MINUTES OF A REGULAR MEETING
OF THE PRESIDENT AND BOARD OF
TRUSTEES, HELD IN THE MUNICIPAL ...„�
BUILDING, MOUNT PROSPECT, ILLINOIS
ON TUESDAY, FEBRUARY 16, 1954
The meeting was called to order by President Lams
at 8 :15 P.M. and the Clerk was then directed to call the roll.
On roll call the following Trustees answered "Present :" Coutts,
Hinrichs, Lange and Wilson. Trustees Ibbotson and Vigor were
absent on roll call.
The Clerk then read the minutes of the meeting
held February 2, 1954. A motion was made by Trustee Wilson,
seconded by Lange, that the minutes be approved as read.
The President put the question, the Clerk called the roll
with the following results: Ayes: All; Nays: None. Thereupon
the President declared the motion carried.

The Treasurer's report for the period ending
January 31, 1954, was then read. A motion was made by
Trustee Lange, seconded by Wilson, that the report be '
approved and placed on file. The President put the
question, the Clerk called the roll with the following
results: Ayes: All; Nays: None. Thereupon the President
declared the motion carried.
A motion was then made by Trustee Wilson,
seconded by Lange, that the Special Assessment report
be approved and placed on file. The motion was voted
upon by acclamation whereupon the President declared
r the motion carried -.
A motion was made by Trustee Coutts, seconded
by Wilson, that the $5.00 Water Deposit be refunded
to qualified consumers as listed on water rate
collectors report of February 16th. The President
put the question, the Clerk called the roll with the
following response: Ayes: All; Nays: None. Thereupon
the President declared the motion carried.
A motion was then made by Trustee Hinrichs,
seconded by Lange, that the refunds of deposit for
kitchen use in the Municipal Building be made to
Douglas Winkelman and The Carter Music Shop. The
,, President put the question, -the Clerk called the roll
with the following results: Ayes: All; Nays: None.
Thereupon the President declared the motion carried.
A motion was made by Trustee Wilson, seconded
by Coutts, that the bills for the month of January, as
approved by the Finance Committee be approved for
payment. The President put the question, the Clerk
called the roll with the following results: Ayes:
All; Nays: None. Thereupon the President declared the
motion carried.
A motion was made by Trustee Lange, seconded
- by Coutts, that Serak Brothers of Schiller Park, I11.,
be engaged as Village Dog Catchers for a six month
period starting April 1, 1954, at a cost of $100.00
per month, The President put the question, the Clerk
called the roll with the following response: Ayes: All;
Nays: None. Thereupon the President declared the
motion carried.
The Clerk then read a letter dated February
2, from the Veterans of Foreign Wars, requesting use
of the street area at the corner of Evergreen and Maple
and the Village parkway and area adjoining the Village
water tower, during their carnival to be held June
3rd, 4th, 5th and 6th. A motion was then made by
Trustee Lange, seconded by Hinrichs, that this permis-
sion be granted. The motion was voted upon by acclama-
tion whereupon the President declared the motion
carried.
The following letter was then read:

Village of Mt. Prospect
Gentlemen:
The members of the Mt. Prospect Chamber of
Commerce commend your action in placing a policeman
at the corner of Main and Busse Streets last Saturday,
February 6. This greatly facilitated the easier
movement of traffic and added to the all important
safety factor at that corner.
We have had nothing but compliments because of
your action in this matter. Thank you again.

Traffic Signals at
Main Street & Central Road
Gentlemen:
Reference is made to the beds received on February 2, 1954
for the installation of Traffic Signals at Main Street and
Central Road, MFT Section 6 -CS. A copy of the bid tabula-
tion is enclosed for your information.
Proposals were checked and errors in arithmetic were found ...r
in the bids at H -H Electric Company and Wood Electrical
Construction, Inc., which changed certain item totals and
total bids as indicated on tabulation. You were advised
of the latter changes at the letting.
We recommend that an award be made to Wood Electrical
Construction Company, and low bidder, in the amount of
$6,426.7Li., which amount is approximately 13 -1/2% der the
Engineer's Estimate. Upon making this award, the certified
check should be returned to L and S Construction Company,
but the checks for both H -H Electric Company and Wood
Electrical Construction, Inc. Should be retained pending
receipt and approval of executed contract and bond.
Kindly advise action taken and if award is made as recommended
please mail to us the low bidder's proposal (without certified
check) for preparation of the contract.

by Wilson, that the contract be awarded as recommended by OM %
the Village Engineers and that the Village Clerk be authorized
to return the certified check to the L & S Construction co. as
recommended in the above letter. The President put the question,

Council Trail & Evergreen Avenue
Improvement
Gentlemen:
Reference is made to the one bid received on February 2, 1954,
from Contracting and Material Company, 1235 Dodge Avenue,
Evanston, Illinois, for the improvement of Council Trail
and Evergreen Avenue, MFT Section 5 -es,
Since only one bid was received, it is our recommendation
that it be rejected and the cashier's check be returned to
the contractor. It is also recommended that this project be
readvertiaed at a later date.
A copy of the bid tabulation is enclosed for your information.

