President Schlaver called the meeting To order at 8:04 P.M. with the following members present: roll call Phillips Busse Ekren Bergen Casterline Bruhl Trustee Ekren moved for approval of the minutes of the previous meeting .of September 15th as submitted, minutes Upon roll call: A~s: Busse Ekren Bergen Casterline Bruhl Pass: Phillips Motion Carried. Trustee Bruhl, seconded by Trustee Casterline, moved for the approval of the following hills: hills General $ 23,475.59 Parking System Revenue ~.~2 Library 2,053.59 Motor Fuel Tax 3,007.~1 Waterworks & Sewerage 13,723.22 Waterworks & Sewerage Acquis. & Construction 2,~.22 $ ~,7~8.~5 Upon roll call: Ayes: Busse Ekren Bruhl Casterline Phillips Motion carried. Trustee Bruhl, seconded by Trustee Casterline, moved Finance that the invoice of John Lindstrom, Inc., Payment Request No. 3, in the amount of $18,180 for construction of Fire Station # ? he approved for paymmnT frem Fire Station Construction Fund - 1964. Upon roll call: Ayes: Busse Ekren Bergen Bruhl Phillips Casterline Motion carried. Trustee Bruhl, seconded by Trustee Casterline, moved that the invoice of A. H. Viren g Sons, Inc., Payment Request Finance #2 in The amount of $53,732.70 for construction of the Public Works Building he approved for payment frcm Public Works Build- ing Construction Fund - 196~. Upon roll call: Ayes: Bruhl Busse Bergen Ekren Casterline Phillips Motion carried. Trustee Bruhl, seconded by Trustee Casterline, moved MFT 20CS That Allied Asphalt Paving Company be ~a~d $1~,65~.2~ as a partial payment on Payment Estimate ~ 3 of Motor Fuel~Tax Project 20-CS .fromfunds available in the Motor Fuel Tax Fund. This leaves s balance of $19,7~5.75 on Payment Estimate #3 to be paid upon September 22, 1964 receipt of additional funds. Finance Trustee Bruhl, seconded by Trustee Casterline moved that Financial Report as of August, 1964, be accepted as sub- mitted pending audit. This motion carried by acclamation. Trustee Bruhl Reported that sales tax receipts were Taxes up from a .year ago 21.81%, Or $27,282.21. Trustee Bergen repo~ted fr°m the Buildin~ Committee fence regarding fence variation requested by Gordon Wilson of 109 S. Wilson Albert, and that meeting had been held the previous Friday. Trustees Bergen and Casterline felt that no motion was required, that the recommendation of the Building Committee should stand; this would mean that Mr. Wilson would be required to ramove the fence° Trustee Ek~en, seconded by Trustee Casterline, moved to re-open this problem, which was tabled by motion at the pre- vious meeting (P. 5 of the minutes). After further discussion wherein both Mr. Biela and Mr. Wilson explained ~heir positions,' the Board a~reed that they would stick by their previous stand that requests for fence variation should be accompanied by letters of agreement from adjoining neighbors~ however, the Board decided that a distinc- Tion should be made in the ordinance, between screen-type fence and enclosure, and that this particular question would be voted upon. T~ustee Ekren, seconded by Trustee Bruhl, moved for variation of ordinanceto allow Mr. Gordon Wilson to keep his 16-foot long, 5-foot high screen-type fence, as it is important to The care of his back yard, and neither damages his neighbor's property nor can it be seen by his neighbor. Upon roll call: Ayes: Bruhl Ekren Phillips Nays: Bergen Busse Casterline President Schlaver ~hen cast the deciding "Aye" vote and the motion was ~arried. President Schlaver wanted it made clear that he does not intend to set a precedent and that his directive to the Supt. of Building requiring neighbor consen~ still stands. President Schlaver also added, "Mr. Biela has been unjustly accused of harboring a machine gun in his possession. As Liquor Commissioner I have investigated and was shown permit allowing i~s possession as a de-activated war relic~ Therefore he is not in violation". September 22, 1964 Trustee Phillips, seconded by Trustee Busse, moved that the Fire & Police Co.,,~tsslon be directed to hold examinatfon,~he Fire appointment of Gerald Fox and more personnel will he needed when the second Fire Station opens shortly. This motion was carried by accl~mation. Trustee Phillips, seconded by Trustee Ekren, moved That Well #8 repairs be approved for Well #8 in the smount of $1,~66 plus expen- ses for any dsmaged air line fittings. Trustee Busse reported regarding traffic along State High- Highway wa~s 1~ and 83, and read the following m~mo: Division Traffic and Subject: Northwest Highway and Main Street. Parking Proposal Parking on ' ' #83 and The Mount Prospect Chamber of Commerce in their regular monthlF meeting voted to approve the parkin~ proposal as revised at our last Village Board meeting. They also suggested the fol- lowing items: 1. That the "No Parking" time limits be uniform on both streets - -(~:30 P.M. - 6:00 P.M.) 2. That the State Highway Department be advised in a forwarding letter accompanying the Resolution that ~he Cham- ber of Co~merce has gone on record as approving the revisions~ and that.they feel that this is a f~ir compromise. 