Trustee Bruhl, seconded by Trustee Casterline, moved for the approval of the following bills: General $34,191.97 Parking System Revenue 2,003.32 Library 3,723.52 Motor Fuel Tax 15,557.76 Public Works Bldg. g Construction 1964 27,035.00 Waterworks g Sewerage 13,405.57 $95,917.14 Upon roll call: Ayes: Bergen Bruhl Busse Casterline Ekren Phillips Motion carried. Trustee Bruhi, seconded by Trustee Casterline, moved Finance to advance temporarily the sum of $1,958.90 from the Water Deposit Fund to the Parking System Revenue Fund for payment of invoice of J. C. Blacktop Company, Inc. for paving parkir~ lot at the south- west corner of Main and Busse. Upon roll call: Ayes: Bergen Bruht Busse Casterline Ekren Phillips Motion carried. Trustee Bruhl, seconded by Trustee Phillips, moved to Loudspeaker fee rszurn fee charged for loudspeaker to Daniel E. Gaffney. This motion carried by acclamation. This loudspeaker was used to en- courage voting az the national election ox November 3rd. Trustee Busse reported that crossing guard for School District 59 az Cottonwood and Redwood has been hired; Chief Traffic Whittenberg needs two more crossing guards elsewhere as of December 1, Officer Warren Fischer graduated from Traffic Institute of North- western University as zop man in a class of 35; three other officers from Mount Prospect attended~ Star #t11: Wm. Broderick, Star #105: Patrick McKenna, Star #104: Ralph Timm, and Warren Fischer's star is #107. N v Nove~er 24, 1964 Trustee Busse also reported that meeting was held with Judge Stoffels, with other members of the Village attending, and agreement was reached on better methods of handling fines and tickets. · Trustee Busse reported regarding trip with President Schlaver where they met with Mr. Lorenz and two engineers of the State Traffic Highway Department regarding parking on Rtes. 1~ and 83. Agreement was reached to allow parking on Northwest Highwa~ between Maple and Wille Streets, with no parking from 4-7 P.M.; no parking from 4-7 P.M. on #83 on the east side with no park- ing on the west side at all between Northwest Highway and Busse. Agreement was reached as to various traffic signal adjustments at Northwest Highway and Central, Northwest Highway and Prospect Avenue, etc., left turn arrows on Northwest Highway and Main. Trustee Bergen, seconded by Trustee Casterllne, moved fence that request of Mr. Bischoffer of 409 South Albert to erect fence in excess of 42" be denied. This motion carried by accla- mation. Mr. Spielman of.Mother's Laundry & Cleaners addressed ZoninE the Board, explaining that he had renovated former baggage room Appeal for in the depot for use as a laundry pick-up in ignorance of the laundry pick up zoning laws; that he had leased this area from the C ~ NW R.R. in depot in the same fashion that had been done in two other railway sta- tions. Attorney Hofert stated that the I-g, heavy industry zoning of the railroad does not allow business use of this type, that Mr. Spielman's redress would be t6 apply to the zoning board. Members of t~e Board indicated that they would not approve this use, foreseeinE traffic problems, Mr. Lyle Overson, attorney for the railroad pointed out that possibly the Village has no control over such zoning, that this might come under the Illinois Commerce Commission; that the railroad is one of ~he large taxpayers in the community; that the depot belonging to the railroad has room to spare. President Schlaver declared that the Village has always co-operated with the railroad and has made the finest parking available; also that the baggage room would come in handy as an extra waiting room. Mr. Spielman and the attorneys thereupon left the meeting. Trustee Bergen, seconded by Trustee Casterline, moved ~o annex area at 403-5-7 Golf Road, and' withdrew this motion. Trus- Annexations tee Busse, seconded by Trustee Ekren, moved to annex all areas marked on Exhibit A map in red; this motion was withdrawn. After discussion, Trustee Bergen, seconded by Trustee Casterline~ then put forth an amended motion to annex all areas marked in red and orange as shown on map marked Exhibit A and dated November 24, 1964 by the Clerk, with the understanding that the Village Attorney pre- pare separate ordinance with plat for each area so shown therein. These areas are completely surrounded by the Village or surrounded on three sides with the other side abutting another ~unicipality. The parcel consists of 168 feet in depth with 522 ft. fronting on Church (Linneman) Road. There were seven of several in attendance that voiced Their objections. One person mentioned that he represented a civic association. Mr. Appleby reported That letter from Mr. Engel Manager's ,-~ had been received commending The Fir6 Department upon Their report prompt action; he also informed The Board that inquiry had been made if business license were required for a character reader and paimisT~ who also makes up horoscopes and sells horoscope books. Mr. Appleby mentioned County Zoning Docket #82~, advising That no action be taken. Trustee Brdhl, seconded by Trustee Casterline, Water main moved To authorize the Village Manager To proceed with ob- easement permit Taining permit from The State to allow The Village To cross Rand Road with a water main. This motion carried' by acclama- tion. Trustee Phillips, seconded by Trustee Casterline, Board meetings moved that The regular December meetings be held on The 8Th and The 15Th. High School, asking rom B-4 general semvice, ~o emecz 1500-seat theatem with cocktail lounge. The cocktail lounge was dropped because of nearness To the high sch6ol-and amended to that of taumant. Jemmy Chez was pmesenz and anxious To go ahead 66-5 with his R-~ pmoject north of the Pmospect Shopping Plaza. T~us~ee Ekren pointed out that Mm. Chez had confommed to all suggestions given by the Zoning Boamd except taking cave of Westgate Koad dedication, which he has been enable ~o do be- cause of lack of coopemation by shopping centem owner Berman, who mefuses to dedicate. Mr. Chez offered to put his shave of paving money in escmow when the amount needed has been temmined. Aftem discussion of this problem by the Boamd members~ T~ustee Bmuhl mequested that Messms. Schlaver and Ek~en meet to discuss this mattem furthem with Mr. Ber~an~ meanwhile having Mm. Appleby and Attomney Hofemt meet with Fa% Luehring of Wheeling Township Road Commission regamding possible special assessment proceedings. Distr~ct courts Chief Whittenbemg informed the Boamd that as a suit of the meeting with Judge Stoffels the Village police will be permitted to book coumz days 60 ~o 90 days ahead, with each shift using the same Satumday.
