BOARD OF TRUSTEES HELD ON AUGUST 20, 1963
President Schlaver called the meeting to order at 8:14 P.M.
with the following members present:

Trustee Bruhl, seconded by T~ustee Bickley, moved for
approval of the minutes of the previous meeting of August 6th, as
corrected, minutes

Trustee Bruhl, seconded by Trustee Casterline, moved for
approval of the following bills: bills

Motion carried.
Trustee Bergen stated that he had a request for a sign sign
variation from the Family Delicatessen at 35 S. Main Street and
that they be granted the variation of 60" overhang instead of a
48" overhang over public property as allowed in Section 9.301,
Paragraph "B". This is to be bolted to existing A frame structure
on roof. This is a variance of Section 9.304, Paragraph "E".
Trustee Bergen, seconded by Trustee Bruhl, moved for
approval of variance to allow the erection of 60" overhang of
sign to be bolted to existing A frame s~cture on roof at the
Family Delicatessen at 35 S. Main Street.

Trustee Bergen also stated that he had a request from James Building
Tierney of 644 Maple Court as to whether or not the Village could
adopt an ordinance requiring covers for window wells. This sugges-
tion was referred to the Building Committee for study.
Trustee Bruhl, seconded by Trustee Bickley moved to accept Finance
the monthly financial report of July 31, 1963~ as submitted, subject Audit
to annual audit.

Zoning T~ustee Phillips reported for the Judiciary Committee on
Case 63-16 Case 63-16 Di Mucci et al, requesting mezoning of property in
Centralwood Subdivision from B-3 to R-4 and vacation of certain
streets.
Trustee Phillips, seconded by Trustee Bruhl, made a mo-
tion that the Board concur with the Zoning Board of Appeals to
deny the request for rezoning of property in the Centratwood
Subdivision f~om B-3 to R-~ and also vacation of certain streets.

Trustee Phillips, seconded by Trustee Bickley moved for
Res. 35-63 the passage of Resolution 35-63.

A RESOLUTION AUTHORIZING THE ACCEPTANCE OF A DEED
This is for two parcels of land in Elk Ridge Villa Unit No. 1 con-
veyed to Mount Prospect by Pioneer Trust and Savings Bank for a
Fire station.

Trustee Phillips read the following letter:

Well 8 August 12, 1963
President and Board of Trustees
Re: No. 8 well - Hatlen Heights
We have conferred with Mr. Schlaack of J. P. Miller Artesian Well
Co. concerning the rehabilitation of the pump for the subject well.
Heretofore a setting of 700 feet to top of turbines has been discussed.
However, experience.~with severe decline in artesian levels during the
June to mid-July drought of 1963 leads us to the conclusion that
it would be best if this pump were to be set at 800 feet.
This will add 100 feet of coated column, stainless steel shaft and
wrapped tube at the unit prices heretofore quoted by the Contractor.

s water levels decline toward this setting in near future years,
consideration should then he given to adding a booster pump at
the surface, thus postponing the necessity Df replacing some of
the bowls with high pressure bowls and replacing the well pump
motor and starter with higher horsepower items.
It is our recommendation that the 800 foot setting be authorized.

motion to lower the pump in Well No. 8 (Hatlen Heights) to 800 Well 8
feet instead of the original 700 feet as per Mr. Lewis' letter
dated August 12, 1963.

Mr. Dudley Sullivan, attorney for Colonial Heights Sub- Colonial Hts.
division asked about his request of last meeting at which time
he appealed verbally for issuance of building pezlnit, and it was
refer~ed to the ~udiciary Committee. They said that they would
report on it at this meeting. Trustee Phillips stated that they
were waiting for Judge Gould's decision on s similar case before
they decided on this. The Board assured Mr. Sullivan they would
report on this at the next meeting when more of the Board members
would be present.
Trustee Bickley reported that there would be a police Police
show au Randhurst September 26, 27 and 28. Our police would at-
tend and show scientific equipment being used for crime detection.
Trustee Bickley showed the new type of fluorescent belt for the
crossing guards. He reco~ended that Mr. Gross include Highland
Avenue from Main to Fairview in his traffic study.
Trustee Bickley, seconded by Trustee Phillips, made a
motion that $90.00 be authorized for three men to attend a ~lice
school at the University of Illinois.

Trustee Bickley stated that a spot had been reserved at
the FBI school at Washington D. C. for one officer to attend.
Trustee Bicktey, seconded by Trustee Bruhl, moved that the
following screening plan be adopted in selecting the candidate for
theFBI school:
1.The Chief would name four (~) with the following
qualifications:
1. Must ha~e at least 5 years of service or
morel
2. Must be physically fit.
3. Must be between 25 and 50 years of age.

