BY THE BOARD OF TRUST~ES
P~esident Schlaver opened the meeting a~ 8:03 P.M. Roll call fop
with the statement that this is a specially ~alled meeting Special Meeting
of the Board, notices duly sent out, with the main purpose
of the meeting to consider the passage of o~dinance enabling
~"' planned recreational open space within the Village limits.
The following members were present:

Casterline Ekren Phillips
T~ustee Casterline, seconded by T~ustee Ek~en,
moved to approve the minutes of the meeting of August 18th. minutes

Motion carried.
Trustee Bruhl, seconded by T~ustee Phillips, moved
for approval of the following bills: bills

President Schlaver addressed the citizens present, 01d Orchard
explaining that the Board would entertain discussion from the Country Club
audience, but that this problem has had three public hearing s
by the Zoning Boar~, that it was not the intent to re-hear the
case in its entirety[, that each speaker shall be heard only
once, for no more than five minutes, and the discussion shall
end at 9:30 P.M.

AMENDMENTS TO THE ZONING ORDINANCE OF THE VILLAGE Space
OF MOUNT PROSPECT ESTABLISHING A PLANNED
RECREATIONAL OPEN SPACE DISTRICT.
WHF/~AS, the ~oning Board of Appeals of the Village
of Mount P~ospec~, constituted as a zonin~ commission, has
performed all statutorY functions required of it and has conducted
public hea~ings on amendments to the Zoning 0~dinance of the
Village of Mount P~ospect aS set forth herein; and
WHEREAS, all publication requirements in reference to
the foregoing amendments have been duly complied with; and

ld Orchard Country WHEREAS, the Board of Appeals acting as a zoning
Club commission has reported and placed its recommendations on
Planned Open file with the corporate authorities of the Village~ and
Space
WHEREAS, the P~esident and Board of T~ustees of
the Village of Moun= P~ospect consider it to be to the best
interests of the Village that the foregoing amendments to
the. Mount P~ospect Zoning Ordinance be in fact adopted~
NOW, THEREFORE, BE IT ORDAINED by the P~esident
and Board of T~ustees of the Village of Mount Prospect, Cook
County, Illinois:
Section 1: That the Mount P~ospect Zoning Ordi-
nance be ~~eby amended by adding thereto the follow-
ing~
"Section 23 A - PLANNED RECREATIONAL OPEN SPACE
DISTRICT."
Discussion ensued regarding the proposed ordinance,
which was taken down by a Cou~t Reporter, and will be on file.
T~ustee Bergen questioned the definition of "Amusement Park"
included in proposed ordinance. Mr. Don Peto of ~r. Baughmann's
office agreed that this should not be. in and advised its dele-
tion.
The following persons declared themselves against
apartme-nts, high=rise structures and annexation of Old Orchard
Country Club as p~oposed: Don D. Basile, 515 N. Emerson~
D. B. Sanford,. 110 South Nt. P~ospect Road, his brother George
at 510 N. Emerson~ Walter. Johnson. of 100 N. Russell~ J. T. Keefer
of 15 N. Waverly~ Mrs. Ethel Kolerus, 9 N. Pine. A resident of
Prospect Heights, Ray kanobe of 605 Elmhumst Pmad, tnquLred if
properties, adjacent to the country club were being considered for --
annexation along with the country club tract. The reply was no.
Mr. Harold' Ross of the Zoning Board read his own personal state-
menu giving an unfavorable opinion. Mr. Lloyd No, is of 200 Ioka
and Mr. Wayne Carlson asked questions of a technical nature.
Trustee Bruhl explained that the problem of enough open
space near areas of dense population' is becoming an increasingly
difficult one to solve, and stated he felt that any move to p~e-
serve such open space should be considered~ the parks and the
forest preserve areas a~e 1Lmited in scope and money, and some
of this open a~ea would have to be in p~ivate hands.
Ord. 922 Trustee Ekren, seconded by Trustee Phillips, moved' ~o
Zonin~ Ordinance pass O~dinance ~992, with the definition of "Amusement Park" de-
amendment le~ed.
