OF THE PRESIDENT AND BOARD OF
TRUSTEES, HMO IN THE MUNICIPAL
BUILDII\G, MOUNT PROSPECT, ILLINOIS
ON TUESDAY, JANUARY 5, 1954
The meeting was called to order by President Lams
at 8:20 P.M. and the Clerk was then directed to call the
roll. On roll call the following Trustees answered
"Present:" Coutts, Ibbotson, Lange, Viger, and Wilson.
Trustee Hinrichs was absent.
The Clerk then read the minutes of the meeting
held December 15, 1953. The motion was made by Trustee
Coutts, seconded by Lange, that the minutes be approved o
as read. The President put the question and the Clerk
called the roll with the following results: Ayes: All; woo
Nays: None. Thereupon the President declared the motion
carried.
V.A The following petition was then read:
To: The President and Board of Trustee of the
Village of Mount Prospect, Illinois.
Now come the Petitioners, ELMER F. GLEICH and
ELLEN M. GLEICH, his wife, of DesPlaines, Illinois, and
represents unto the corporate authorities of the Village
of Mount Prospect, Cook County, Illinois, that they are
the owners of record in fee simple of the following
described land and territory located in the County of
Cook and State of Illinois:
That part of the S.* of the S.W•4 of Section 12,
Township 41 North Range 11 East of the Third Prin-
cipal Meridian, lying East of the Center line ex-
tended 'South of Emerson Street as laid out in
Prospect Highlands, being a subdivision of theWesterly
379.40 feet of the E.k of the North 60 Rod, of the
S.4.4 of Section 12 aforesaid and North of the center
line of a 60 foot wide Right of Way of a Drainage Ditch
described as follows: Beginning at a. point on the East
line of the S.W. 4 of said Section 12 bearing N.0 ° 09'10 "E.
219.70 feet from the Southeast corner of said Quarter
section; thence N.57 ° 01'50 "w. 758 feet• thence
N.89 ° 30'50 "W. 418.20 feet; thence S. 81 "W. 86.95
feet to an intersection with the center line of Emerson
Street extended South (excepting from said tract that
part thereof described as follows: The East 93 feet of
the West 126 feet as measured along the North and South
lines of the described tract, except the North 33 feet
thereof of that part of the S.j of the S.W. 4 of said
section 12 lying East of the center line extended South
of Emerson Street in Prospect highlands, Recorded as
Document 9253930, April 26, 1926, in Book 226 of Plats,
Page 20 in the Recorder's office of Cook County, Illinois,
and North of a line drawn from a point on the center line
of Emerson Street extended, which is 249.21 feet South
of the Northwest corner to a point on the East line of
said described tract which is 250.86 feet South of the
Northeast corner thereof.) in Cook County, Illinois.
Your Petitioners further represents that::
(1) Said above described land and territory is not
within the corporate limits of any municipality;
(2) Said above described land and territory is con-
tiguous to the Village of Mount Prospect, Illinois
(3) Said above described land and territory has no
electors residing therein; and
(4) Said above described land and territory has no
inhabitants residing therein.
WHEREFORE, your Petitoners pray that said above
described land and territory be annexed to and become a
part of the Village of Mount Prospect, Cook County, Illinois.

A motion was made by Trustee Coutts, seconded C� 1
by Viger, to authorize the Village attorney to draw up
an Ordinance covering the annexation as requested. The
President put the question and t1e Clerk called the roll
with the following results: Ayes: All; Nays: None. Thereupon
the President declared the motion carried.
The following letter was then read:

Gentlemen:
The Plan commission examined the revised sub -

.., division plat of Mr. John Pearson, to be located on the
west side of Mt. Prospect Road, north. of Evergreen St.
The lot sizes have now been changed to 65 ft. acid
meet the necessary requirements for the code. The
final plat sh olild, however, include all the necessary
restrictions as to sq. ft. floor areas for houses,
street cross sections, sidewalks, etc., as c®vered in
Building and Planning Codes.

