with the following members present:

Tmustee Bmuhl, seconded by Tmustee Bergen, moved to approve Finance
Financial Report dated December 31~ 1963 pending fiscal audit. This
motion carried by acclamation.
Trustee Bruhl reported that the new pamking lot on South Traffic
Maple Street is paying its way, with between 60-70 cars parked daily.

ment to Fleetwood Contractoms, Inc. in the sum of $5,453.10 authorized
at previous meeting (erection of well house at Well 6) be rescinded

contractors; at present our code calls for costs to be computed
upon builder's declared cost; consideration is being given to
amending our code.
D.A.M.P. Trustee ?hillips reported that he attended meeting in
Des Plaines regarding study made by Wm. Mort ~garding purchase
of water f~om Chicago. Figures on this will be supplied by the
Des Plaines City Council.

Trustee Ekren read letter from attorney Paut Homer of
Zoning Friedman, Koran, Salzman, Loenigsberg, Specks g Homer dated
January 17, 1984 regarding possibility of erection of Cadillac
agency on Rand Road next to Shoppers World.
Dear M~. Ekren:
We represent certain parties who are owners of land in the city
of Mount Prospect, Illinois. The land is a triangular piece t~ing
east of Bob-o-Link Lane and contiguous to the Shoppers World
Shopping Center.
The owners propose to sell such land to W. A. Mack, Inc., a cor-
poration engaged substantially in the sale of Cadillae~Automo-
biles. The purchaser desires to have assurance that the use con-
templated for the premises is a~ permissible use under B-3 Z~ning
of the Comprehensive Zoning Code of Mount Prospect.
The premises in question was zoned B-S pursuant to Village O~di-
nance #830.
The contemplated use is as follows:
. 1. 'New car sales.
2. Used car sales, and
Service Department, which includes mechanical
repairs, straightening and refinishing repairs,
new and used car conditioning, and limited
washing facilities.
The purchaser desires to be assured that'such use is, in fact, a
permissive use in the opinion of counsel for the Village.
ThePefore, on behalf of our client and the purchaser, may we request
that the Judiciary Committee authorize the Village Attorney to render
his opinion to your Board with respect to the issue of whether the
use contemplated above would constitute a permitted use on the premises
as presently zoned?
We would, of course, appreciate the assistance of the Judiciary Com-
mittee and your counsel in such regard.

Attorney be directed to issue opinion regarding suitability of this
site for this purpose to Mr. Homer. This motion carried by acclama-
tion.

Trustee Ekren read the following letter from the Plan
Commission: Elk Ridge
Villa Unit 6
January 21, 1964
Gentlemen:
On January 7, 1964 you referred to the Plan Corm~ission
the final plat of Elk Ridge Villa Unit #6 with the request that
it be studied and a recommendation be made to the Board on January
21, 1964.
The Plan Commission met on January 20, 1964 for consider-
ation of the plat. It was observed that Willow Lane, a half sec-
tion line road, apparently does not meet the Village's ordinance
requirements of an 80' dedication, since the south half of it is
shown on said plat as only 34' wide from Busse Road to Chestnut Drive
instead of 40'.
There was read to the Plan Commission a letter dated
January 20, 1964, addressed to the President and Board of Trustees
of the Village of Mount Prospect from Board of Education of Com-
munity Consolidated School District #59 and signed by M~. F~ank M.
Hines, its attorney, which letter stated that condemnation pro-
ceedings were filed on January 6, 1964 on a parcel of land contained
in the subject plat; that in condemnation proceedings in Illinois
the condemning body acquires title upon satisfying the award as of the
time of the filing of the petition to condemn; that if the ~boposed
plat were approved, the ~illage would in effect be approving the sub-
division of school lands; and requesting that~ the Village not approve
any plat affecting the proposed school properties.
The Plan Commission unanimously adopted the following mo-
~ion: "That the Plan Commission, having knowledge of the foregoing
i~etter, not recommend the plat of Elk Ridge Villa Unit #6 for approval,
and that Mr. Di Mucci be invited to submit a revised plat in accordance
'gith the Village ordinances and taking into account the land sought by
SChOol District #59 through condemnation proceedings filed January
1964, and his own wishes, or a plat not including the proper~y sought
by the School Dist-~ict".

64-6 and that tentative ordinances regarding zoning rom amusements and
64-7 zoning for R-4 multi-family be referred to the Zoning Board
for publication, hearing and their recommendation, hearing to
be held on February 14.

that the Village Attorney be authorized to prepare ordinance
for removing of traffic signs, "One Way-Do Not Enter" on Lincoln
Avenue between Emerson and Maple Streets.

