HomeMy WebLinkAbout09/03/1963 VB minutes MINUTES OF THE REGULAR MEETING OF THE BOARD OF TRUSTEES HELD ON SEPT. 3, 1963 President Schlaver called the meeting to order at 8:15 P.M. with the following members present: r611 call Bickley Bruhl Casterline Ekren Phillips Absent: Bergen Trustee Casterline, seconded by Trustee Phillips, moved for approval of the minutes of the previous meeting of August 20th minutes as submitted. Upon ~oll call: Ayes: Bickley Bruhl Ekren Casterline Phillips Absent: Bergen Motion carried. Trustee Bruhl, seconded by Trustee Phillips, moved for approval of the following bills: bills General $12,789.54 Motor Fuel Tax 825.62 Waterworks g Sewerage Fund 9,593.78 Waterworks g Sewerage Acqui- sition g Constr. Fund 12,694.64 S27,908.58 Upon roll call: Ayes: Bickley Bruhl Ekren Casterline Phillips Absent: Bergen Motion carried. Trustee Ekren referred to Zoning Case 62-33, Conti- Zoning Case nental Oil Co., reading again report from the zoning board as 62-83 shown in the minutes of August 6, 1963, and stating that Ralph Gross of Consolidated Traffic Engineering had looked into this matter again and was ready with his report, Mr. Gross stated that it was his opinion that the Village and immediate community would not suffer any undue traffic hazard from erec- tion of this auto laundry on Rand ROad; that he had gone into this matter with the company, who were willing to comply with his suggestions for traffic safety: to remove the presenz building and present gas pumps, use bituminous surfacing with clearly marked lanes, adequate but not over-abundant lighting and with the permission of the State, layout of decelerating lanes into and out of the place of business. Trustee Ekren, seconded by Trustee Phillips~ moved Annex. & Zoning to instruct the Village Attorney to draft an ordinance an- Continental Oil Co nexing the proper~y known as Lot 1 in Funk's Subdivision on Case 62-38 Rand Road zo the Village, and that the attorney also be in- structed to draft an ordinance rezoning this property zo with special use for auto laundry. Upon roll'call: Ayes: Casterline Ekren Phillips Nays: Bickley Bruhl Absent: Bergen Motion carried. September 3, 1963 Trustee Ekren, seconded by Trustee Bruhl, moved that the Village Attorney be directed to stipulate with the special use that there shall be allowed no left-hand turn either into or out of Rand Road. The above motion carried by acclamation. Trustee Bruhl, seconded by Trustee Casterline, moved Parking lots that bids for installation of parking meters in public parking lots be opened. This motion carried by acclamation. - The bids were read by the Clerk as follows: 1. Duncan Parking Meter 93 double meters 835 N. Wood St. complete, delivered Chicago 22, Ill. and installed $10,203.96 4 single meters complete, delivered and installed $ 246.96 Guaranteed for 3 yrs., spare parts for year's main- tenance, cash discount, 5% - 60 days. 2. Rockwell Parking Meter Co. 93 double meters $10,856.00 Pittsburgh, Penna. 4 single meters 254.00 Guaranteed for one year, spare parts for yearts main= tenance, cash discount, 5% - 30 days 3. Magee-Hale Park-O-Meter Model K for 190 parking spaces ~-~ installed com- plete $10,921.50 Model KH for 190 parking spaces installed com- plete $10,541.50 Discount 5% - 60 days. Guarantee one year. Finance Director King, Engineer Ben Hemmeter and Police Chief Whittenberg were asked to go over the bids; upon returning they reported that their recommendation was to accept the lowest bid- der, Duncan Parking Meter Co. Trustee Bruhl, seconded by Trustee Bickley, moved ~o accept the proposal of Duncan Parking Meter Company at price as shown above. Trustee Bruhl, seconded by Trustee Bickley, moved for Ord. 930 passage of Tax levy ordinance, No. 930: Tax Levy AN ORDINANCE AUTHORIZING THE LEVY AND COLLECTION OF TAXES FOR THE CORPORATE AND MUNICIPAL PURPOSES OF THE VILLAGE OF MOUNT PROSPECT FOR THE FISCAL YEAR BEGINNING MAY 1, 1953 and ENDING APRIL 30, 1964. Upon roll call: Ayes: Bickley Bruhl Ekren Casterline Phillips Absent: Bergen Motion carried. September 3, 1963 Discussion was held