CALL TO ORDER Mayor Wilks called the meeting to order at 7:08 p.m.

MINUTES APPROVAL OF MINUTES
Trustee Hoefert, seconded by Trustee Juracek, moved to approve the minutes of the regular
Village Board meeting held August 17, 2010.
Mayor Wilks requested the minutes be revised to add: Mayor Wilks stated this ordinance
could be brought back for reconsideration at the next Village Board meeting if the
Trustees who were not in attendance or those who were wanted further revisions.

Mayor Wilks stated the next item on the agenda, "APPROVE BILLS" was noted by an
asterisk, and unless there was a request to remove an item(s), all items further listed in that
manner would be considered with one (1) vote, as business item "IX. CONSENT AGENDA."
MAYOR'S REPORT MAYOR'S REPORT
Mayor Wilks presented a proclamation acknowledging September 15 — October 15 2010
as NATIONAL HISPANIC HERITAGE MONTH.
Community Connections Center Coordinator, Mr. Tom Tucker accepted the proclamation.
In thanking the Mayor and Village Board, Mr. Tucker introduced the Community Connections
Center staff who were also in attendance for the recognition of National Hispanic Heritage
Month; Ms. Nina Persino, Social Worker; Mr. Carlos Huizar, Outreach Community Service
Coordinator; Ms. Yesenia Nunez, Receptionist; Ms. Annavelle Valdez and Ms. Helgi
Marroquin, Mount Prospect Public Library.
Mr. Huizar also expressed his personal thanks to the Mayor and Village Board for
recognizing the Hispanic community and culture.

OLD BUSINESS OLD BUSINESS
Mayor Wilks presented for a second (2 " reading an ordinance amending Chapter 7 (Sign
AMEND CHAPTER 7 Regulations). This ordinance amends Chapter 7, Section 205 "Exempt Signs" F. "Political" to

THE VILLAGE CODE
Village Manager Michael Janonis provided background information stating, at the July 6,
2010 Village Board meeting the Board considered an ordinance that would bring the Village
Code in complaince with a recent change in the State Statute. The statute limits a
muncipality's ability to restrict the time frame in which political signs could be displayed on
residential properties. The ordinance presented at the July 6th Village Board meeting also
lifted the time limits for policital signs on commercial property. At that meeting, the Village
Board determined it was in the best interest of the community to miainain the time limitations
for commercial properties; the time limitations are reflected in the revised ordinance.
Trustee Zadel, seconded by Trustee Juracek, moved for approval of Ordinance No. 5814:

Trustee Polit encouraged candidates for public office and their staff to comply with the
Village's guidelines.
NEW BUSINESS NEW BUSINESS
Mayor Wilks presented for a first (1 reading an ordinance amending Chapter 8, (Village
Government: Miscellaneous Provisions" of the Village Code. This ordinance codifies the
Village of Mount Prospect's election model.

AMEND CHAPTER 8 Village Manager Janonis provided backrgound information regarding the proposed revisions
(VILLAGE of the Village Code election procedures and an overview of the legal and procedural

Village Manager Janonis stated the proposed candidate information package which includes
the Village's suggested petition form will be distributed by the Village Clerks office to
interested candidates.

readings of an ordinance:

Mayor Wilks requested the following information be added to the Village's candidate
information packet from the Clerk's Office.
• Include the Village's web site address
• Include notification that the candidate information packet/consolidated election
information is on the Village's web site
• Add notification that the Clerk's office will no longer notarize petitions; other Village
employees with notary commssions will be available to notarize.

AN ORDINANCE AMENDING CHAPTER 8 ENTITLED "VILLAGE GOVERNMENT:

ILLINOIS REGARDING ELECTION PROCEDURES

MANAGER'S VILLAGE MANAGER'S REPORT
REPORT Village Manager Janonis stated the Public Works Department was requesting approval to
accept bid for holiday lighting in an amount not to exceed $21,996.00
2010 HOLIDAY Forestry Assistant Dave Hull, presented background information and staff's recommendation
LIGHTING for the contractual installation and removal of white lights on selected trees in the downtown
area. Mr. Hull stated that due to budget constraints the bid specifications stated the Village
may elect to reduce the number of trees decorated and /or the number of strands installed per
tree, or opt not to award a contract. (The number of trees would remain at the 2009 level
which was reduced from 216 to 200 trees; approximately 4230 light strands.)
Staff recommend awarding a two (2) year holiday lighting contract to the low bidder, Autumn
Landscaping; year one would be in an amount not to exceed $21,996.00. Year two (2) would
be in whatever amount may be approved by the Village Board for the 2011 budget.
Trustee Korn, seconded by Trustee Polit, moved to approve the request to accept bid for
holiday lighting in an amount not to exceed $21,996.00
Trustee Juracek stated that while she supports the use of lights in the downtown area she
could only vote for approval of the request if the cost was reduced by half. Although the
Public Works Department has worked to reduce the costs, the economy warrants further cost

reduction.
Village Board Comments /Discussion
• Agree that the downtown area can still be festive with a few less lights
• Encourage downtown businesses to consider adding holiday lighting to store fronts
• Question regarding when lights are removed (must be down by January 31 2011)
• Village deficit — support additional cost reductions
• Recommend Public Works make determination on how to achieve cost reductions
Public Works Director Glen Andler stated to achieve the cost reduction, the number of light
strands would be cut in half; staff will determine where and how to make reductions for best
use of lighting.
Trustee Juracek, seconded by Trustee Zadel, moved for approval to amend the motion:
Request Village approval to accept bid for holiday lighting in an amount not to exceed one
half of $21,996.00.

Village Manager Janonis announced the following:

Village Manager Janonis stated there would be a brief opening statement followed by an
invocation. Mayor Wilks, Police Chief Dahlberg and Fire Chief Figolah will speak and there
will also be a bell ceremony.
OTHER BUSINESS OTHER BUSINESS
Trustee Matuszak asked for reconsideration of ordinance 5812, approved at the August 17,
2010 Village Board meeting. The ordinance amended Chapter 21 (Building Code) and
Appendix A, Division I of the Village Code.
RECONSIDER ORD Trustee Matuszak was not in attendance at the Village Board meeting and requested the
5812 — AMEND ordinance be reconsidered for the purpose of removing the permit requirement for the
CHAPTER 21 demolition of sheds /small structures.
Mayor Wilks asked for a motion for the reconsideration of ordinance 5812 at the September
21, 2010 Village Board meeting.
Trustee Matuszak, seconded by Trustee Polit, moved for approval to reconsider ordinance
5812 at the September 21, 2010 Village Board meeting.

Trustee Juracek stated the 150 birthday of Jane Addams, social activist and founder of Hull
House is being celebrated this month; a number of events will be held in honor her and to
recognize her contribution to social reform. The Village's Community Connections Center is
modeled after Hull House.
Trustee Polit encouraged residents with fallen parkway tree limbs or hangers to contact the
Public Works Department. In some instances residents may think Public Works staff drive
the streets looking for hangers /fallen limbs after storms /heavy winds. It is more efficient and
cost - effective for staff to respond to notification of a fallen limb. This service is limited to
parkway tree limbs.

The Village Board entered Closed Session at 8:08 p.m.
ADJOURN
The Village reconvened in Open Session at 10:00 p.m.; there being no further business to
discuss the September 7, 2010 Village Board meeting adjourned at 10:01 p.m.
