Upon roll call: Ayes: Bergen Bruhl Bickley Casterline Phillips Ekren Motion carried. Trustee Caterline, seconded by Trustee Bruhl, moved that contract for tree trimming be awarded to Nels Johnson Tree Trees Experts, Inc. for the next year. Upon roll call: Ayes: Bergen Bruhl Bickley Casterline Phillips Ekren Motion carried. Mr. Nels Johnson thanked the Board for accepting his bid and stated that he expected To carry on the work to the best of his ability as he had done in the past. Trustee Casterline read letter from Salvatore Di Mucci as follows: October 2, 1963 Di Mucci alley behind duplex To the P~esident and Trustees of the Village Board Village of Mount P~ospect, Ill. Gentlemen: You are hereby advised that I, Salvatore Di Mucci, will pay for the paving of the alley behind the ~uplex apartment October 8, 1963 lley paving buddings located at 403-455 South Elmhurst Road, in accordance Di Mucci with the plans and specifications of E. N. Fletcher, Engineers, for this work. Very truly yours, Salvatore Di Mucci Mr. Salvatore Di Mucci assured the Board verbally that he would have the alley paved by hired contractor within a very short time, asking about overhanging bushes from neighboring lots; he was assured that the Village would ask the owners to cut back the bushes ~o allow workmen to do their job. Tmustee Casterline, seconded by Trustee Bruhl, moved that the Di Mucci proposal Deferred to in the foregoing letter be approved and that permission be granted to pave the alley as proposed, with waiver by the Village of regular alley paving requirements for service alleys, as this is for residential use only. TrusTee Bickley asked that the item of Go Kart Drag P61ice Strip be removed from the Police Committee agenda, as his com- mittee had been unable To find a place to set it up. This was done. Trustee Bickley asked that the maTTer of agreement Boundaries with Arllng~on Heights regarding southwestern boundary be given to his commit~tee until after meeting had been held with them. So referred. Trustee Bickley, seconded by Trustee Ekren, moved ~o Police refund the $25 deposit paid for license fee for loudspeaker used aT Republican rally held aT the High School. This motion carried by acclamation. Trustee Phillips, seconded by Tmustee Ekren, moved for the passage of ~d. 938: Ord. 938 Water users AN ORDINANCE AMENDING SEC. 23.103 of the MUNICIPAL CODE. TrusTee Ekren asked Attorney Hofert his opinion of Villa Sweden the contract purchaser for the property on the north side of proper~y Rand Road across from Shoppers World; Mr. Hofert replied that Mrs. Olga Beckman appears to be a sincere and capable person, has good financial resources, and desires To erec~ a good res- taurant, perhaps later a gift shop. Trustee Ekren, seconded by T~ustee Phillips, moved Ord. 939 for the passage of O~d. 939: Villa Sweden zoning AN ORDINANCE AMENDING THE VILLAGE ZONING ORDINANCE RELATING TO PROPERTY COMMONLY KNOWN AS VILLA SWEDEN October 8, 1963 Upon roll call: Ayes: Bickley Bruhl Bergen Ekren Casterline Phillips Motion carried. Trustee Ekren read the following letter from the Plan Commission: Green Acres Unit 3 "The Plan Commission ~o whom was referred the attached Plat of G~een Acres Subdivision, Unit #3, recommends that the plat be approved. Respectfully submitted, A. C. Dresser, Chairman H. G. Appleby, Secretary" T~ustee Ekren, seconded by Trustee Casterline, moved that the President and Clerk be authorized to sign plat of sub- division of Green Acres, Unit 3. Upon roll call: Ayes: Bickley Bruhl Bergen Ekren Casterline Phillips Motion carried. Trustee Ekren read memorandum from E. F. Martin, Chair- Zoning code man of the Zoning Board and J. E. Wax, Chairman of Architectural Committee as follows: "To avoid the undesirability of outside stairs and vestibules, we recommend that there be added to the wording of the paragraph re "Floor Area of s Building" so as to exclude Stair wells and vestibules. "We further recommend that there be added to the wording of the paragraph "Basement" so as to exclude living areas." Trustee Ekren, seconded by Trustee Bickley, moved that the Vil- lage Attorney be directed to draft the above-suggested revisions for the R-4 classification, to be submitted to the Judiciary Committee for ~helr study and recommendation. This motion carried by acclamation. Trustee Bruhl, seconded by T~ustee Bergen, moved for the passage of Res. 38-63: Res. 38-63 Newspaper A RESOLUTION WHICH EQUALIZES THE DOLLAR AMOUNT OF notices LEGAL NOTICES TO BE PLACED IN THE TWO LOCAL NEWS- PAPERS Upon roll call: Ayes: Bickley BruhN Bergen Casterline Ekren Phillips Motion carried. Trustee Bruhl, seconded by T~ustee Phillips, moved to Glenview- direct the Treasurer to refund the sum of $943.75 which remains in Westbrook the Glenview-Westbrook Country Club Terrace Second Addition Emcrow Country Club for engineering, supervision and inspection of. water mains, sewers, escrow e~c. to Mr. R. October 8, 1963 Telephones Trustee Bruhl read the following letter from Illinois Bell Telephone CompanY; September 16, 1963 Dear Mr. Appleby: With respect to our conversation regarding the installation of public outdoor telephone booths on Village property, I am presenting this application for the installation of two booths. The fiPs~ location being alongside the Fire Department entrance in fPon~ of the Village Hall. The second is a walk-up type telephone installation ~o be located adjacent to St. Raymonds Church parking lot, where Route 83 turns into South Elmhurst Avenue. Father Coggin of St. Raymonds is very mush in favor of having this type of service available To parishioners and the general public. It is understood, that ou~ company will send the Vil- lage of Mount Prospect a commission check of 17 1/2% of all monies collected, excluding Tax. The cleaning and lighting of the telephone booths is the responsibility of the Village. The