MINUTES OF A REGU R M:EEeTING
OF THE PRESIDENT AND BOARD OF
TRUSTEES HELD IN THE MUNICIPAL
BUILDING, MOUNT PROSPECT, ILLINOIS
ON TUESDAY, APRIL 1, 1952
The meeting was called to order by President
Pendleton at 8:05 P.M. and the Clerk was then directed
to call the roll.
On roll call the following Trustees answered
"Present:" Bayne, Brown, Ibbotson, Lams, and Lange.
Trustee Viper was absent at roll call.
April 1, 1952
The Clerk then read the minutes of the 285
regular meeting of March llth. A motion was made by
Trustee Lange, seconded by Lams, that the minutes be
approved as read. The President put the question and the
Clerk called the roll with the following results: Ayes:
all: Nays: None. Thereupon the President declared the
motion carried.
Trustee Viper arrived at 8:20 and took his place.
A motion was made by Trustee Brown, seconded
by Lams, to employ a Village dog- catcher for the month of
April at the cost of 4100. The President put the question
and the Clerk called the roll with the following results:
Ayes: Ail; Nays: None. Thereupon the President declared
the motion carried.
The Clerk then read the following letter:
March 25, 1952

Board of. Trustees

Mount Prospect, Illinois
Gentlemen:
As you know, the Mount Prospect otate Bank has
placed the lot in the rear of the old bank building
at the disposal of the Village for parking purposes.
Our main reason is to provide a•pa rking area for
shoppers only, and toward that end we have placed e
sign at the entrance indicating that the lot is to be
used for two hour parking. There is one stipulation,
however, that the bank employees are to be allowed
to use the lot for all day narking and we are
identifying their cars with a little sticker, 8 sample
of which is enclosed.
We would like to have the Police Der rtment of
the Village add this lot to their patrolling and in
the event outsiders are parked in the area, a warning
sticker first and finally a parking ticket be issued,
to offenders.
Would you please advise us of your action in
this regard.

The Clerk was instructed to advise the bank that
according to law, the Village Police Department cannot be
used to enforce parking restrictions set up by private owners.
The Clerk then read the following letter:
March 27, 1952
Mr. Robert Bayne
Chairman, Judiciary Committee
Village Hall
Mount Prospect, Illinois
Dear Mr. Bayne:
In connection with the tax objections filed
against the Village for the years 1948, 1949, and 1950
I wish to advise the following disposition.
With Deference to the Road and Bridge tax the
1948 excess rate of .038 has been sustained and all
other objections over - ruled.
In connection with the 1949 and 1950 taxes the
excess rate of .03 on Road and Bridge was sustained
and all the others over - ruled.
As matters stand the Road and Bridge was really
about .05 in excess because the County Clerk failed
to abate that portion levied by the two townships.
Consenuently having .03 sustained gives the Village
an additional amount.
With this order entered today it means that I
shell be in a position to procure for you a check for
the difference within the next week or ten days.

286 The following petition signed by the owners
of 18 of the 26 lots mentioned was then read:
"We, the undersigned, being the Owners of property
as noted hereby mutually agree and request that
the following street improvements be made: as per
attached proposal as submitted by Milburn Brothers,
Inc., in keeping with their specifications subject
to competitive bidding, also subject to the Village
of Mount Prospect acceptance and if necessary by
Bond issue of Special Assessment over a period of
10 annual installments. The property legally
described as follows:
Lots 35 to 60 incl., in H. Hoy Berry Company's
First Addition to Castle Heights, located in
Mount Prospect, Illinois
This petition was referred to the Board of
Local Improvements.
The meeting was recessed at 9:15 P.M. and
reconvened at 9:50 F.M.
A motion was made by Trustee Lams, seconded
by Viger, that Mr. William C. Mulso be appointed as
4-. inspector for the Water, Sewer, and Street Improvements
to be put in by the Rand Building Corporation, in
• Castle Heights East Subdivision. The motion was voted
upon by acclamation, whereupon the President declared
the motion carried.
A letter was then read from the Assessment
Bond Service, Inc., dated March 27, 1952, . requesting
notifTcetion of any resolutions passed by the Village
•
Board providing for the sale and assignments of Special
Assessment liens affecting warrents 8, 20, 24, and 32.
There being no further business to come before
the meeting a motion was made by Trustee Viper, seconded
by Lenge, that the meeting be adjourned. The Iresident
put the question and the Clerk called the roll with the mssft
rollowing results: Ayes: All; Nays: None. Thereupon the
President declared the motion carried and the meeting
regularly adjourned.
