Zoning Case Trustee Bergen read letter of direction from the
64-36 Zoning Board to the Superintendent of Building as follows:
November 7, 196~
Dear Sir: Re: Zoning Case 64-$6 - Danco Builders, Inc. 1012 Greenfield Lane, Mount P~os~ect
At the regular hearing of the Zoning Board of
Appeals, held October 30, 1964, the above petitioner's
quest was heard. This was a request for a 17-foot setback
on Memory Lane side lot line instead of the required 20-foot
setback (a variation of 3 feet or a less-than-2$% variation
case) 6n a lot on the southwest corner of Memory Lane and
Fairview.
The Zoning Board of Appeals voted 4 to i to deny
the requested variation.
The Board therefore directsyou to withhold a build-
ing permit at the above-named location for the planned struc-
ture until the zoning ordinances applicable have been adhered
to correctly.
Yours very truly,
E. F. Martin, Chairman
~. M. Ross, Acting Secretary
Trustee Bergen informed the Board that Building Supt. Pecoraro
was in favor of allowing this variation; his reasons are given
as follows:
1. The lot is substandard in size, only 49.17 ft. wide as com-
pared to our present 75-ft. corner lot.
2. Five of the six homes built on corner lots on the block
east and on the block west and across the s~eet of the proposed
house have a set-back 'of 17-feet or less. A variation will not
change the character of the neighborhood.
3. The granting of a ~variation wit*l not set a precedent as
there is only one more ~9.17-foot corner lot left in that imme-
diate area. :
Trustee Bergen explained that he felt that allowing over-sized
houses on the smaller corner lots would set a precedent, as there
are a number of similar corner lots in the Village.
Trustee Bergen, seconded by Trustee Casterline, moved to deny
Mr. Daniels his request for side lot line variation as directed
by the Zoning Board. This motion carried by acclamation.
Old Orchard Attorney Hofert spoke of the impending annexation of
rusteeBergen at a previous meeting had asked if it were Old Orchard

the petitioners, which letter stated as follows:

Frank M. Ald~idge and Albert N. Newman~ each to an undivided
one-half interest.
"The power to direct trustee to deal with the title
is in both beneficiaries."

Trustae Phillips explained that the engineering Water
Future Supply
fi~m of Greeley & Hansen had tendered their water survey
report me long range water supply up to the year 2000 A.D.~ (also see DAMP)
that ow present well supply will be all right for two more
years as is, but with the dropping of the artesian water
level a new source of water supply is neoessary~ and securing
of water from Chicago~ therefore, is recommended. This would
be integrated with our present source of supply~ with a rec-
ommended phasing out of well rehabilitation as it becomes
necessary. It is estimated that our present well supply
would not be economically feasible to operate by 1974, and
complete phasing out of this source of supply would be accomplished
by that time.
T~ustee Phillips~ seconded by T~ustee Busse, moved that the
policy of the Board shall be to secure Chicago water, as opposed
to the expansion of our prasent well system~ that this policy
is in the best interests of the health and welfare of the commun-

This letter is sat forth herein as follows:
December 8, 1964
ell 5 November 27, 1964
Attention: Mr. Harold Appleby
Subject: Well #5
A short test was conducted November 25 to determine, if pos- ~-~
sible, the actual pump capacity of the above subject well.
We found that with #5 only operating, after a two hour pump-
ing test, we were getting 960 GPM with a 627 ft. pumping
level, and 37 ft. discharge head. At this time the cumrent
was 358-356-362 amps; Full load amps for this motor are 373.
The indications are that the bowl is absorbing practically
full load horsepower, however, the capacity at the surface
indicates that about 295 to 300 HP should be required. We
believe then that there is a considerable quantity of water
being moved by the bowl assembly, but not being delivered tO
the surface tank. This may be due to a hole in the column, or
in the bowl assembly, or some other such trouble.
We believe that the pump should be removed, the bowl rebushed
to bring it back to its original efficiency, any repairs made
as required, an~ the pump reinstalled in the well.
With the pump again operating as originally installed, we
should expect a capacity at this time of about 1250 to 1300
GPM.
From the test we believe that the well is delivering about the
same specific capacity as when we checked it in 1962. You
will recall that at this time we did considerable work on the
well, installed a liner through the St. Peter sandstone, shot
and cleaned it out. We bailed the Sand from the well to a
total depth of 1822 ft. before we installed the pump at that
time.
We believe it would be well to check the depth of the well at
this time, and should there be an appreciable amount of sand
accumulated in the producing zone of the well, we recommend
it should be removed.
Your cost'for labor required to pull and reinstall the pump
would be according to the following schedule:
Labor:
3 men, tools and equipment, regular time, per hour $28.50
Each additional man, regular time, per hour 8.50
Overtime, additional, per man, per hour 4.25
Trucking:
Pickup, per mile .20
Flat bed, per mile ~ .35
Semi-trailer, per mile .50
Crane Rental:
· Estimated cost '$500.00
Rig Time: :
2 men, regular time, per hour $ 20.00
The co~st for machine work and material to rebush the bowl would
be $995.00. If a new impeller shaft is required~ this cost will
be $193.00. Any bowl parts required for replacement, of course,
would be in addition to the above prices.
December 8, 1964
he u~it costs for column pa~ts Would be as follows: Well 5
10" x 10' column pipe, coated, each $142.00
3" x 5' oil tube, each 23.00
3" x 1-15/16" brass bearing, each 14.50
1 - 15/16" x 10' shaft, each 41.20
1 - 15/16" shaft coupling, each 6.60
Taping tube, each foot .90
Based on our conclusions from the test we do not believe any
engineering changes would be requimed at this time. We be-
lieve with the present bowl rebuilt to near original efficiency,
with the cleaning of the well, if required, and repairing ap-
parent damage to the lower portion of the pump, that 1200 to
1300 GPM will again be produced.
We trust that this gives you the info~mation you require at this
time.
Very t~uly yours,
J. P. Miller Artesian Well Company
R. C. Schlaack, Vice President
Engineer Ben Hemmeter advised the Board that it would Water
be advantageous to make a permanent connection between the Connectlons
water mains of Citizen's Utility and those of the Village, both Citizens
in case of fire and in case of breakdown of Citizen's supply, as Utility
he felt the Village owed a responsibility'to residents living in
the Brickman Manor section of the Village. Trustee Phillips
pointed OUt that this would also help the fire insurance rates.
The total cost of such a connection would come to about $2000,
to be shared jointly.
T~ustee Phillips, seconded by T~ustee Busse, moved to
set up a temporary water connection with Citizen's Utility Com-
pany along Kensington Road for use at this time; authorizing the
Village to enter into an agreement with Citizen's Utility to
make this connection a permanent one when feasible.