4. Must be destined for supervisory capacity
and able to pass on information to Other
2. Each of the Lieutenants would name three (3) who
they thought were qualified.
3. The Chief, the two Lieutenants and the Police
committee would make up a written examination.
Those receiving the five highest grades in the exam-
ination would appear before theChief and the Police Committee
for an oral examination. They would then pick the man to go.
4. The candidate would then be required to sign an
agreement which the attorney ,would draw up stating that he,would
stay with the Mount Prospect Police force for at least three
years.
The motionwas carried unanimously.
l~esident Schlaver read the following Proclamation:

WHEREAS, all School children in this community will be
returning to their regularly scheduled classes following the
summer vacation period; and
WHEREAS, many of these children will be entering upon
a new adventure, their first day of:school; and
WHEREAS, many motorists might forget or not be aware
that schools again are in session; now
THEREFORE, I, Clarence O. Schlaver, President of the
Village of MOUnt Prospect~ Do hereby proclaim September 3, 1963
School's Open Day in Mount Prospect~ and urge That complete co-
operation be given to school and police officials and school
children this day, and every day throughout the school year~ to
insure safety for our children as they travel to and from their

Paving Trustee Casterline read a memorandum from Village
E. Lincoln Engineer Hemmeter regarding the paving of Lincoln Avenue between
Maple Street and School Street quoting the following bids:
Milburn Brothers $13,578.00
Rock Road 1~000.00
Skokie Valley 14,300.00
Arcole Milw. l~,qg0.00
Plus 6% for engineering fee done by Weber's Architect -
Village's share $t,250~ Park Board $7,550. :
Trustee Casterline, seconded by Trustee Bruhl, moved
that the Village concur approval of the bid to Milburn Brothers
and authorize Richard Jesse, Assistant Treasurer, to enter into
this contract on behalf of the Village.

to approve the expenditure of $600 for a new lawn mower for the vehicles
street department.

T~ustee Casterline stated the Board was not unhappy
with the work of Nels Johnson in the tree trimming program but Trees
that for the 1963-1964 program, they would take bids from various
companies, So that the most effective and economical plan could '
be obtained.
A resident inquired as to the paving of several short Special
streets intersecting Mount Prospect Road. Trustee Casterline Assessment
stated this was being studied at the present time along with Paving
sidewalks and curbs. If a recommendation is made to the Board
that this be included in a Special Assessment program, the people
involved will be called together in a meeting for consideration.
President Schlaver stated that Gov. Kerner had vetoed Weller Creek
the part of the Weller Creek Bill that referred to Mount Pros-
pect, but we would still continue to try to something about it.
President Schlaver read from a letter he had received Iversen
from Earl G. Iverson, 700 SeeGwun, asking that the Village put- Triangle of
chase the triangular piece of property at Rte. 83 and Lincoln land
for $2500. This was referred to the Finance Committee.
Mr. Paul ~ishney~ representing Mathles and Daley, Water and sewer
Builders, asked for variation to allow common water and common
sewer facilities for their condominium apartments on Prospect
Avenue. They asked if they could appear before the Building
Committee to discuss this with them. They were assured by Trus-
tee Bergen that they could.
Mr. Joe Moore of 616 N. Prospect Manor asked about Sewer drains
the flooding conditions in his area. President Schlaver stated Metro. Sanitary
that Mr. Bradish of the Metropolitan Sanitary System had pre- System
mised him that he and another representative of the system would
be at the Board Meeting to answer their questions but he was
very disappointed that they were not here. President Schlaver
said he would talk to Mr. Bacon of the Metropolitan Sewer System
and see what could be done and also why the men were not at the
meeting.
Mr. Lloyd Norris read figures from Bell Savings g Building
Loan Association showing the average price per home being built
in Mount Prospect in July, 1963 was lower than in surrounding
areas. Trustee Bergen explained that most of the homes being

built in Mount Prospect now were in areas where lower price homes
were being built by two builders who did not have much overhead.
One of the builders to the south was given some of these conces-
sions whew his area was annexed to the Village over a year ago,
and was done by ordinance with the approval of the whole board~
Mr. Jack Keefer of the Centralwood area asked that
Building the Board give some consideration to increasing the square foot-
age lot requirement for each unit from i~0D square feet to 2000
square feet per unit. President Schlaver referred this To the
Building Committee.
Mr. Keefer expressed appreciation on behalf of the
Centralwood Sub
Centrslwood Subdivision for the consideration by the Board
and for listening to their problems.
The meeting was adjourned by acclamation at 10:20 P2M.
