MINUTES OF A HEG'TLAR MEETING
OF TEE PRESIDENT AND BOARD OF
TRUSTEES HELD IN THE MUNICIPAI:
BUILDING, MOTTNT PROSPECT, ILTINOIS
ON TUESDAY, JUNE 2 1953.
The meeting was called to order by President
Lams, at 8:10 P.M. The Clerk was then directed to call
the roll. On roll call the following Trustees answered
"Present:" Trustees Coutts, Hinrichs, Ibbotson, Lange,
Viger, and Wilson. Absent:None.
A motion was made by Trustee Viger, seconded by
Lange, that the Clerk be authorized to open the bids
received on Contract No. 2 for 1953 Water Works Improvements.
The motion was voted upon by acclamation, whereupon the
President declared the motion carried.
P" The Clerk then opened the bids submitted, as
tabulated below:

344 A motion was then made by Trustee Viger, seconded
by Coutts, that all of the bids be referred to the Village
Engineers for a complete tabulation and report at the
June 9th meeting. The motion was voted upon by acclama-
tion, whereupon the President declared the motion carried.
0 motion was made by Trustee Coutts, seconded by
Ibbotson, to authorize the Clerk to retain the checks
which accompanied the bids submitted by the three low
bidders: 1) Keno Construction Co., Inc.; 2) Collins and
Wi &son, Inc.; 3) W. -M. Corp.; and to return the checks and
bid bonds to the unsuccessful bidders. The motion was
voted upon by acclamation, whereupon the President declared
the motion carried. mg
The Clerk then read the minutes of the regular
meeting of May 12, 1953. A motion was made Trustee
Wilson, seconded by Lange, that the minutes be approved as
read. The President put the question and the Clerk called
the roll with the following results: Ayes: All; Nays: None
Thereupon the President declared the motion carried.
A motion was then made by Trustee Viger, seconded
by Wilson, that due to a slcrtage of water sprinkling be
permitted only as follows until further notice: North of
Northwest Highway, Monday, Wednesday, and Friday between the
hours of 7:00 to 9:00 P.M. South of Northwest Highway,
Tuesday, Thursday, and Saturday between the hours of 7:00
to 9:00 P.M. No sprinkling to be allowed on Sunday. The
President put the question and the Clerk called the roll with
the following results: Ayes: All; Nays: None. Thereupon
the President declared the motion carried.
A motion was then made by 'Trustee Viger, seconded
by Lange, to authorize the expenditure of two hundred and
fifty dollars ($250.00) payable to the Production Instrument
Company and also the installation of a fire hydrant at the
intersection of Central Road with the easement as considera-
tion for said easement, to be granted by the Production 0.
Instrument Company. The President put the question and
the Clerk called the roll with the following results: Ayes:
All; Nays: None. Thereupon the President declared the
motion carried.
A motion was made by Trustee Viger, seconded by
Hinrichs, that the Village Attorney be authorized to
prepare an Ordinance covering the easement to be granted
by the Production Instrument Company. The Pres1dt t put
the question and the Clerk called the roll with the follow-
ing results: Ayes: All; Nays: None. Thereupon the Presi-
dent declared the motion carried.
A motion was then made by Trustee Viger, seconded
by Coutts, to accept the Revisions of Contract No. 1, 1953
Water Works Improvements, as shown on sheet 50 -75 hevision
dated May 19, 1953 by Consoer, Townsend, and Associates,
and revision dated May 20, 1953, by Santucci Construction
Company on sheet No. 50 -75. The President put the question
and the Clerk called the roll with the following results:
Ayes: All; Nays: None. Thereupon the President declared
the motion carried.
A motion was made by Trustee Viger, seconded by
Lange, to retain Mr. William Mulso as resident inspector
at a rate of fifteen dollars ($15.00) a day on the 1953
Water Works Improvement Contract No. 1, for a total cost
not to exceed two hundred and sixty -five dollars ($265.00)
The President put the question and the Clerk called the
roll with the following results: Ayes: Trustees: Coutts,
Hinrichs, Ibbotson, Lange, Viger. Nays: Trustee Wilson.
Thereupon the President declared the motion carried.
A motion was made by Trustee Coutts, seconded by
Lange, that the President and Village Clerk be authorized
to execute the Contract with the Barrington Trucking
Company for monthly trash removal from the Village for the
sum of eight hundred and eighty dollars ($880.00) covering
the period from June 1, 1953 to April 30, 1954. The
June 2, 1953
President put the question and the Clerk called the roll 4 5
with the following results: Ayes: Trustees: Couttd, Hinrichs
Ibbotson, Lange, and Viger; Nays: Trustee Wilson. There-
upon the President declared the motion carried.
Summons No. 53C 7925 Circuit Court of Cook County
and Summons No. 53S 8521 Superior Count of Cook County
were then read. A motion was made by Trustee Hinrichs,
seconded by Coutts, to authorize the Village Attorney to
file an appearance and answer on behalf of the Village.
The motion was voted upon by acclamation, whereupon the
President declared the motion carried.