This matter was referred to the sub- divider for
a final plat.
The following petition was then read:
TO THE HONDRABLE PRESI.)ENT AND BOARD OF TRUSTEES
VILLAGE OF MOUNT PROSPECT, ILLINOIS
HERMAN M. KRUEGER, petitioner herein, respectfully
represents to this honorable Board as follows:
That he is a resident of the Village of Itasca,
County of DuPage, State of Illinois, and the owner of an
equitable interest in that certain parcel of real
r estate described as follows:
Lots 58, 59, 60, 61, 62, and 63 in Maplewood heights,
being a subdivision of the niast 15.00 chains of that
part lying Forth of Railroad of the Southeast Quarter
of Section 12 (except the Southerly 66 feet for road)
also of Block 26 in Busse's ''astern Addition to Mt.
Prospect in the East half of Section 12, all in
Township 41 North, Range 11, East of the Third Principal
Meridian, in Cook County, Illinois;
That the above described parcel of real estate is
zoned residential;
That the said parcel of real estate is situated on
the northwest corner of Mt. Prospect Toad and the Northwest
highway on the eastern perimeter of the Village of Mt.
Prospect, County of Cook and State of Illinois;
That the adjacent property to the northwest and
northeast is vacant; that the property across Mt. Prospect
Road to the southeast is farm land; that the property
across the Northwest highway to the south and southwest
is owned by the Ciicago & Northwestern Railroad;
That Mt. Prospect Road is a heavily traveled road;
that the Northwest highway is an extremely heavily traveled
arterial road; and that the Chicago & Northwestern Railroad
tracks are extremely active with passenger and freight
trains, creating considerable dirt and noise, making tim,
" premises undesirable for residential usage; however, the
premises is highly desirable as commercial property, and
l,,,,, consequently, the highest and best use thereof requires
commercial zoning;
WFEREFORE, your petitioner prays that action may
be taken by this honorable Board in accordance with the
Statute in such case made and provided, rezoning the
above described property from a Residential classification
to a Business District B classification.

382 . motion was made by Trustee Coutts, seconded by
Viger, that tris petition be referred to the Zoning Commission
for their study and recommendation. The motion was voted
upon by acclamation, whereupon the President declared the
motion carried.
The Clerk then read an Ordinance entitled: "AN
OW)INANCE FOR THE SALE AND ASSIGNMENT CF CERTAIN JUDGMENT
LIENS FOi CERTAIN OVER -DUE AND UNPAID INSTALLMENTS OF
CERTAIN SPECIAL ASSESSMENTS HFID BY THE VILLAGE OF MOTTNT
PROSPECT, COOK COUNTY, ILLINOIS." This Ordinance was
referred to the Judiciary Committee.
Summons No. 53 -'C 17437 Circuit tburt of gook
County was then read. A motion was made by Trustee Coutts
seconded by Lange, that the Village Attorney be authorized
to file an appearance and take necessary legal steps to
defend the Village. The motion was voted upon by acclama-
tion, whereupon the President declared the motion carried.
A motion was made by Trustee Ibbotson, seconded
by Wilson, to refund the Building permit fee in the amount
of four hundred and ninety dollars ($490.00) (Permit 2624
covering Fairview School) to "chool District No. 57. The
President put the question and the Clerk called the roll
with the following results: Ayes: All; Nays: None. There-
upon the President declared the motion carried.
A motion was made by Trustee Viger, seconded by
Wilson, that the Village Engineers be authorized and
instructed to prepare plans and specifications for drilling
of well No. 5 and furnishing necessary equipment for same.
The President put the question and the Clerk called the roll
with the following results: Ayes: All; Nays: None. Thereupon
the President declared the motion carried.
A motion was then made by Trustee Wilson, seconded
by Coutts, that the auditors report of Village Finances
covering the fiscal year ending April 30, 1953, be approved ^�
and placed on file. The President put the question and the
Clerk called the roll with the following results: Ayes: All
Nays: None. Thereupon the President declared the motion
carried.
There being no further business to comae before
the meeting the motion was made by Trustee Viger, seconded
by Coutts, that the meeting be adjourned. The motion was
voted upon by acclamation, whereupon the President declared
the motion carried and the meeting regularly adjourned.
The following paragraph was left out of the above
minutes in error when the minutes were transcribed, and
should have been the third paragraph on this page.
Summons No. 53 -S 18380 Superior Court of Cook
County was then read. A motion was made by Trustee Coutts,
seconded by Ibbotson refer this Summons to the Village
Attorney for filing of an appearance and answer subject
to tL e approval of Leonard C. Mead. The motion was voted
upon by acclamation, whereupon the President declared the
motion carried.
