April 21, 1964 oo oo o~oo ooooo~oooooooooo Trustee Bruhl reported that the Village's share of Taxes sales Iax collected for the month of January came to $33,217.44. T~ustee Bergen, seconded by Trustee Casterline, moved that the Village Attorney be directed to prepare an ordinance Bldg. Dept. adopting the plumbing code of the City of EvansTon as the code of Mount Prospect, by reference. Upon roll call: Ayes: Bergen Bruhl Busse Casterline Ekren Phillips Motion carried. Trustee Bergen acknowledged receipt of letter requesting permission to erect fence at 23 South Hi Lusi, from James R. Wolf. fence This matter was referred =o the Building Committee. Tuustee Bergen referred to letter from Eugene A. Kaide, fence 508 South Edward Street, asking for variation of fence code to permit erection of 6-foot louvred redwood fence placed one foot from lot line to act as patio screen, with a further e~tension of same type of fence 3-1/2 feet high along same lot llne. Dis- cussion followed, with Mr. Kaide explaining the reasons for this request and pointing out that his request was accompanied by letter of assent from his next doom n~ighboor, Mr. Muender. Trustee Bergen, seconded by Trustee Casterline, moved that Eugene A. Kaide be granted variation to erect 6-foot louvred redwood fence as per accompanying plot plan, with direction to the Building Superintendent to confirm with Mr. Percy J. Muender that no ob- jection to this fence will be made by him. Upon roll call: Ayes: Bergen Bruhl Busse Phillips Ekren Casterline Motion carried. Trustee Bergen referred to letter for Walter T. Griffith of 510 Garwood also asking for variation to erect stockade type fence fence, 6 feet high, along the back lot line, to block undesirable view along Foundry Road. The intention is also to' erect regular chain link fence along the sides of the lot, as the property has become a thoroughfare for school children. Mr. Griffith was also presen~ to explain his case, and after discussion, Trustee Bergen, seconded by T~ustee Phillips, moved to grant Mr. Griffith variation to erect above-described fence as shown in~ his accompanying plot plan, provided he produces letters of agreement from neighbors on both sides, these letters to be delivered to the Building Superin- tendent. Police Trustee Bruhl read letter from A~nold Scharringhausen, Finance 1111 South Pine Street, Arlington Heights: "I applied for and paid the fee necessary to use a loudspeaker system in the Village of Mount Prospect. This loudspeaker was used to promote the "get out the vote" for Tuesday's Primary election. "I would appreciate your consideration in refunding the total amount of the fee, $75.00, paid for three days~ April 11, 13 and 14~ as has been the Village Board's ~olicy fom prior loudspeaker fees. "Many thanks for your attention to this matter." Trustee Bruhl, seconded by T~ustee Bergen, moved to direct the Finance Director to return the fee of $75.00 paid by Mr. Scharring- hausen for loudspeaker fee. Finance Trustee Bruhl reported that his committee had met on the first of a series regarding the budget. Mr. Appleby protested' that he had not been told that this meeting was to be hetd~ and had been promised by the President that he might attend all such -- meetings. Pres. County Zoning T~ustee Phillips, seconded by Trustee B~uhl, moved for the adoption of Res. 11-64: 'A RESOLUTION DIRECTED TO THE COUNTY CLERK OF COOK COUNTY FOR TRANSMITTAL TO THE COOK COUNTY BOARD OF COMMISSIONERS IN A CASE DOCKETED BY THE COOK COUNTY ZONING BOARD OF APPEALS AS DOCKET NO. 713. April 21, 1964 T~ustee Phillips, seconded by Trustee Bergen, moved Court Case that the Village Attorney be authorized to file all necessary 63-S-31546 papers to appeal in the case of Bar%mann vs Village (63-S-31546) Bartmann and that the Village Attorney, together with the Judiciary Com- mittee, are to meet with Mr. Bart-mann and/or his counsel to see if a settlement satisfactory to the Village and Mr. Bar,mann can be arrived at. T~ustee Busss reported that nine out of the ten Police elig.ible men from the Police Department took the FBI test ~he previous Saturday. Trustee Busss also asked that the Fire Police Commission be given the problem of hiring two patrolmen for the Police Department, one to replace a resignation, the other to fill existing