A letter dated May 18, 1953 from the Mt. Prospect '
Plan Commission regarding the
g g proposed Dan Serafine sub-
division to be located on the east side of Maple btreet
between Thayer treet and Eenry Street was then read.
A motion was then made bj: Trustee Hinrichs, seconded
by Coutts, that the Plat of the 6 erafine Subdivision be
approved upon the condition that Mr. berafine deposit the
sum of five thousand dollars ($5,000.00) as security to
put in improvements affecting his side of the property, as
provided by Official Plan Ordinance, this amount to be
adjusted after procuring the Village Engineers estimate of
cost. The President put the question and the Clerk called
the roll with the following results: Ayes: Trustees Coutts,
Hinrichs, Ibbotson, Lange, and Viger. Nays: Trustee Wilson.

A letter from the Mount Prospect Plan Comrission
dated May 20, 1953 regarding the preliminary plans for the
proposed Kim Builders, Inc. Subdivision, to be located
adjacent to Mount Prospect at the Northeast corner of Busse
Road and Lincoln Avenue and east to yeller Creek, was then
read and placed on file.
A motion was made by Trustee Hinrichs, seconded
by Viger, that the Village Attorney be authorized to file
a declaratory suit against the County of Cook, pertaining
Le to our Village Plan. the President put the question and
the Clerk called the roll with the following results: Ayes
All; Nays: None. whereupon the President declared the
motion carried.
The annual report of the Mount Prospect Public
Library for the year ending April 30th, 1953 was then read.
The motion was made by Trustee Coutts, seconded by Hinrichs
tlat the report be accepted and placed on file. The motion
was voted upon by acclamation, whereupon the President
declared the motion carried.
A motion was made by Trustee Lange, seconded by
Viger, that a night Police Clerk be hired at a salary of
$150.00 per month in order to make available 24 hour direct
service in the Municipal Building, beginning June 1, 1953.
The President put the question and the Clerk called the roll
with the following results: Ayesi All; Nays: None. there-
upon the President declared the motion carried.
The annual report of the Police Pension Fund
for the year ending April 30, 1953 was then read. A
motion was made by Trustee Lange, seconded by Wilson, that
P^ the 1 Leport be accepted and placed on file. The motion was
voted upon by acclamation, whereupon the President declared
the motion carried.
A motion was made by 'Trustee Linrichs, seconded
by Lange, to submit the preliminary plat of the second
Serafine Subdivision to the Plan Commission for their study
and recommendation. The motion was voted upon by acclamation
whereupon the President declared the motion carried.
A motion was made by Trustee Wilson, seconded
by Lange, to request the Village Engineers to take the
necessary steps to include fully actuated stop and go lights
at Central Road and Main Street, in the 1953 program covered
by Motor Fuel Tax Funds. The President put the question and

the Clerk called the roll with the following results:
Ayes: All; Nays: None. Thereupon the President declared
the motion carried.

of the Special Census, taken as of April 22, 1953, the
population of the Village of Mount Prospect, County
of Cook, State of Illinois, was 6,113.
The population was distributed as follows:

There being no further business to come before
the Board a motion was made by Trustee Lane, seconded by°
Hinrichs, that the meeting be adjourned. he motion was
voted upon by acclamation, whereupon the President declared
the motion carried and the meeting regularly adjourned.
