
into this matter.
Barbara and Steve Vanarsdale asked if the Village regulates the Cable provider. After
a discussion, Mr. Strahl said that by State law we cannot regulate cable service.
Comcast does provide a studio for regional use.
Dan Turenne asked about Com Ed's responsibility for underground cable connections
to apartment buildings. He feels his apartment building loses power too often. Com Ed
Representative, Jeff Batara, has told him that the property owners are responsible for
the underground cable. Com Ed will connect the power to the cable. After a discussion
it was determined that this information was correct. Mr. Turenne paid a $500 bond for a
contractor to work at their apartment on Dogwood and Boxwood roads, and has not
received reimbursement. Mr. Strahl said that staff will look into this matter.
Tom Tezka discussed an incident involving library books and his father.
Carrie Bridges, Mr. Tezka's niece, stated that she was pleased she was allowed to
register with the Mount Prospect Library even though she has a Chicago library card.
She feels that the Mount Prospect Library is superior to her Chicago neighborhood
Library.
Carol Tortorello described an incident at the Mount Prospect Costco involving a
reckless driver using her cell phone. Mr. Strahl stated that the Village does not have an
ordinance banning driving while talking on a cell phone. After a discussion Mr. Strahl
said that staff will speak with Randhurst security.
David Schein stated that the intersection of Hi -Lusi Avenue and Shabonee Trail is very
dangerous and he has spoken to the Village Project Engineer, Matt Lawrie, about this.
Mr. Schein stated that the changes to Mount Prospect Plaza's exit signs have not
improved the situation. Throughout the discussion, Mayor Wilks and Trustee Juracek
agreed with him. Mr. Strahl said that the State will not allow a right turn on red at this
location, and that staff will review this situation. Mr. Schein asked if he needed a permit
to remove a tree in his back yard. Mr. Strahl said that this was not necessary.
Jim Uszler announced that the Chamber of Commerce will sponsor a Public Candidates
Forum luncheon at Bristol Court Banquets on Friday September 17, 2010 at 11:30 a.m.
for $25.00. The Forum will question three candidates for the Cook County Board. Other
candidates may attend the Forum.
John Dunn, Jr. had no comments for the Council.
Having no further business, the meeting was adjourned at 10:37 am.