3. That if the work is done and the "EeftT~urn Only" lanes are established That The necessary left turn green arrow bights should be provided for in the over-all pro, ram. ~. That stop lights be placed on the southeast corner of Kte. 83 and Prospect Ave., and the southwest corner of Pros- pect Ave.~and Central Rd. which should be synchronized with the stop and go lights at the major intersections near them. This would clear these corners of back-up ~raffic and expedite traffic through the main part of .town. The Chamber of Commerce also was advised that the Vil- lage officials were definitely interested in cooperatively solving with the merchants and the landlords of the downtown district the major problem of off-street parking. Trustee Casterline, seconded by Trustee Ekren, moved that the State Highway Department be informed that the Village is willing to approve the State's plans for improving Northwest Highway but that the.followin~ items he incorporated in the resolution to restrict parking: 1. Parking be permitted on shoulders at all times on north side of Northwest Hwy, from ~t. Prospect Road to Owen Street except from ~:30 P.M. to 6:00 P.M. 2.That on street parking be permitted on Northwest Hwy. from Evergreen to Wille St. September 22, 1964 3. That if the work is done and they"Left Turn Only" lanes are established that the necessary left turn green arrow lights should be provided for in the over-all program. 4. Prospect is a~tempting To solve parking ~o~ems but doesnot wish to commit itself for.~ 2 ~ year period of abandoning all parking ~n the subject streets. That the Village believes that the traffic f~ow on Northwest Hwy. can be improved by shortening the time for traffic move- ment on Mt. Prospect Ed. and on Prospect Ave. on the traffic signals located on those streets and Northwest Hwy.,and respectfully request the State Highway Dept. to make this change, ' 7. That authorization be requested from the State HighwayDept. to install left turn green arrows at Main St. and Northwest Hwy., and Emerson ,St. and NOrthwest Hwy., topermit traffic' desiring to turn left to do so before other traffic moves. 8. That authorization be requested to install a st~p light at the southeast corner of Main St. and Prospect Ave., and a% the southwest corner of Central Rd. and Prospect Ave., Said signals to be synchronized with the.stop lights at.the major intersections near Them. Trustee Casterline, seconded by Trustee Bergen, moved Ord. 999 for the passage of Ord. 999: Streets Highway Division AN ORDINANCE RENAMING FOUNDRY ROAD TO KENSIngTON ROAD IN THE VILLAGE OF MOUNT PROSPECT Upon roll call: Ayes: Bergen Bruhl Busse Ekren Casterline Phillips Motion carried. Trustee Casterline acting as Chairman of the Health Health Commltt~ee reported that his ccmmitte in conjunction with the Board of Health and interested observers had approved a 30-page tentative Health Ordinance which will he brought he£ore the Board for their approval. Trustee Casterline,' seconded hy Trustee Bruhl, moved Res. 24-6q ~ for the adoption of Res. 24-6~: Streets A RESOLUTION WHICH URGES THE BOARD OF COMMISSIONERS OF COOK COUNTY TO RENAME THEIR PORTION OF FOUNDRY ROAD TO KENSINGTON ROAD. ~"~ Upon roll call: Ayes: Bergen Bruhl Busse = Ekren Casterline Phillips Motion carried. Trustee Ekren, seconded by Trustee Busse, moved for the passage of Ord. 1000: Ord. 1000 Rezoning AMENDING THE ZONING ORDINANCE RELATING TO PROPERTY WHICH IS A TRIANGULAR-SHAPED LOT ON MOUNT PROSPECT ROAD NEAR ~6RTHWEST HIGHWAY. Upon roll call: Ayes: Bergen Bruhl Busse Ekren Casterline Phillips Motion carried. This refers to Zoning Case 64-32,D. A. Koets and allows P-1 zoning, paved parking. The members of the Board remarked upon the fact that Ordinance ~1000 had just been passed and asked to see the first ordinance; which, upon heine brought hy the Clerk, was shown to be that of incorporating the Village in April of 1917. The second ordinance f' regulates the number of dram shops. These ordinances were signed by William Busse as President and Henry J. Ehard the Clerk. Trustee Ekren, seconded Dy Trustee Phillips, moved that Zoning, 196~ the ~emhers of the Board of Appeals be authorized and directed to Business Zoning formulate ahee~£~siness zoning ordinance in Conjunction with ~ec Search, Inc, and the Village Attorney; that each mmmher he paid . September 22, 1964 the sum of $10 per meeting provided that he agrees to attend all meetln~s to be called by ~he Chairman and provided he agrees to meet at least once a week until such time as said new ordinance is ready for presentation to the Village Board, which in no event stuall be later than December 1, 196~. Garbage Trustee Bru~l, seconded by Trustee Phillips, moved to authorize President Schlave~ to write to President Hibben of Glenvlew info,ming him That this Village concurs with their views against dissolving the Home Rule aspect of proposed landfill legislation to be proposed to the General Assembly. This mo~on car~ied by acclamation. · Rural Fire Distr. Mr. Retne~t of the Golfhurst Civic Association asked Elk Grove a5o~ the Elk Grove District Fire Protection disannexation and was told that this is still in process.