A motion was then made by Trustee Lange, seconded
by Wilson, authorizing the Village Clerk to advertise for new

March 2nd at 8 :00 P.M. The motion was voted upon
by acclamation, whereupon the President declared
the motion carried.
The following petition was then read:

U- A motion was then made by ,Trustee Lange,
seconded by Wilson, to authorize the,Village Attorney
to draw up a resolution covering Social Security
^• Application for the above Village employees. The
motion was voted upon by acclamation whereupon the
President declared the motion carried.

The Clerk then read a letter dated Aviv/AI/
February 15th, from the Village Engineers, regarding
plans and specifications submitted by Kim Builders,
, Inc., covering construction of paving improvements

in Nawata Ave., Lonnquist Blvd. to Manawa Trail. This
information was referred to the Judiciary Committee
for necessary action.
The following communication was then read:

Gentlemen:
The Zoning Commission met on December 11, 1953,
and held a scheduled public hearing on a request to
re -zone from R -1 to L -1 Light Industry the parcel from
the C &NW R.R. right -of -way to an extension of Lincoln
Ave., from an extension of Maple St., to an extension
of School St.
The petitioner presented the case for re- zoning,
which was supported by the President of the Board of
Education. Opposition to re- zoning was expressed as
opposition to any change from R - 1.
The Zoning Commission recognize that our Village
zoning philosophy allows and plans for a regulated
Pm balance between light Industry and Residences, with terse
preponderance toward the latter. In view of this, and •
being aware that the present I, -1 zoning is virtually
all taken, additional:, -1 zoning should be made avail-
able. We also recognize that Lions Park is a desirable
buffer zone between the new I, -1 area, and the nearby
R -1 area.
The Zoning Commission therefore recommend that the
petition be allowed.
While the subject of y -1 development is not. within
the scope of activities of this commission we wish to
respectfully draw your attention to the seeming
February 16, 1954 desirability of the extension of Prospect Ave. The
planned extension of Ltneo]nt Ave., and the consequent
automobile traffic presents, we feel, a hazard to.

children who will be playing in Lions Park.

Attachment:
Board of Education petition -
A motion was then made by Trustee Hinrichs, seconded
by Coutts, to concur in the recommendations of the Zoning
Commission, with the following modifications:
1. A strip 33 Ft. wide to be dedicated by Mr. Weber for his
half of Lincoln, School and E. Prospect Ave., where these
streets pass his property.
2. Provision to be made for a residential strip, along
- Maple Ave., to be zoned R -1. mit
3. Provide a 25 Ft. building set back along School St. in
addition to the 33 Ft. dedication. Also provide a 100 ..
Ft. Building set back from center line of Lincoln St.
The President put the question, -the Clerk called the roll
with the following response: Ayes: Trustees Coutts, Hinrichs,
and Lange. Nay: Trustee Wilson. President Lams then voted
Aye, and declared the motion carried.
A motion was then made by Trustee Hinrichs, seconded
by Lange, to authorize the Village Attorney to prepare an
ordinance covering the rezoning of the Weber property. The
President put the question, the Clerk called the roll with the
following response: Ayes: Trustees Coutts, Hinrichs, and Lange.
Nay: Trustee Wilson. President Lams then voted Aye and declared
the motion carried.
The following letter was then read:

Dear Sir:
In-our application for rezoning of Lots 18 and 19,
Maplewood Heights, it was our intention to include Lots 20 and
21 in the same said subdivision bordering directly on the East
of Lots 18 and 19. We inadvertently omitted to include these
two lots in our request.
I have talked to Mr. Frank Opeka, and he suggested that
we request the Village Board to republish our intention to
rezone and include Lots 20 and 21, Maplewood Heights in the
new publication.
We would appreciate it if you would hold up on the meeting
to rezone on our original application until we have made known
public our application to rezone all four lots. We will be
very happy to pay the additional cost of republication.

