M. with the following members present: Ekren Bergen Casterline Bruhl Absent: Phillips Busse Trustee Casterline, seconded by Trustee Bergen, moved minutes for approval of the minutes of October 6th as corrected, by adding that the Zoning Code book be given to Board of Appeals members. Upon roll call: Ayes: Ekren Ber~ Casterline Bruhl Motion carried. Trustee Bruhl, seconded by Trustee Ekren, moved for approval of the followin~ bills: bills General 31,586.30 Parking System Revenue 81.64 Library 796.59 Fire Sra. Constr. 1964 19,992.60 Waterworks & Sewerage 6,~60.81 Waterworks ~ Sewerage Bond and Interest 24,081.25 $82 ,~'49.19 Upon roll call: Ayes: Ekren Bergen Casterline Bruhl Motion carried. Trustee Casterline, seconded by Trustee Bergen, moved Street to accept the bid of International Salt Company at a price Salt of $11.80 per ton. Upon roll call: Ayes: Ekren Bergen Casterline Bruhl Motion carried Trustee Bruhl submitted two statements showing application Finance of funds on the Public Garage and the new Fire Station, both under construction, as prepared by Finance Director King. Trustee Bruhl, seconded by Trustee Ber~en~ moved to Village Hall remove from the table motion of previous meeting ragarding parkin~ reserved stalls in the parking lot behind the Village Hall. Upon roll call: Ayes: Bergen Bruhl Pres. Schlaver Nays: Ekren Casterline Motion carried. October 13, 1964 Trustee Bruhl, seconded by Trustee Bergen, moved that name signs reserving parking spaces in the Village Hall parking lot be removed, with the exception of spaces for staff car, 3 building department cars, Fire Department cars and Police Department cars. Upon roll call: Ayes: Bergen Bruhl Pres. Schlaver -~ Nays: Casterline Ekren Zoning Case Trustee Ekren read the report of the Zoning Board 64-34 re Zoning Case No. 5~-3~, Ken Meyer, Attorney, as shown in minutes of previous meeting, and moved, seconded by Trustee Bruhl, to concur with the Zoning Board denying this petition. Upon roll call: Ayes: Bergen Casterline Bruhl Ekren Motion carried. This case refers to request for B-3 zoning at the north- west corner of Golf Road and 83. Attorney Hofert suggested that it might be well for the ~illage to rezone the above mentioned property hack to R-1. Trustee Ekren, seconded hy Trustee Bruhl, moved that the Village Planner, Eugene Baughmann, he asked for his opinion as to suitable use of this property at the present time. This motion carried hy acclamation. Planning and Trustee Ekren, seconded by Trustee Bruhl, moved that Zoning the Tec Search, Inc. he and is hereby designated as the Tech Search official planner for the Village of Mount Prospect for all purposes and especially under the provisions of Ord. 992, and that the Village Clerk send a certified copy of these minutes to the Chairmmin of the Board of Appeals, Eugene Martin. Upon roll call: Ayes: Bergen Casterline Bruhl Ekren Motion carried. The afore-mentioned Eugene Baughmann is a member of Tec Search, Inc. Trustee Ekren, seconded by Trustee Bruhl, moved that the Zoning, 1964 Zoning Board of Appeals he advised that the 01d Orchard Country 01d Orchard and Club project report from them be given priority over the Business requested Business Zoning report; completion date~ for the Business Zoning to he set later. This motion carried hy acclamation. Trustee Ekren read the following letter from E. F. Zoning, 1964 Martin, Chairman of the Zoning Board: maps Dear Sir: The revised Zoning Ordinance and Map as of December 31, 1963 has been referred to the Zoning Board of Appeals on October S for examination and comments. We find that of the five errors mentioned in the Village Attorney's letter of April 22, 1964 to the Village Manager October 13, 1964 nly four have been corrected. The corrected itams is Zoning 1964 Item 18 u~der the I-1 District, the January booklet showed "creamery" instead of "crematory"° An error not mentioned by the Village Manager is on Page 17 where the gas station just south of Gunnell's facing RTe. $3 is shown within the corporate limits and is zoned In view of the above we cannot consider the revised booklet as satisfactory. Trustee Bergen explained That the feelin~ of Building the Board in re~ard to enforcement of occupancy permits was not to prosecute a~ainst against persons who might innocently purchase a house from a subdivider and move in, but to obtain better co-operation from the builders and subdividers themselves in this regard; this matter speci- fically refers ~o apartment building at 1409 Cottonwood Lane, move-in of 11 families. Trustee Bergen, Seconded by TrusTee CasTerline, therefore moved for the passage of Ord. 1001: Ord. 1001 Building AMENDING THE MOUNT PROSPECT BUILDING CODE CHAPTER VI PARAGRAPH S SETTING FORTH THE DUTY OF CONTRACTOR TO INFORM OCCUPANT AS TO CERTIFICATE OF OCCUPANCY Upon roll call: Ayes: Bergen Casterline Bruhl Ekren Motion carried. Trustee Bergen referred to adoption of a plumbing Plumbing code as set up by The CiTy of Evanston; advice from attorney (Bldg. Dept.) states that such code