T~ustee Bruhl, seconded by T~ustee Bergen, moved for the passage of the following ordinance, No. 9~1: Ord. 9~1 Street & Bridge AN ORDINANCE PROVIDING FOR THE LEVY OF AN ADDITIONAL TAX FOR STREET AND BRIDGE PUR- Levy POSES FOR THE FISCAL YEAR COMMENCING MAY 1, 1963 AND ENDING APRIL 30, 196~ FOR THE VILLAGE OF MOUNT PROSPECT, COOK COUNTY, ILLINOIS. Upon roll call: Ayes: Bergen Bruhl Bickley Ekren Phillips Absent: Casterline Motion carried. November 5~ 1963 Trustee Bruhl asked that the Finance Committee meet the next Thursday night. Trustee Casterline arrived at 8:23 P.M. Trustee Phillips asked that problem of heating equip- Water ment for Well Houses 3, 8 and 9 be referred to the Finance Com- mittee. So referred. Water Trustee Phillips, seconded by Trustee Bruhi~ moved Well 7 that Village Manager Appleby be authorized to sign excess facilities agreement for electrical power with Commonwealth Edison Company for Well #7, the cost of this service to come to $960. Upon roll call: Ayes: Bickley Bruhl Bergen Ekren Phillips Casterline Motion carmied. Tmustee Bickley asked the permission of the rest of the Police Board to arrange to send one of the top police officers to work with the Chicago Crime L~broatory under Superintendent Wilson for a period of two weeks for practical, on-th-job training and experience, and also asked if they had any objection to our patrolmen, one at a time, spending a week each with the Sheriff's police force for the same reason. They would draw their regular salary from Mount P~ospect. The Board indicated no objection. Trustee Casterline told the Board that the had investi- Trees - gated the backgrounds of the two lower bidders for tree spraying, Spraying Hamer Hargrave and Fowler Tree Surgery, and had checked with the Illinois Natural History Survey as of March, 1963 regarding those villages who had had the most effective tree program since 1959. He found that this village under Nels Johnson's care has had a consistent elm tree loss ratio under i%, and 2% is considered good. Tmustee Casterline recommended the hiring of Nels Johnson in view of his past record and the fact that claims against his fimm for damage were few and promptly settled. Tmustee Bruhl dis- sented, giving his opinion that the lower bidders would be able to turn in as good a job if carefully supervised by the Village. Trustee Caster/~ne, seconded by Trustee Bickley, moved to accept Nels Johnson's bid at $1.59 per tree (as shown in the minutes of October 15) for tree spraying. T~ustee Bergen, seconded by Trustee Casterline, moved for the passage of Ord. 942: Ord. 942 Zoning AN ORDINANCE AMENDING THE ZONING ORDINANCE Case 63-26 RELATING TO PROPERTY LOCATED ON THE SOUTH SIDE OF WALNUT STREET 120 FEET WEST OF RIDGE AVENUE, BOUNDED ON THE SOUTH AND WEST BY A PUBLIC ALLEY. Upon roll call: Ayes: Bickley Bergen Bruhl Ekren Phillips Casterline Motion carried. November 5, 1963 This refers to Zoning Case 63-26, allowing B-2 zoning for professional building. Trustee Phillips, seconded by T~ustee Bruhl, moved for the passage of Ord. 9~3: Ord. 943 Annexation AN ORDINANCE ANNEXING A PORTION OF RAND ROAD Roads TO THE VILLAGE OF MOUNT PROSPECT Upon roll call: Ayes: Bickley Bergen Bruhl ~kren Phillips Casterline Motion ca,tied. T~ustee Phillips, seconded by Trustee Bruhl, moved Water - ~o rescind action of the previous week hiring of Consoe~, Bluett Sub Townsend $ Associates for appraisal of Bluett's water supply system in view of conflict of interests, and hire instead the firm of Greeley S Mansen. Upon roll call: Ayes: Bickley Bergen Bruhl Ekren Phillips Casterline Motion carried. Manager Appleby reported re Docket #668, County County Zoning Zoning hearing to be held November 18th re p~oper=y on Land= meier west of Busse Road, request fo~ business zoning. Mr. Appteby recommended that no action be taken unless requested ~"' by Elk Grove Village, as this property is outside Mount Prospect's sphere of influence. Attorney Hofert reported that suit of mandamus Court Case (63-S-315~6) has been brought against the Village by Charles 63-S-31546 Bartmann =o compel issuance of building permit, reply re- Bartmann vs quired by November 8th; MA-. Hofert will keep the Board informed Village of progress. Mr. Appleby reported that plat of Colonial Heights Colonial His Sub. 7th Addition had been withdrawn and new plat substituted.
