HomeMy WebLinkAbout02/05/1952 VB minutes 2 . 7 6 MINUTES OF A REGULAR MEETING OF THE PRESIDENT AND BOARD OF TRUSTEES, HELD IN THE MUNICIPAL BUILDING MOUNT ±ROSPECT, ILLINOIS ON TUESDAY, FEBRUARY 5, 1952 The meeting was called to order by President Pendleton at 8:20 P.M. and the Clerk was then directed to call the roll. On roll call the following Trustees answered "Present ": Bayne, Ibbotson, Lams, Lene, and Viger. Trustee Brown was absent on roll call.. The Clerk then rend the minutes of the regular meeting held January 8. The motion was then ' de by Trustee Bayne, seconded by Ibbotson, that the minutes •m be approved as read. The President put the nuestion and the Clerk called the roll with the following results: Ayes: All; Nev s: None. Thereupon the President declared the motion carried and said minutes arproved. A motion was then made by `trustee Lams, seconded by Lange, that the audit reports covering water works fund for the period ending July �1, 1951; p'enerel corporate funds for the period ending April F0, 1951; and special assessments funds for period ending April z ^, 1951; be approved and placed on file. The President rut the nuestion and the Clerk celled the roll with the following results: Ayes: All; Nays: None. Thereupon the President declared the motion carried. Trustee Bayne, then submitted a piet on Munao Bros. first addition covering the proposed subdivision North of Council Trail at 4i11e Street. A motion was then made by Trustee Bayne, seconded by Lams, that this Pint be referred to the Plan Commission for their study and comments. The motion was voted upon by acclamation whereupon the President declared the motion carried. The following communication was then read: Monday Jan. 28, 1952 Mount Prospect, I11. President and Board of Trustees Village of Mt. Prospect Mt. Prospect, I1]. Gentlemen: In reply to your informal request by the chsirman of the ,udiciery committee, Mr. R.C. Rayne, the Fist Commission rnet with the Judie ;cry committee Monday evening, Jan. 21, 1952 at 8 p.m. in the village hall. The iudici.ary corrmi.ttee's reques .for our opinion on the rezoning of the residentinl Property located south of t"P N.W.R.R. trseks end east of and ad,1oinir.g Lions Memori� +1 Park to r+anufactnrin� was considered and discussed. We understand this property is ben considered ty the both Manufactur- ing Company, for whom we already have approved a location west of Mr. Prospect zoned for light manufacturing. Mr. Dresser eypressed the opinion that the property should remain residential in character as at present. It is close to the R.h. station (three blocks) and is near the central portion of Mt. Prospect. It is desirable residential property, net to the new Lions Memorial Park, and all land on three ad.iacent sides is .'oned for residential turroses. It is recommended to the Vi 1. l age Board that the property remain as at present and not be made available for irdustrial purposes. Tre nearby property owners nurchesed their homes knowing that this lend was Zoned for residen- tial purposes. It would be e detriment to the community to alter the present arrroved zoning plans so as to indicate unstable and unreliable futures for this location as well as other residen- tial locations in Mt. Prospect, a town which at Present is considered one of the best home areas in Cook County. February 5, 1952 It was the unanimous opinion of the Plan 277 Commission that this - property remain zoned for residential purposes. Mr. S.W. Harrington, chairman of the commission, was not present at the Monday evening meeting because of illness. He was contacted on Wednesday, Jan. 27, and in- formed of the business transacted. Be also wishes to convey his opinion to the Board that the property not be zoned for industrial purposes, and that he is in agreement with the other members of the Plan Commission. There was then presented to the Board a petition signed by 417 residents of Mt. Prosrect, redueeting that the Mnmus property not he rezoned from residentinl to light industrial. A motion was then made by Trustee Bayne, seconded by Lams, to overrule the recommendation of the Mt. Prosrect Zoning Commission to rezone the Mannus property, consistin' of the 4 iest 20 acres of the N. of the S.B. t of Sec. 12, T. 41 N., R. 11 East of the 7rd P.M. and also that rart south of the Chicago & North western Railroad of the S. West fraction of the W t.. of the N.E. * of Sec. 12, T. 41 N., R. 11. B. of the 7rd P.M. in Gook County, Illinois. from R-1 to I -1 elessifi- -- cation, and that the petition be denied. The President, put the question and the Clerk called the roll with the following results: Ayes: All; Nays: None. `l'hereunon the President declared the motion carried. The Clerk then read a letter dated January 4 from the Chicago Federation of Aped and Adult Charities recuesting remission to tag in Mt. Prospect on Tuesday Mpy 17, 1952. A motion was made by Trustee Bayne, seconded by Lame, that the remission be granted. The motion was voted upon by acclamation, whereupon the President declared the motion carried. Trustee Brown arrived at 8:45 P.M. end took his place. The Clerk then read the following Communicat ±on: Jan. 22, 1952 President and Board of Trustees Village of Mt. Prospect Mt. Prospect, Illinois Gentlemen: In reply to your formal reouest regarding the vacating of streets for Milburn Bros. Central Ave., Mt. prospect. We have made a search of the records of this property locally and at the county Bldg., end find that the oripi.nel survey and plat made of Block "A" for Milburn Bros. in 1929 was submitted to the Village Board, but no record of its acceptance or epprovel was found, Because it was not errroved and recorded it now will be necessary for the. Village Board to accept or reject the same after the fact. We are of the opinion that Milburn Bros. should be advised that it world be to their best interests end rrotection of the4r property to dedicate Forest Ave. The property owner to the east, Mr. Cole, should also be likewise advised. No survey or Plat was ever submitted for Mr. Cole's pr. opera', and he eefini tely has violated the buildinp ordinance for failure to comply. Bros. end the Prospect Mill & Lumber Co. be requested to dedicate Forest Avenue between Centrel Road end the Northwestern Railroad tracks. The motion was voted upon by eccla- metion, whereupon the President declared the motion ce rri ed . A motion was then made by Trustee Bayne, seconded by Isms, that the Prospect Mill & Lumber Co. be requested to Pile a plat of their property. The motion was voted upon by acclamation, whereupon the President declared the motion carried. Trustee Viper then presented test data as made by the Cook County Inspection Bureau on the new American -Le France 1000 G.F.M. Triple Combination Pumper. A motion was then made by Trustee Viper, seconded by Lange, to Accent this new fire 1 iphtinp enuipment based of these satisfactory tests, as conducted by the Cook County Inspection Bureau on January 9, 1952, . The President put the question and the Clerk celled the roll with the following results: Ayes: All; Nays: None. whereupon the President declared the motion carried. The meetinp was recessed at 9:40 P.M. end reconveened at 10:40 P.M. A motion was then made by Trustee Lems, seconded by Viper to instruct the Village Clerk to write the Mt. Prospect Chamber of Commerce, requesting that they arrange to remove the scrap ieteriel now collected et Main St. end Prospect Ave., and that in the event the collection is to be continued, that e new, less conspicious location be found for the scrap depot. The motion was voted upon by acclamation whereupon, the President declared the motion carried. There beinp no further business to come before the meeting, e motion was made by Trustee Viper, seconded by Ibbotson, that the meeting be edjourned. The motion was voted upon by acclamation, whereupon, the President declared the motion carried end the meeting repu1erly adjourned.