A motion was then made by Trustee Hinrichs, seconded
by Lange to refer this request to the Zoning Commission so
that the necessary action may be taken to include the two lots
in a new hearing. The motion was voted upon by acclamation,
whereupon the President declared the motion carried. ^^*
The Clerk then read Ordinance No. 393 entitled "AN
AMENDING SECTION 1 OF ORDINANCE NO. 330." A motion
was then made by Trustee Hinrichs, seconded by Wilson that the
Ordinance be passed. The President put the question, the Clerk
called the roll with the Following Response: Ayes: All; Nays:
None. Thereupon the President declared the motion carried.
A motion was made by Trustee Hinrichs, seconded by
Wilson to authorize the printing of 1,000 copies of Ordinance
No. 393. The President put the question, the Clerk called the
roll with the following response: Ayes: All; Nays: None.
Thereupon the President declared the motion carried. February 16, 1954
The meeting was recessed at 9:30P.M. and reconvened at
9:50 P.M., at which time Trustee Viger arrived and took his

Dear Sir:
The Zoning Commission conducted a meeting in
the Village Hall on Friday evening, February 5,
completely reviewing the petition submitted by
Herman M. Krueger requesting re- zoning of the prop-
erty described as follows:
Lots 58, 59, 60, 61,62 and 63 in Maplewood
Heights, being a subdivision of the East 15.00
Chains of that part lying North of Railroad of
the Southeast Quarter of Section 12 (except
the Southerly 66 feet for road) also of Block
26 in Busse 's Eastern Addition to Mt. Prospect
in the East Half of Section 12, all in Township
4.1 North, Range 11, East of the Third Principal
Meridian, in (Zook County, Illinois.
It was the unamimous decision of the Zoning
t- Commission to recommend to the Board of Trustees that
the property described above be re -zoned from residen-
tial to commercial.
.t Other than the Zoning Commission, there were only
three persons attending this public hearing, one of
them being Mr. Krueger, and the other two of his
supporters.

A motion was then made by Trustee Hinrichs,
seconded by Coutts, that this ordinance be passed.
The President put the question, the Clerk called the
roll with the following response: Ayes: Trustees
Coutts, Hinrichs, Lange, Viger and Wilson. Nays:
None. Absent: Trustee Ibbotson. Thereupon the
President declared that the ordinance,having received
the necessary two thirds affirmative vote,was passed
and approved.

Gentlemen:
This is to advise you that we have been retained by
Mr. Joseph Brickman to perform the necessary engineering
services on proposed improvements to develop the East side
of Forest Avenue from Highland Avenue to Gregory Street.
It appears that these improvements will include the
Following:
1. 6 -inch water main in Forest from Highland south to
Gregory, thence east to a connection with the existing
10 -inch main in Fairview Avenue.
2. Combined sewer commencing at Gregory and Fairview,
thence west to Forest, thence north to Highland.
3. Half- street paving with curb and gutter, as follows:
(a) Gregory from end of present paving to Forest.
(b) Forest from Gregory to Highland. •-.►
,(c) Highland from Forest to Fairview.
Plans and specifications for this work will be submitted
for your approval shortly.

by Lange, authorizing the acceptance of the *4,000.00 check
mentioned in the letter and the deposit of this check in an
Escrow Account to cover Sewer and Water Improvements, mentioned
in the letters, The motion was voted upen by acclamation,
whereupon the President declared the motion carried.

residents living on Emerson Street, South of Sha -Bonee Trail,
requesting that they not be- required to install sidewalks was
then read. This petition was referred to the Street and Side-
walk Committee, and to the Building Committee for their study.

q residents of the Prospect Manor Subdivision were then presented,
requesting the Village Board to exempt their property from the February of all Village Ordinances which require the installation Y 16, 1
of sidewalks on residential property. These petitions were referred
to the Street and Sidewalk and Building Committee, for their study.

A motion was made by Trustee Viger,
seconded by Coutts, to authorize a pp went of $144.14
to Consoer, Townsend and Associates for the services
of their resident engineer, Mr. L. H. Jennings,
covering time spent during the period January 1st to
31st, on supervisory work in connection with the 1953
Water Works Improvements, Contradt No. 2. The President
put the question, the Clerk called the roll with the
following results: Ayes: Ail; Nays: None. Thereupon
the President declared the motion carried.

• We transmit herewith three (3) copies of Partial
Payment Estimate No. 1 in the amount of $23,105.75 in
favor of Joe B. DiVito, sewer and water contractor for
the Alfini Construction Company.
This Estimate covers the work completed to date
on sanitary sewer _and water main construction in
Alfini's First Addition to Mount Prospect.
We recommend that the amount of the Estimate
023,105. ?5) be dispersed to Joe B. DiVito- at your
earliest convenience from the escrow established by
the Alfini Construction Company.

A motion was then made by Trustee Viger,
seconded by Wilson, that a letter be sent by the Fire
and Water Committee to the Mount Prospect Volunteer
Fire Dept., acknowledging and commending them on the
work which has been done by the Fire Dept. in construct-
, ing the addition to the Fire Dept, Quarters. The
.mot -ion was voted upon by acclamation whereupon the
February 16, 1954 President declared the motion carried.

There being no further business to come before
the meeting, a motion was made by Trustee Viger,

seconded by Lange, that the meeting be adjourned. The motion
was voted upon by acclamation whereupon the President
declared the motion carried and the meeting regularly adjourn-
ed,
