T~ustee Bmuhl gave Pepomt fPom the Finance Committee, Village Hall
whibh was to change the telephone system in the Municipal Building~ telephone
using a centmally located switchboamd with opemator. Managem Appleby
pointed out that this system would be considerably mope costly and
would be mope appmopmiate at a ta~em date when perhaps the building
faciliZies would be changed and enlamged.
Tmustee Bruhl, seconded by T~ustee Ekmen, moved to direct the Village
Managem to oPdem the telePhone switching and auxiliamy units as out-
lined in Illinois Bell Telephone Company pmoposal to the Village~
which mesulted fmom a compmehensive sumvey by their engineers.

Colonial Heights. and first and Second addition thereto for the

standard mates.

This is section of Colonial Heights which has petitioned the court
for annexation. There are 94 homes in this area at this time.
Iversen Trustee Bruhl spoke of triangle of land at Lincoln and
Triangle Elmhurst owned by Earl Iversen, stating that it was to the ad-
vantage of the Village to keep this area as open space, by purchasing
same, as had been done with similar triangle of land two blocks away. ~-~
T~ustee Bruhl, seconded by Tmustee Ekren, moved that the Village
Manager be requested to tender offer of $750 to Robert L. Stanton,
attorney for owner Earl G. Iversen for this property.

T~ustee Ekren, seconded by Tz~ustee Busse, moved to concur
Fire Dept. with the recommendation of the Fire Chief, Edwin Haberkamp, to
purchase 43 Plectron radio receivers and othe~ equipment in the
total of $4,987.

..Village Hall T~ustee Bruhl~ seconded by T~ustee Bergen, moved to
'telephone direct the Village Manager to request a review of the franchise
with the Illinois Bell Telephone Company with the Village of Mount
Prospect. This motion carTied by acclamation.
Trustee Bruhl read lettem of January 24 from Paul D.
Finance Speer regarding tentative schedule set up by their firva to take i
care of general obligation bonds if referendum being held February
8th carried.
Trustee Bruhl Deported that James King, Finance Director,
Finance had presented statement showing application 6f funds on the sale
of the Waterworks $ Sewerage Fund Bonds~ and moved, seconded by
Trustee Bergen, that this statement be accepted as submitted pending
audit. This motion carried by acclamation.
Trustee Ekren, seconded by Trustee Bruhl, moved for the

63-21 ZONING ORDINANCE RELATING TO PROPERTY COMMONLY KNOWN
AS THE W. G~ SALES CORPORATION PROPERTY AT 415 EAST
PROSPECTAVENUE.

This ordinance refers to Zoning Case 63~21. ~-~
Green Acres T~ustee Ek~en, seconded by T~ustee Bruhl, moved that
Unit 3 the request of Herman Greisdorf to install public imp~mvements in
Green Acres Subdivision Unit #3 as enumerated in his letter of
January 23, 1964 be granted subject to conformance with all village
ordinances°

Letter of January 23 noted above is as follows:
Dear Mr. Appleby: Re: Unit 3 of Green Acres, being a Sub of
the E 1/2 Of the NW 1/4 of Sec. 14,
T 41 N, R ll, E of 3rd P.M. in the
Village of Mount Prospect, CCI.
I hereby request permission ~o construct the public improvements
consisting of sewers,.water and paving as shown on engineering
plans prepared by Consoer, Townsend & Associates, dated November
21. 1963, and identified as #61-184 (5 sheets) and lot and block
drainage plans dated November 21, 1963, and identified a~ #62-257
at our own expense and at no expense ~o the Village of Mount Pros-
pect in Unit 3 of Green Acres Subdivision. When these improvements
are completed and accepted by the Village of Mount Prospect, they
shall become the property of said Village without cost or expense
to said Village.
In compliance with your request, I am enclosing the following checks
to be placed in proper escrow accounts in which the Village of .
Mount Prospect is to have the authority to approve disbursements.
1. Check in the amount of $925 for water hook-on fee.
2. Check in the amount of $1,929.32 for payment for
engineering supervision and inspection of the
public improvements in accordance with letter dated
December 17, 1963, from Consoer, Townsend 6 Asso-
ciates0
3. Check for $750 to cover tree planting upon =he
~basis of ou~ escrow dgposit of $1,712 for tree
planting in Units i and 2 and because there are
no corner lots, this amount should be ample.
Check for $994.20 to cover trenching and back-
filling 6f theunderground feeds for proposed
street lights in accordance with proposal submitted
by Public Service, Company.
5. Check for $19,641.25 covering propDsal submitted by
Rossetti Corrtracting Company, Inc. for the water
mainss and sewers.
6.Check for $29,302.70 covering proposal submitted by
Milburn Brothers, Inc. for the paving.