commission check will mope than pay for the lighting expense and yield a profit to the Village~ not to mention the added service you will be extending to the citizens of Mount Prospect. May I have your concurrence as soon as possible so that arrangements can be made to provide, this service. Yours truly, F. A. Walter Public Coin Promotion Trustee Bruhl, seconded by Trustee Casterline, moved to recom- mend that phone booths be installed at St. Raymond's pamking lot and the Village Hall as outlined in above memorandum. This motion carried by acclamation. Tmustee Bruhl explained that sidewalk should be in- Parking lot stalled by the Village from the public parking lot to allow sidewalk commutems who have parked their cars to walk ovem To the train, and that a strip 252 feet long for a width of 17 1/2 feet was needed for sidewalk and parkway; this piece of land had been appmaised aT fair value of $~400 by Raymond Wright. Trustee Bruhl, seconded by Tmustee Bergen, moved to direct the Village Attorney to tmansmit an offer to Mr. Arthum Boesche in the amount of $4~00 for p~:hase of property along the east side of Maple Street. T~ustee Bmuhl, seconded bY Trustee Ekren, moved to Parking lot authorize signs to be erected in new Maple Street parking, lot, ~-~ to be the same size as signs in the Railroad pa~king lot~ show- lng daily rates, with Saturdays and Sundays free; also to authorize erection~ of signs in Railroad lot informing commuters that additional parking is available at the new Village parking lot on South Maple. This motion carried by acclamation. Discussion was held by the Board Pegarding hiring of man to take care of the parking lots and meter repai~; collec- tions are still to be made by the Police Department. This matter was referred to the Police and StPeet Departments to be repomted by next Tuesday. October 8, 1963 Cook County Trustee Bruhl, seconded by T~ustee Bergen, moved that Water Company Cook County Water Company be paid their pro rata share of water and sewer collections taken from Hatlen Heights before consummation of purchase: Water $1,271.03 Sewer $ 200.00 Upon roll call: Ayes: Berge~ Bruhl Bickley Casterline Ekren Phillips Motion carried. Trustee Bruhl, seconded by Trustee Phillips, moved to Finance direct the Village Manager to release Warrant Nos. C-4288 and C-4289 for payment to Consoer, Townsend ~ Associates for their work as authorized by the Village for the examination of plans and specification for public improvements for Elk Ridge Villa Unit #3 and the shopping center at Golf and Rte. 83, and To refer the question of collectibility of these bills to the Village Attorney for his written opinion. T~ustee Bergen read the following letter from the Junior Chamber of Commerce: October 4, 1963 Signs Gentlemen: The Mount Prospect Junior Chamber of Commerce requests permission To erect two organizational signs on the property lo- cated on the northeast corner of Rtes. 83 and 58 and the southeast corner of Rte. 83 and Euclid Avenue. The signs are the standard organizational signs measuring 2 ft. x 3 ft. of sheet steel con- struction To be erected on posts no higher than 6 ft. 6 inches from ground level. It is our understanding that the property au Rtes. 89 and 58 is owned by the Village, consequently ou~ request covers both erection in compliance with Village ordinance and Village permission. The sign to be erected au Rte. 83 and Euclid Avenue will be on the property of Randhurst Corporation from whom permission has been obtained subject to your approval. Very truly yours, Richard D. Hughes Mount Prospect Junior Chamber of Commerce October 8, 1963 Trustee Bergen, seconded by T~ustee Bickley, moved that the Signs Mount Prospect Junior Chamber of Commerce be permitted to erect two signs as described above at Rte. 83 and 58 and at Rte. 83 and Euclid, and that sign permit be waived. Upon roll call: Ayes: Bickley Bruhl Bergen Casterline Ekren Phillips 'Motion carried. Manager Appleby explained that production had dropped Well 2 from Well 2 after cleaning from 100 to 85 gpm; J. P. Miller Artesian Well Company explained that bowls should be rebushed, pipes cleaned, shaft for tube cleaned, motor cleaned and two pieces of column pipe replaced~ which would amount to a cost of $816.80. It was further suggested that by adding three stages and lowering the depth the well would produce 120 gpm at 140 feet. The total cost of examination, labor and parts would come to $1,415.60~ and it was estimated that this cost would be re- paid in revenue in a short time. T~ustee Phillips, seconded by Tmustee Ekren, moved that repair of Well 2 be made pa~T of the well rehabilitation program~ and that contract be let to J. P. Tmustee Phillips explained That work of tunnelling Water under railroad track to install water conduit had been held up by lack of co-operation from Northwestern Railway. T~ustee Phillips, seconded by Trustee Bergen, moved that contract supplement in accordance with letter of October 8rd from Scully, Hunter & Scully be extended for thirty days from date of expira- tion to October 29th~ 1968. This motion carried by acclamation. Clearbrook Trustee Ekren, seconded by Trustee Casterline moved Estates that public impmovements in Clearbrook Estates be accepted. This motion carried by acclamation. Court Case Attorney Hofert reported that Court Case 60-S-17840, 60-$-173~0 Delgado vs. Village, had been dismissed without prejudice by Delgado Judge McKinlay. This is in regard to proposed nursing home in Centralwood Subdivision. Trustee Ekmen, seconded by Trustee Bickley, moved that County Zoning Village Manager Appleby send letter to the County Board of Appeals showing objections to petition in Docket #632, Ray Whlte~ and giv- ing indication of future passage of resolution by the Board in this regard. upon roll call: Ayes: Bickley Bru%l Bergen Ekren Casterline Phillips Motion carried.