By not be adopted by reference but must be reprinted for Mount ProspecT; plans for such reprinting are being made. Herein reproduced are two letters, one from the Superintendent of Building To The Village Attorney, the other the reply from the AtTorney: September 30, 196~ Dear Mr. Hofert: Salvatore Di Mucci Jr. has submitted an application to construct October 13, 1964 10 twelve-unit buildings on the south side of Cotton- wood Drive between Robert Drive and Church Street. According to the plans submitted he does not meet our present R-~ zoning which requires 2000 sq. ft. of land area per unit. The plans show 1,475 sq. ft. of land per unit. Our present ordinance requires 600 sq. ft. minimum per unit and the plans show thattthe basement apartments c -- contain 588 sq. ft. per unit. The units on the upper floors do meet the 600 sq. ft. requirement. I sm holding up ~he approval and issuance of the butldin~ permit ~ntil I set a legal opinion from you as to whether he must follow our new zoning ordinance of if he has a pre-annexation ~gresment with the Village allowing him to build according to ou~ old ordinance. Reply: October 10, Building Department Gent&~men: Please he advised that in my opinion there is a pre-annexation agreement between the Village and Salva- tore Di Mucci, which agreement would keep in force the prior R-4 regulation of 1~00 sq. ft. per unit, and which regulation is to apply instead of the 2000 sq. ft. regulation. This agreement would terminate on or before May, 1967. E. C. Hofert, Village Attorney The members of the Board accepted the opinion of the Village Attorney with no objection. President Schlaver directed the Chairman Payroll of the Finance CommitTee, Trustee Bruhl, to bring out of committee recommendation for hiring of Public Adminis- tration Service to make job and pay classifications for the Village. Trustee Bruhl said that his committee's work had been slowed hy the absence of Trustee Phillips. Trustee Ekren, seconded by Trustee Bruhl, Res. 25-64 m~ed for the adoption of Res. 25-6~: Herman Meyn NOTING THE PASSING OF HERMAN MEYN, FORMER PRESIDENT OF THE VILLAGE BOARD WHEREAS, Herman F. Meyn served for eisht years as President of the Village Board from 1929 to 1937 and was the second president of the Village, AND WHEREAS, we as Trustees are~conscious of the m~ny and lasting contributions he has made to the order- -- ly development of the community, steering~its course through the storms of the ~reat Depression~ · AND WHEREAS, he has been known to all who knew him as a man of honest character as rugged as his physique, whose passing at age 74 is mourned hy ~hem, NOW, THEREFORE, BE I~ RESOLVED hy the Board of Trustees of the Village of Mount Prospect assembled that there he spread on the permanent records of the Village this puhllc acknowledgment of the unselfish service of the departed Herman F. Meyn; AND BE IT RESOLVED FURTHER that the October 13, 1964 sympathy or,he Village for his bereaved family be hereby expressed and that a copy of this resolution be forwarded to his widow, Ida. This motion carried by acclamation; duplicate original copy signed by all trustees to be presented To Mrs. Meyn0 Trustee Bruhl commended Zoning Chairman Zoning, 196~ Eugene Martin on his report regarding district zoning meeting held in the Loop at the Pick-Congress Hotel at the end of September. Mr. Wm. R. Natouseck, 16 North Waverly, Matousek complaint asked That investigation be made regarding dumping in The industrial section near his home. President $chlaver read the following Electrical Commissio] letter from H. G. Appleby: Dear President Schlaver: In order that the statutory requirements may be complied with and in order That The Electrical Commission may be fully and properly constituted, I recom- mend t~aT you appoint Joe Pecoraro "Chief Electrical Inspector" to succeed Mr. Carney. Respectfully submitted, H. G. Appteby, Village Manager President $chlaver Thereupon appointed Mr. Pecoraro "Chief Electrical Inspector" and asked for The concur- rence of the Board. Trustee Bergen~ seconded by Trustee Casterline~ moved to concur with The appointment of the President as shown above, and this motion carried by acclamation. Mr. Raidy of the Country Club Terrace Traffic Homeowners read letter requesting the Board To take immediate Hwy Division action to alleviate traffic hazard at LonnquisT on the east s~ side of Hwy. 8S~ asking also why the south half of Lonn- quist at that point is not paved. Mr. Appleby replied that .Th~ portion had never been dedicated, and That The land must be purchased or condem~ed, now part of the KoesTer estate. Trustee Bruhl stated he had had several discussions with Mrs. KoesTer regarding this and would try for an agreement. The members of The Board Told Mr. Raidy that they knew The pro- blams at this area wery well and were trying to solve them. Trustee Bruhl, seconded by Trustee Bergen, Water moved that the bonds and checks of all but the 2 lowest bidders for water mains for which bids had been received be ~eleased.
