HomeMy WebLinkAbout04/21/1953 VB minutes MINUTES OF A SPECIAL NEETING OF THE PRESIDENT AND BOARD OF TRUSTEES, HELD IN THE MUNICIPAL BUIIDING, MOUNT PROSPECT, ILLINOIS ON TUESDAY, APRIL 21ST, 1953 The meeting was called to order by President Pendleton at 8:15 P.N. and the Clerk was then directed to callthe roll. On roll call the following Trustees answered "Present:" Bayne, ibbotson, Lams, Lange, Viger and Wilson. Absent: None. A motion was then made by Trustee Bayne, seconded by Lange, that the votes cast in the Election held on this date be canvassed. the President put the question and the Clerk called the roll with the following results: Ayes: All; Nays: None. Thereupon the President declared the motion carried. April 21, 1953 3 321 After the ballots were canvassed Resolution No. 3 -53 was read: A motion was then made by Trustee Bayne, seconded by Ibbotson, that the Resolution be adopted. The President put the question and the Llerk called the roll with the following results: Ayes: All; Nays: None. Thereupon the President declared the motion carried and the Resolution adopted. The following letter was then read: April 20. 1953 President and Board of Trustees Village Hall Mt. Prospect, Ill Gentlemen: On behalf of Mr. Theodore Moehling, we transmit herewith two (2) copies each of plans and specifica- tions for the construction of pavement, curb, and gutter, sidewalk, storm sewer and drainage appurten- ances in Main Street from Berkshire Lane to 190 feet north of Council Trail in Council Trail Estates subdivision. Moehling, Alice M. Moehling, and the village of Mount Prospect regarding improvements to be made in their Council Trail Estates Subdivision. The Clerk then read a performance Bona executed by Theodore C. Moehling and Alice M. Moehling guaranteeing completion of proposed improvements in their Council Trail Estates Subdivision. A motion was then made by Trustee Bayne, seconded by Lams, that the plans and specifications for the improve- ments in the Council Trail Estates Subdivision submitted by Consoer, Townsend & 'ssociates with their letter of April 20, 1953, be accepted and a7proved as corrected. The President put the question and the Ulerk called the roll with the following results: Ayes: All; Nays: None. There- upon the President declared the motion carried. April 21, 1953 A motion was then made by Trustee Bayne, seconded 3 by Wilson, that the agreement as submitted between Theodore C. Moehling, Alice I. Moehling and the Village of Mount Prospect, be approved and that the President and Village Clerk be authorized to sign the agreement. The President put the question and the Clerk called the roll with the following results: Ayes: All; Nays: None. Thereupon the President declared the motion carried. A motion was then made by Trustee Bayne, seconded by Ibbotson, that the performance bond as submitted by Theodore C.Moe1ling and Alice M. Moehling and approved by the Village Attorney, be accepted. The President put the question and the qerk called the roll .with the follow- ing results: Ayes: All; Nays: None. Thereupon the President declared the motion carried. The Clerk then read Resolution No. 4 -53 entitled: "RESOLUTION TO FORECLOSE TEE IIEN OF SPECIAL ASSESSMENTS." A motion was made by Trustee Bayne, seconded by Ibbotson, that the resolution be adopted. The President put the question and the Clerk called the rollwith the following results: Ayes: All; Nays: None. Thereupon the President declared the motion carried and the Resolution passed and approved. The Clerk then read the following letter: April 21, 1953 �4 President & Board of Trustees Village of Mount Prospect Mount Prospect, Illinois Gentlemen: This is my offer to purchase ONE FUNDRED FIFTY THOUSAND DOLLARS ($150,000.00) of)ater Revenue Bonds at 1000 on the dollar; these bonds to be issued such that a certain amount shall become due annually with a rate of interest of 3 -1/2,% per annum and until they are fully paid within twenty years. Upon delivery of the bonds with asatisfactory legal op4ton from Chapman & Cutler that they are a direct obligation of the Water Department of the Village of Mount Prospect, Illinois, we will pay you an adlitional premium of one -half of 1% on the full amount issued and delivered to us. A motion was then made by Trustee Bayne, seconded by Lams that th's letter be referred to the r'inance L'ommittee for their report at the May 5th meeting. to motion was voted upon by acclamation, whereupon the President declared the motion carried. The Clerk then read Resolution No. 5 -53 entitled: "A RESOLUTION PROVIDING FOR A PROGRAM FOR THE LIQUIDATION OF TFE LIENS OF DELINQUENT SPECIAL ASSESSMENTS HELD BY TEE VILLAGE OF MOUNT PROSPECT, COOK COTTNTY, ILLINOIS." The motion was then made by Trustee Lams, seconded by Lange, that the Resolution be adopted as corrected. The President put the question and the Clerk called the roll with the following results: Ayes: All; Nays: None. Thereupon the President declared the motion carried and the Resolution passed and approved. A motion was made by Trustee Lams seconded by Lange, to authorize the transfer of eleven hundred and fifty dollars ($1150.00) from General Corporate to the Garbage Fund. The President put the question and the Clerk called the roll with the following results: Ayes: All; Nays: none. Thereupon the President declared the motion carried. April 21, 1953 336 A motion was made by Trustee Lams, seconded by Bayne, to authorize the payment of eight dollars ($8.00) to each of the budges and Clerks serving on the Election Board at the April 21st election. The President put the question and the Clerk called the roll with the following results: Ayes: All; Nays: None. T hereupon the President declared the motion carried. The Clerk then read the proposed license from the 'ricago and North Western Railway Company to cover a water main encroachment ontleir property made necessary by the proposed water main extention under their tracks. A motion was made by £rustee Viger, seconded by Lange, that the President and Village Clerk be authorized to execute the proposed license onbehalf of the Village. The motion: was voted upon by acclamation, whereupon the President declared the motion carried. The motion was then made by Trustee Lange, seconded by Lams, that a rising vote of thanks be given to President Pendleton and Trustee Bayne for their untiring work andleadership during their terms of office. The motion was voted upon by acclamation, whereupon the President declared the motion carried. There being no further business to come before the meeting, a motion was made by Trustee Wilson, seconded by Viger, that the meeting be adjourned. The motion was voted upon by acclamation, whereupon the President declared the motion carried and the meeting regularly adjourned. Resolution No. 2 RESOLUTION DECLARING THE RESULTS OF THE REGULAR ELECTION HELD ON TUESDAY, APRIL 21, 1953. WHEREAS, a regular election was held on Tuesday, April 21, 1 1953, in and for the Village of Mount Prospect, Cook County, Illinois, for the purpose of electing a President, a Clerk, a 1 Police Magistrate, three Trustees for the full term, two Trustees I for a twa year term to fill a vacancy, and two Public Library Directors for the full term; and WHEREAS, the President and Board of Trustees, as by statute in such case made and provided, canvassed the votes cast at such election, find as follows: FOR VILLAGE PRESIDENT: Theodore A.