Trustee Busse read report from Chief Whittenberg of the
Police Department as follows: Police
"On January 24, 1964 at 10:30 A.M. the Police Department received a
phone call from the driver of ~he Arc disposal garbage truck; he was
then in back of the business places south of Rte. 58, east of Rte. 83.
January 28, 1964
He discovered that on his last stop at 205 S. Emerson St., at the
S & W Meat Company he had emptied the S ~ W garbage can and had
picked up a woman's leg. Upon investigation we discovered the leg
came from a woman about 50 or 55 years old and had been aputated by
a doctor. There was evidence that the leg had been removed from
the woman because gangrene had set in and the toes were falling off.
We a~e' still invetigating the case; checking all hospitals, doctors, ~
Trustee Busse reported that sale was held by the Police
Department of. stolen and recovered bicycles, netting a total of
$98.00.
Trustee Bruhl read the following memo f~om H. G. Appleby:
Streets
"Cedar Lane is the first street south of Euclid and runs from
Wheeling Road to C~abtree Lane, and then again for two or three
blocks farthe~ east. The sections in the Village are in the 1300
and 1400 block.
"Cedar Drive is in the Elk Ridge Villa area just east of Busse and
north of Commonwealth Edison line. It is in the 1400 block.
"Inasmuch as Cedar Drive is in the process of development and does
not have as many homes on it, it is mecommended that steps be taken
to change the name of it to avoid confusion.
"There amc also two Sycamore Lanes, one located in the east of Rand-
hurst and anotherone along theCommonwealth Edison Line in Elk Ridge
Villa. Street numbers will be simila~ in these two areas as well.
~It is ~ecommended that theSycamo~e Lane pa~elleling the Common- ~-~
wealth Edison Line in Elk Ridge Villa be renamed to avoid confusion.
"Inasmuch as both these streets with similar names are in opposite
ends of the town~ an extremely serious situation could develop in
an excited call for fire or police service. In additlon~ the resi-
dents are experiencing t~ouSle with mail deliveries."
This matter was referred to the Street Committee fom S~udy and
Attorney Hofert informed the Boaz~d that the State law now pmovides
that street names may be changed by ordi~noes instead of by peti-
tion from homeowuers~ as formlerly. Suggestions were made to end
the confusion regarding Elmhurst Road, Elmhurst Avenue and its con-
fluence with H~. 83 and Main Street; the confusion between Busse
Road and Busse Avenue; P~ospect Avenue, Mount Prospect Road and
l~ospect Manor; and the verbal similarity between Elder and Alder
Trustee Ekmen, seconded by Trustee Busse, moved that the
1964 MFT grass island on Busse Avenue just west of Elmhurst Avenue be curbed
with an 18" wide 6" high curb and gutter~ that the radius on the west
end of the island be reduced to a 3'foot radius to improve %~affic
flow~ and that this work be included in the 1964 MFT poogram. This
motion carried by acclamation. ;--~
Street Manage~ Appleby reported that the Public Service Company
was willing to move light pole on East Maple Stmeet but was asking
for right of way to move six poles and erect another line.
i Weller Creek Discussion was held r~garding meeting with members of
iDralnage Distr Wellem Creek Drainage District; it was decided to meet at 8:00 P.M.
. in the Village Hall on February 5th. Trustee Bergen~ seconded by
Trustee Ekren, moved to ask Messrs. Carl Reh and Ralph Edwards of
Greeley & Hansen, Engineering firm, to attend also. This motion
cam~ied by acclamation.
January 28, 1964
President Schlaver appointed Village Engineer Ben Engineer
Hemmeter to fill seat on the electrical commission allowed for Electrical
registered professional engineer. Tmustee Ekren, seconded Commission
by Trustee Busse, moved to concu~ with this appoint~ent, and the
motion was carried by acclamation.
President Schlaver informed the Board that Mm. Lloy& Architectural
Johnsen of the Architectural Commission has moved to California ~ommission
and that as there is no necessity for another member at this
time, none would be appointed.
President Schiaver announced that as President of the S.A. 63
Board of Local Improvements he had appointedPierce J. Rose as
Commissioner to spread the roll of assessment in Kenilworth Sub-
division paving, S.A. 63.
P~esident Schlaver read letter from F. J. Franklin of Fire Dept.
tll Sunset Road thanking the Fire Department for their aid and
assistance during recent wind storm during which part of their
roof blew off.
Pmesident Schlaver proclaimed the week of Feb. 7 to 18
as Boy Scout Week.
Attorney Hofert reported that he had appeared before Water -
the ratemaking body for Citizens Utility Company, on behalf of Illinois
the Village; that M~. Paul Johnson would go over exhibits and be Commerce Comm.
ready as expe~t witness at continued hearing set for later in March.
Trustees Bergen and Bruhl and Ekren recommended to the Health
Village Manager the appointment of M~. Hermlan Haenisch as Health
Inspector for the Village.
