MINUTES OF A REGULAR MEETING
OF THE PRESIDENT AND BOARD OF
TRUSTEES, HELD IN THE MUNICIPAL
BUILDING, MOUNT PROSPECT, ILLINOIS
ON TUESDAY, SEPTEMBER 8, 1953
The meeting was called to order by President
Lams at 8:10 P.M. and the Clerk was then directed to call
the roll. On roll call the following Trustees answered
"Present:" Coutts, Hinrichs, Ibbotson, Viger, and Wilson.
Trustee Lange was absent.
The Clerk then read the minutes of the regular
meeting of August 11, 1953. A motion was made by Trustee
Hinrichs, seconded by Coutts, that the minutes be approved
as read. The President put the question and the Clerk
called the roll with the following results: Ayes: All;
Nays: None. Thereupon the President declared the motion
carried.
September 8, 1953
3 5 8 The Clerk then read the Treasurer's Report for
the period ending August 31st, 1953. 2i motion was made
by Trustee Coutts, seconded by Wilson, that the report be
approved and placed on file. The President put the question
and the Clerk called the roll with the following result:
Ayes: All; Nays: None. Thereupon the President declared
the motion carried.
A motion was made by Trustee Wilson, seconded by
Hinrichs, that the Special Assessment Report be approved
and placed on file. The motion was voted upon by acclamation
whereupon the President declared the motion carried.
A motion was made by Trustee Wilson, seconded by ,,,%
Ibbotson, that the bills for the month of August as
approved by the Finance Committee be approved for payment.
The President put the question and the Clerk called the
roll with the following results: Ayes: All; Nays: None.
Thereupon the President declared the motion carried.
A motion was then made by Trustee Wilson, seconded
by Hinrichs, that the bill in the amount of one hundred
and ninety dollars and seventy -three cents ($190.73) from
Busse Motor Sales Incorporated for repairs to trucks and the
bill for twenty six hundred, sixty -six dollars and fifty -
eight cents ($2666.58) from J.P. Miller, Artesian Well
Company, for a spare motor and accessories as a stand -by at
No. 4 well be paid inmediately. The President put the
question and the Clerk called the roll with the following
results: Ayes: All; Nays: None. Thereupon the President
declared the motion carried.
A motion was made by Trustee Wilson, seconded by
Hinrichs, to authorize the purchase of two one thousand
dollar Municipal Building Bonds, due January first, 1966,
for a total cost of eighteen hundred, fifty -eight dollars
and fourteen cents. ($1858.14) including interest accrued
to July First 1953. The President put the question and the
Clerk called the roll with the following results: Ayes: A11; __
Nays: None. Thereupon the President declared the motion
carried.
Summons No. 53S 12546 and 53S 12449 Superior
Court of Look County, and Summons No. 53C 12949 Circuit
Court of Cook County were then read. It motion was made
by Trusyee Hinrichs, seconded by Wilson, that the Village
Attorney be authorized to file an appearance and answer on
behalf of the Village. The motion was voted upon by
acclamation, whereupon the President declared the motion
carried.
A motion was made by Trustee Hinrichs, seconded
by Viger, to refer the revised plats of Alfini's First
and Second Additions to Mount Prospect to the Plan Commission
for their study and recommendations. The motion was voted
upon by acclamation, whereupon the President declared the
motion carried.
A motion was made by Trustee Coutts, seconded
by Hinrichs, that Mr. R.P. Schaffer, of 720 S. Elmhurst
be instructed to cease immediately the use of public property
south of Lonnquist Parkway paving, immediately west of
Elmhurst Road, for private parking, and that the Village
remove gravel placed b y others and restore the parkway '"""'
to its original condition. The motion was voted upon by
acclamation, whereupon the President declared the motion
carried.
A motion was made by Trustee Viger, seconded
by Coutts, to refer the additional information, submitted
by the Matisa Equipment Corp. to the plan commission for
their study and comments. The motion was voted upon by
acclamation, whereupon the President declared the motion
carried.
The Clerk then read a letter dated August 27th
together with a petition signed by 149 residents of Mount
Prospect, regarding the paving of Emerson Street, from
Central Road to Gregory Street. This petition was placed
on file. September 8

A motion was then made by Trustee Wilson, 359'
seconded by Ibbotson, that the appointment of Police
officer Fred Hedlund, be confirmed, effective August 15,
1953. The President put the question and the Clerk called
the roll with the following results: Ayes: All; Nays: None.
Thereupon the President declared the motion carried.
A motion was made by Trustee Wilson, seconded
by Ibbotson, to authorize the Street Department to
participate in the paving of Pine Street along that portion
affecting Village property, for a sum not to exceed
seven hundred and fifty dollars 0750.00) The President
put the question and the Clerk called the roll with the
following results: Ayes: All; Nays: None. Thereupon the
P"" President declared the motion carried.
A motion was made by Trustee Viger, seconded
by Coutts, to approve the plans and specifications as
submitted by the Fire Department for the addition to the
Fire Department quarters at the west end of the Municipal
Building. The motion was voted upon by acclamation,
whereupon the President declared the motion carried.
There being no further business to come before
the meeting, a_motion was made by Trustee Coutts, seconded
by Viger, that the meeting be adjourned. The motion was
voted upon by acclamation, whereupon the President declared
the motion carried and the meeting regularly ad }ourned.

A motion was then made by Trustee Coutts, seconded
by Hinrichs, that the appointments be concurred in. The
President put the question and the Clerk called the roll
with the following results: Ayes: All; Nays: None.
Thereupon the President declared the motion carried.
Trustee Wilson arrived and took his place at
9:07 P.M.

Trustee Hinrichs then read the results of a
poll that had been taken amols4 the residents on Lonnquist
Subdivision, regarding the use of Sunset Park, The motion
was then made by Trustee Hinrichs, seconded by Lange, that
the Park, known as Sunset Pa at the west end of Sunset
Road, between Hi -Lusi Avenue and Wa -Pella Avenue, be main-
tained as a garden park without playground equipment. The
President put the question and the Clerk called the roll
with the following results: Trustee Coutts passed; Trustees
Hinrichs, Ibbotson, Lange, and Viger voted Aye: Trustee
Wilson voted nay. Thereupon the President declared the
motion carried.
A motion was then made by Trustee Hinrichs,
seconded by Lange, to approve the Permit No. 1953 -113
from the Sanitary District of Cricago, for the construction
of an eight inch sanitary sewer by the Zenith Radio
Corporation, and that the Village President and Clerk be
authorized to sign the permit for the Village. The motion
was voted upon by acclamation, whereupon the President __
declared the motion carried.
The Clerk then read Resolution No 16 -53 entitled:
"A RESOLUTION TO FORECLOSE THE LIEN OF SPECIAL ASSESSMENTS."
This Resolution was referred to the Judiciary Committee
for their study.
The following petition for annexation was then
read, together with the accompanying letter.