regarding declaration of Water Rates builders of multi-family building nearing completion on East Condominiums Prospect that this is to be a condominium, wherein each apartment is owned privately. The owners of the apartments form a corporation to take care of the Pest or'the building and the grounds. The board pointed out that there was but one master water meter and envisioned possible difficulties in collection of water and sewer bills. Mr. Paul Vishny, attorney representing the builders, Matthies and Daley, Inc. stated that he would like to arrive at an equitable agree- ment with the Village in this regard and asked approval of final permit in time to allow the first families to move in on the October 1st deadline. Village Attorney Hofert promised that he would do what he could before the next meeting to see about changes in the ordinance that would take care of the water and sewer bill collection problem. Mr. Dudley Sullivan, attorney for Colonial Heights, asked that building permit be issued for house at 170~ Robble BuildinE Lane; this permit was refused on the grounds of non-conformance Colonial Hts. to the building code requiring that no more than two houses alike can be built in the same block. Mr. Sullivan also took issue with the validity of the ordinance and stated that the same problem would arise with house at 1709 Lincoln. Trustee Ekren pointed out that the Village court under Judge Gould had ruled that this ordinance was enforceable; if the builder desired to carry his case to a higher court he was free to do so. The Board expressed a desire to work out an agreement with Colonial Heights in the design of their elevations whereby it would not be necessary to secure a variation from the Board when certain problems arose. Trustee Ekren pointed out that this building was already committed for sale with completion deadline at hand. T~ustee Ekren~ seconded by Trustee Bickley, moved to grant variation to Colonial Heights to allow erection of building at 1704 Robbie Lane as shown on plans submitted. Upon roll call: Ayes: Bickley Casterline Ekren Phillips Nays: Bruhl Absent: Bergen Motion carried. Trustee Bickley asked that the Police Committee, Chief traffic Whittenberg, and Traffic Engineer Gross meet on September 28th. Trustee Bickley, seconded by Trustee Bruhl, moved to ad- Police vertise for bids on two police cars, same specifications as given for the previous cars. Upon roll call: Ayes: Bickley Bruhl Ekren Phillips Casterline Absent: Bergen Motion carried. Trustee Casterline, seconded by Trustee Bruhl, moved Street Dept. that authorization be granted to purchase two pieces of equipment vehicles for the Street Department, an endloader for $1~,113 - - - which is available on lease-purchase plan - - S392 in 35 payments for 36 months with $1 option price after las~ payment; and a 16-inch chipper for $3,350 including freight and trade-in. Upon roll call: Ayes: Bickley Bruhl Ekren Phillips Casterline Absent: Bergen Motion carried. September 3, 1963 Weller Creek T~ustee Casterline, seconded by T~ustee Phillips, bridge repair moved tha~ footbridge across Weller Creek at Main Street be repaired a~ once. Trustee Ekren, seconded by Trustee Bickley, moved BuildlnE - to proceed with repair of heating system in the Police De- Municipal partment. Upon roll call: Ayes: Bickley Casterline Ekren Phillips Absent: Bergen Bruhl Motion carried. Trustee Bruhl left the meeting at 10:45 P.M. fence Question of erection of fence in front of model home at 1703 Rusty Drives Colonial Heights, was referred to the Building Committee; request ~o keep present fence a~ Robert Drive and Golf Road until model homes are sold (DJ Mucci's Elk Ridge Villa) was referred to the Street and Build- ing Committees. Taxes Trustee Ekren, seconded by Trustee Bickley, moved tha~ the Village Attorney be authorized to handle the Vil- lage's ~ax objections of 1958, 1959 and 1960. This motion carried by acclamation. American Lutheran Trustee Ekren, seconded by Trustee Phillips, moved ~o waive the regular wa~er hook-on fee for the American Luth- Church eran Church at Golf and Wapella.