vacancy. T~ustee Busse, seconded by T~ustee Phillips, moved to direct the Village Attorney to prepare an ordinance prohibiting traffic parking on the west side of Pine Street running south from Lincoln (88) for 88 feet, to the alley, on Sundays from 6:30 A.M. to 1:30 P.M. Trustee Casterline ~eported that work was going ahead trees on the tree planting program as planned;Mr. Appleby added that the price of trees comes to more than the amount set aside, that Mr. Di Mucci had agreed to make up the balance in this sub- division. Trustee Busse, seconded by T~ustee Bruhl, moved that Police the Village Manager be authorized to procure bids to replace Police Cars 120 and 124, which have passed the 40,O00=mile limit. Manager Appleby reported that the Village had been Court Case served with suit - Marzillo et al Case 64 L 901ti which had been 64-L-9011 turned over to the Village Attorney~ Ap~it 21, 1964 M~. Appleby read the following~letter from the Library Library Board: April 13, 1964 M~. C. O. Schlaver, P~esident Mount Prospect Village Board --' Gentlemen: We enclose our check for $5000, final payment on the property at 20 South Emerson Street, according to the April 19, 1961 agreement between the Mount Prospect Village Board and the Mount Prospect Public Library Board. .We sincmrely appreciate this assistance given at a cz"acial time. Hines of School Dis~ict #5@: April 21~ 1964 Gentlemen: Attached hereto you will find certified copies of two Resolutions --. adopted by the Board of Education of Community Consolidated School District #59 at ~their regular meeting of April 22, 1964. I have already delivered the proposed ordinances which I drafted to Mr. Hofert for his approval. You will note that the Annexation Resolutions and Ordinances late to our present Dempster Jr. High School site and to the future .Elk Ridge Villa School site, the latter having recently been pur- chased from Mr. Arthur Linne~nn. It would be appreciated if these ordinances were to be adopted by your village board at its regular meeting this evening. As I understand it, school and village officials had heretofore agreed on the desirability of annexing our sites to Mt. l>mospect, and thus presumably there is no question. Mr. Appleby read letter addressed to Engineer Ben Hammerer regarding traffic signals on highways, traffic April 16, 1954 Dear Mr. Hammerer: This concerns your letter dated April 3, in which you discuss the need for traffic signals on Illinois 83 in Mount School crossing Stop signals can no longer be installed on Federal-aid highways, such as Illinois 83, because they are not recognized as standard traffic control devices in the 1961 National Manual of Uniform Traffic Control Devices. There is a possibility that regular traffic control signals can be justified at one or both locations you mentioned. This can only be determined by actually counting ~raffic. If you are interested in proceeding, you should contact Mr. ~. A. Benowicz, District Engineer, 300 North State Street, Chicago. He will have a traffic engineer furnish you with the necessary forms and information concerning their use. I wish to thank you for your interest in traffic matters. Very truly yours, Virden E. Mr. Appleby reported that the firm of Greeley & Hansen Water had submitted a draft of portions of their reRort re water supply from Chicago. Mr. Appleby read the following resolution from the Park Park District Board: Finance WHEREAS, the Board of Trustees of the Village of Mount Prospect did authorize its representatives to intercede in behalf of the Mt. Prospect Park District with Moody's, and Standard and Poor, two bond rating houses, and saidrepresentatives were successful in obtaining a Class A rating for bonds of the Mt. Prospect Park District, BE IT HEREBY RESOLVED that the Board of Commissioners of the Mt. Prospect Park District in an adjourned meeting 16th day of March, 1964~ authorizes the president of the board to express the board's appreciation and thanks to the Board of Trustees of the Village of Mount Prospect. Charles W. Payne, President April 21~ 1964 Water rates Attorney Hofert gave his report on the progress of Citizens Utility the Citizens Utility rate case, stating that the question as to Ill, Commerce admission of original stock cost as evidence will be argu~in Commission Springfield.