Trustee Bickley asked Manager Appleby to see if it

Payroll AN ORDINANCE FIXING THE COMPENSATION OF THE VILLAGE
PRESIDENT, VILLAGE CLERK AND VILLAGE TRUSTEES,
EFFECTIVE AS TO PERSONS WHOSE TEP~MS COMMENCE IN THE
YEAR 1965.
This ordinance sets annual salary of president at $2000, of the
clerk au $1200, and allows each trustee compensation of $15 for
each weekly meeting.

Gentlemen:
As you are probably aware, I have recently been endorsed by the
Regular Republican Organization of Cook County to run in the
Republican primary for the nomination as the Republican candidate
for the office of Starers Attorney of Cook County. I am pleased
to report that I was so endorsed by a margin of 7@ to 1.
Inasmuch as it is apparent that I will have a contested primary
fight and inasmuch as it is unfair to the Village of Mount Prospect
and to my fellow Board members, to continue in. an office while going
through the st-~enuous campaign, of a county-wide election and thus
shirking my duties as Village Trustee and Chairman of the Police
Committee; I feel that some action~ is necessary on my part to en-
able the President and the Board. of Trustees to solve many prob-
lems confronting the Village which necessarily take the time of a
Trustee able to furnish one-hundred percent attendance.
At this time, I would like to state some accomplishments which I
feel have been accomplished, not only by myself but by the entire
co=opera$ion of the Chief of Police and of the employees of the
Village Government of Mount PROSPECT. These pertain exclusively
to the Police Department which it has been my good fortune to
serve with for the last three years and to be associated with in
the building of our department within the Village.
I begin by stating that it is my considered opinion due to the
efforts of the men themselves, that we have the finest suburban
police department in Cook County. We have a police force numbering
twenty=four which represents an increase of personnel of seven men
in the last thnee years.
Further, in the last thnee years, we have established a new examina-
Tion structure and promotional list for all members of the Police
Department due to the complete co~operation of the Fire g Police
Commission.
We have fully equipped a photography laboratory, acquired a mugging
camera and trained personnel in the use thereof, until it is one of
the finest equipped photo laboratories in the northwest area.
We have p~omoted two men to lieutenant; we have promoted two men to
sergeant°
We were successful in obtaining an FBI school for fourteen police
departments in the northwest area ~nd in sending at least two men
for schooling at the Chicago Police Crime Laboratory, fou~ men to
the Crime Investigation School at the University of Illinois, and
two men to the Chicago Fire Department Photography School.
We aisc obtained a reservation for one of our men to be s~lected
to attend the FBI Academy in Washington and Quantico, Virginia.
soon after election, a new radio system was installed so that the
entire town could be reached by radio, formerly twenty to thirty
percent having been off' radio communications with the patrol squads
due to the proximity of the water tank.

I wo~ld, at this time~ like to thank the membePs of this Village
Boamd for the complete co-ope~ation extended to me while a membeP
of this Board at all times on all mattePs dealing with the Commit-
tee woPk and with the Boamd womk. It has been a most pleasant
association.
I leave this Boamd with many fine memomies of gentlemen who have
devoted untold houms a week towamd the betterment of rheim Village
knowing full well that the avema~e citizen of the Village has no
idea om comprehension of the magnitude of the woPk accomplished by
theiP elected Village employees.
SePving of th~ Village has been a most pleasant experience and I
~egretfully submit to you, ~P. P~esident, my Pesignation fPom this

Gentlemen:
Following the resignation of John Bickley as a member
of this honorable body, it is by pleasure to recommend the ap-
pointment of George R. Busse to fill the vacancy thus incurred.
George R. Busse has admirable qualifications for the
position as trustee -- his occupation as a businessman, his
residence in the community for his entire lifetime, his personal
integrity, his demonstrated civic interests and his long service
as a volunteer fireman.
I respectfully ask the board for concurrence in the
appointment of George R. Busse for the terra of trustee expiring
May 1, 1965.

Clerk Ruth Wilson administered the oath of office to Mr. Busse~
and he took his seat, after stating that he would do his bast to
follow in John Bickley's footsteps. M~. Busse's wife Esther
and father George L. Busse were introduced. President Schlaver
informed Trustee Busse that he would accept the same places on com~
mittees as those formerly held by John Bickiey. Mr. Jack. Keefer
arose from the audience expressing thanks of the community to Mr.
Bickley for his services, congratulating him upon his nomination
for State's Attorney and congratulating Mr. Busse upon his ap-
pointment.
M~. Appleby reported that area in Colonial Heights sub- Annexation
division has petitioned the County Court as of January 14 for Colonial Hts.

eistant to the manager, upon his well-written report regarding

adjournment, and the meeting was regularly adjourned at 9:58 P.M.
