Trustee Bruhl, seconded by Trustee Ekren, moved for ap- proval of the bills as follows: General $1,560.37 Parking System 96.80 Waterworks $ Sewerage 914.22 $2,571.39 Upon.roll call: Ayes: Bergen Bruhl Ek~en Busse Casterline Phillips Motion carried. Trustee Bruhl, seconded by T~ustee Phillips, moved to direct the Finance Director to pay bills totalling $8,805.06 for paving of Lincoln Avenue east of Maple. Upon roll call: Ayes: Bergen Bruhl Ekren Busse Casterline Phillips Motion carried. Trustee Bruhl explained that ~he Park District will p~ok up about 90% of this bill, $7,549.60. Trustee Phillips, seconded by Trustee Bruhl, moved that Waterworks Finance Director be directed to pay Scully, Hunter & Scully the Div. B sum of $44,723.26 for work satisfactorily completed by them of Division B of 1963 Waterworks, with another $!,000 to be paid when the final clean-up of the work is done, the amount of $45,723.26 to ~ '~ 3 ~ be the total bill. Trustee Phillips commented on fine job done by the firm of Scully, Hunter $ Scully on Division B Waterworks and moved~ seconded by Trustee Ek2en, to waive provision of contract calling for payment of liquidated damages by contractor to Village of $50 per day, which in this case would come to $100. February 4, 1964 Upon roll call: Ayes: Bergen Bruhl Busse Casterline Phillips Ek~en Motion carried. Trustee Phillips explained that this was justified because there had been no injury to the Village by the extra two days. T~ustee Phillips, seconded by T~ustee Busse, moved to open bids for Waterowkrs Division E and this motion carried by acclama=ion. Engineer Arthu~ Lewis explained that Division E provides pumping equipment and building to house Well 7, improve- ments at Well 4 and pump. Bids weme as follows: 1. Fleetwood Constr. Co. Pre- Trustee Ek~en informed the Board that the firm of HoPrell Annexation & BoPde, at:oPneys fop petitioners in Zoning Case 64-3, Wedgewood conference Terrace, had requested a conference regarding pre-annexation agree- Wedgewood ment with the Village officials. The Board agreed to meet with Terrace this firm at 7:15 P.M. Monday, February 10. Trustee Phillips explained that it was felt that this third pumping and clean-out, to cost about $7500, would be well worth the extra Letter as follows: Gentlemen: At you/' suggestion, we ape pleased to pass along our comments regarding additional testing for Well #7. As you know, the sand- stone for~tions were very hard, and required heavy shooting. The first pump test brought in some sand. The specific capacity at the end of this test was about 3.5 gallons per foot of drawdown. W~ required about ten (10) shifts to lower the sand below the bridging point. The second time the pump was operated we obtained a specific capa- city of 4.2 gallons pep foot of dPawdown. The amount of sand brought in from this test took about 17 shifts to lower below the bridging point. The third test yielded a specific capacity of 8.0. A con- sidsPable amount of sand came in as a result of this test. To date we have bailed 40 shifts, and ape not down to the bri~ng point yet. The improvement in well capacity as a result of the successive tests is readily apparent. We believe additional testing can only improve the situation. Considerable sand is removed duping the test itself. As a consequence, the test bowl requires Pebushing after each test. Whatever Said is removed by the test pump duping additional testing~ and the sand removed by the subsequent bailing will be additional protection against cutting out the bowls on your permanent pump. In general, we find that the first time we remove a permanent pump for service, bailing is required on the well. This is not always sand that is removed from the well before the final pump is installed, the better the well will be, and the better chance there will be Feb. 4, 1964 February 4, 1964 a~ainst trouble with the final pump. Appleby read the following letter from the Census Census Bureau: Dear Mr. Appleby: This is in reply to your letter of January 22, requesting infor- mation concerning a special census of Mount P~ospect, Illinois. The enclosed forms outline the procedure and indicate the date collected in a special census. The estimated cost of a special census-of Mount P~ospect, based on an assumed population of 26,000, is $~,880.00. If this cost is acceptable to the village, you should proceed as follows: a. Send to the Bureau eleven copies of the map of the village showing the present corporate limits. The scale of the map should be at least 1 inch to 600 feet. One copy of the map should show the bounda- ries and effective date of each annexation acquired by the village since January 3, 1963. On one copy of the map the complete corporate limits should be outlined in color, and the map should bear the signature of a local official to certify Ihat the corporate limits amecorrec~. b. Send to the Bureau a check for $2,020.00~ raade payable to Census, Department of Commerce, to cover the cost of the supervisorts expenses~ tabulation of results, and other items in connection with the c.State the name and title of the local official authorized to sign ~he for~aalagreemen%. The village will pay directly to local persons approximately $2,860.00 for the enumeration as these costs are certified for payment by the Special Census Supervisor. When the village has complied with the above terms, Theodore F. Olson, Regional Director, Chicago., Illinois, will make arrangements with you for the census to begin soon after May 1. The Village Manager read the following letter dated February 3 from the Utility Sewer & Water Co.: Utility Sewer $ Water Co. Gentlemen: The Utility Sewer & Water Company provides water ser- vice to the area at the south edge of the Village. I believe it it would be to our mutual advantage to have an interconnection between the Utility Sewer and Water Company watermain and the Village of Mount Prospect water main. The connection could be made at a mutually agreed point and the cost would be borne equally between the Village and the Company. Will you please give this matter your consideration? Mr. Appleby informed the Board that the Campfire Girls Flag had submitted a design for a Village flag. Mr. Appieby stated that he had been asked by the Inter- Mgrs. Assoc. national City Managers' Association to serve on the local Hos~ Committee for a meeting to be held in Chicago. President Schlaver reminded the Board of meeting with Weller Creek Drainage District for the next night; he also stated that Father Coggin of St. Raymond's Church had asked to meet with the T~afflc Committee. Attorney Hofert reported that members of the Old Orchard Old Orchard Committee will meet Saturday to go over technical matters and to reduce the size of tentative ordinance that has been drawn up. Mr. Eugene Schlickman, %%~ustee of Arlington Heights, was greeted by the Board as a visitor. T~ustee Casterline registered criticism of passage of Payroll ordinance du~ing his absence raising the salaries of the Board members; P~esident Schlaver replied that this was done at the re- quest of the retiring Trustee John Bickley and the Board had acceded to this request. T~ustee Casterline indicated that he would llke this ordinance rescinded. Trustee Bruhl, seconded by Trustee Ekren, moved that this February ~, 196~ meeting of the Board be adjourned until the following Monday, February 10~ at 8:15 P.M.
