COMMITTEE OF THE WHOLE
APRIL 10, 2001
I. CALL TO ORDER
The meeting was called to order at 7:40 p.m. by Mayor Gerald Farley. Present at
the meeting were: Trustees Timothy Corcoran, Paul Hoefert, Richard Lohrstorfer,
Dennis Prikkel, Michaele Skowron and lrvana WilEs. Staff members present
included Village Manager Michael Janonis, Assistant Village Manager David
Strahl, Human ServiCes Director Nancy Morgan, Deputy Human Services
Director Jan Abernethy and Public Works Director Glen Andler.
I1. APPROVAL OF MINUTES
Approval of Minutes from March 13, 2001. Motion made by Trustee Corcoran
and Seconded by Trustee Hoefert to approve the Minutes. Minutes were
approved.
II1. CITIZENS TO BE HEARD
None.
IV. REQUEST FOR WATER FROM PROSPECT HEIGHTS PARK DISTRICT AND
LIBRARY DISTRICT
Village Manager Janonis provided a preliminary summary of the discussions
that have taken place among the various staffs of the Vi!lage and Park and
Library Districts. These two Districts have formally requested consideration of an
extension of water from Mount Prospect to their facilities. These facilities are
located in the far northern boundary of the Village. He stated the water system
from Mount Prospect has the capacity to add these additional users. He stated
the Village currently has an Intergovernmental Agreement with the Police Station
in Prospect Heights and the Walgreens at the corner of Camp McDonald and 83.
The Walgreens used to be the City Hall building but was redeveloped by
Prospect Heights. He stated the cost of extending the water lines to service
these facilities would be borne entirely by the respective entities requesting the
water.
Mayor Farley suggested that the Prospect Heights Park District consider
providing Mount Prospect residents who utilize the golf course with resident rates
versus non-resident rates. He stated that it has been an issue for him for several
years to encourage reciprocity among different Districts and would suggest such
an opportunity be considered at this time.
Eric Burns, Executive Director for the Prospect Heights Park District, spoke.
He stated that there are water quality issues at the Community Center facility,
which has caused significant financial impact on their equipment due to the poor
water quality. He stated a decision to use Mount Prospect water to fill the pool
has yet to be decided but if the connection were to be made, any make-up water
for the pool would be from Mount Prospect. He stated that all golf course
irrigation would be from well water and not from any Mount Prospect connection.
William McCully, Executive Director for the Prospect Heights Public
Library, spoke. He stated that well water quality is so poor that it is destroying
the equipment at the Library and driving up their capital costs to maintain the
equipment.
General comments from Village Board members included the following items:
There was some discussion regarding possible cross contamination and how
such contamination would be avoided based on existing Village Code. There
was also some concern raised about Prospect Heights entities not participating in
the previously sunk capital costs that have been paid by Mount Prospect
residents for Lake Michigan water. There were comments made regarding the
issue of whether the Village would continue to supply portions of Prospect
Heights for water on the heels of the recent defeat of the Referendum to build a
water system. It was also pointed out that not all Mount Prospect residents paid
a portion of the initial capital cost to bring Lake Michigan water due to their
service area being within Citizens Utilities. It was suggested that a consideration
regarding a fixed capital cost be included in the rate. There was also a question
regarding the engineering process of their water main extensions. There were
other suggestions regarding overall reciprocal agreements between the various
Park Districts to benefit the residents of Mount Prospect regardless of services
available at Prospect Heights Park District.
Public Works Director Glen Andler stated that if such an Agreement were to
be approved, he would oversee the work and the engineering to ensure proper
standards are met. He also stated that there is a limit to the Mount Prospect
system and supplying to entities in Prospect Heights. He stated that the existing
infrastructure cannot support supplying water to all of Prospect Heights.
Village Manager Janonis stated that it is possible that the Village Board will
receive additional requests for water from Prospect Heights that will likely include
their new City Hall, several private homes along Camp McDonald and possibly
Rob Roy in the future.
General consensus of the Village Board was to support the sale of water to
Prospect Heights Park District and Prospect Heights Public Library
provided these entities pay for all necessary infrastructure costs and pay
the water rate as defined by Ordinance.
V. REVIEW OF SENIOR CENTER/HUMAN SERVICES ACTIVITIES
Village Manager Janonis stated that it is his understanding that this discussion
is intended to explore how service levels are determined and to measure and
define programs provided by Human Services Department.
Human Services Director Nancy Morgan highlighted the material that had
been provided to the Board detailing the various service units and how services
are divided into several different areas.
General comments from the Village Board members included the following items:
There was a question regarding definition of staff's time related to Senior Center
coordination and activities in connection with the space needed for such
activities. It was also pointed out that there is a need to understand the space
use related to the persons utilizing space. There was a discussion regarding
non-duplicative services and what that number is or could it be defined using the
existing record-keeping system. There was also discussion as to what record-
keeping options are available to provide the documentation that the Board would
be comfortable with reviewing. It was also pointed out that the need to track
information as requested by the Board does impact 'the ability of the
management personnel of the Department in terms of available time to manage
the services. There was a concern that such extensive record keeping would
significantly reduce the amount (~f time available to provide and coordinate
services to individuals in need of such services.
Assistant Village Manager Strahl stated that the need to keep accurate records
of Human Services activities has been an ongoing struggle and there is no
known computer database that meets all the necessary criteria for managing and
retrieving the necessary information without extensive personnel time. However,
there are ongoing discussions with computer database technicians to develop
such a program.
I. VILLAGE MANAGER'S REPORT
Village Manager Janoni$ reminded everyone of Coffee with Council scheduled
for April 14 at the Village Hall and at Lions Park School.

Since them was no further business, the meeting was adjourned at 9:26 p.m.
