• MINUTES OF A REGULAR MEETING
OF THE PRESIDENT AND BOARD OF i -
TRUSTEES, HELD IN THE MUNICIPAL
• BUILDING, MOUNT PROSPECT, ILLINOIS ; 1
ON TUESDAY, APRIL 20, 1 954.
• The meeting was called to order by President
Lams at 8 :15 P.M. and the Clerk was then directed to call the roll.
On roll call the following Trustees answered "Present :" Coutts,
Ibbotson, Langeand Wilson. Trustees Hinrichs, and Viger were absent.
The Clerk then read the minutes of the meeting
held April 6, 1954. A motion was then made by Trustee Wilson,
seconded by Coutts, that the-minutes be approved as read. The April 20, 1954
President put the question, the Clerk called the roll with the follow-
ing results: Ayes: All; Nays: None. Thereupon the President declared
the motion carried.

The Treasurer's report for the
period ending
March 31, 1954, was then read, A motion was made by
Trustee Wilson, seconded by Ibbotson, that the report be
approved and placed on file. The President put the question,
the Clerk called the roll with the following response: Ayes;
All; Nays: None. Thereupon the President declared the motion
carried,

A motion was then made by Trustee Wilson,
seconded by Lange, that the Special Assessment Fund
Report be approved and placed on file. The motion
was voted upon by acclamation whereupon the President
declared the motion carried.
A motion was made by Trustee Ibbotson,
seconded by Wilson, that in accordance with the amended
Water Ordinance, the $5.00 Water Deposit be refunded,
and disposition of refunds made, as recommended in Water
Rate Collector's Report of April 20. The President put
the question, the Clerk called the roll with the follow -
!""""'' ing response: Ayes,- All; Nays: None. Thereupon the
President declared the motion carried.
A motion was then made by Trustee Wilson,
seconded by Lange, that the bills for the month of March,
as approved by the Finance Committee be approved for
payment. The President put the question, the Clerk
called the roll with the following response: Ayes: All;
N #ys: None. Thereupon the President declared the
motion carried.
The Clerk then read Ordinance No. 4.01 entitled
"TRANSFER OF FUNDS". motion was then made by Trustee
Wilson, seconded by Coutts, that the Ordinance be
passed. The President put the question, the Clerk called
the roll with the following response: Ayes; A11; Nays:
None. Thereupon the President declared the motion
carried, and the Ordinance passed and approved.
Letters from the Public Service Company were
then read, listing 15 additions to the Village Street
lighting system, as follows: Eastwood at Gregory, Fairview
and Isabella, Fairview and Gregory, Central and Elmhurst,
Eastwood and Isabella, Memory Lane and Emerson, Central
and Kenilworth, Lincoln and Pine, Lonnquist and See -Gwun,
Lonnquist and Nawata, Lonnqiist and Candota, Lincoln and
Can dots, Li c In i d See -Gwun, Lincoln and Na-,JaLa and
Lincoln a:, . 1. These are part of the street lights
which were authorized in December, 1553.
A motion was then made by Trustee Wilson,
seconded by Lange, that the Board of Trustees adopt the
policy of adhering to parkway sidewalks where that pattern
is now set and to curb side walks where that pattern has
been established. The President put the question, the Clerk
called the roll with the following results: Ayes: All;
Nays: None. Thereupon the President declared the motion
carried.
The Clerk then read the proposed Scavenger
Service Contract, between the Barrington Trucking Co. an d
the Village for the year May 1; to April 30, 1955.
A motion was then made by Trustee Coutts, seconded by
Wilson, that the contract be accepted and that the
President and Village Clerk be authorized to sign the
contract on behalf of the Village. The President put the
question, the Clerk called the roll with the following
response: Ayes: All; Nays: None. Thereupon the President
declared the motion carried.

A motion was made by Trustee Coutts, seconded by
6w Lange, to authorize the expenditure of a sum not to exceed
p4.,000.00 to condition and seed Weller Creek Park, where
needed, both North and South of Welter Creek. The President
put the question, the Clerk called the roll with the
following response: eyes: All; Nays: None. Thereupon the
President declared the motion carried.
The Clerk then read the following letter:

Gentlemen:
We transmit herewith Partial Payment Estimate No. 2 in

favor of Joe B. DiVito, sewer and water contractor for Alfini
Construction Company for work completed through April 15th on
the sanitary sewers, storm sewers and water mains in Alfini+s
First Addition to Mt. Prospect.
We recommend that the Estimate, in the amount of $28,752.20 be
approved at the earliest possible date, and that the contractor
be paid the amount shown thereon.

A motion was then made by Trustee Coutts, seconded
by Lange, that payment be made as recommended by the Village err
Engineers and that the Village Treasurer be authorized to
approve this payment. The President put the question, the
Clerk called the roll with the following response: Ayes: All;
Nays: None. Thereupon the President declared the motion carried.
The Clerk then read a letter dated April 20, from
Consoer - Townsend and Associates on MFT, Section 5 -CS & MFT Program
pertaining to the paving improvements of the West half of Candota
Ave. from Lincoln Qve. to Milburn Ave. which work will be added
to MFT Section 5 -CS, if approved by the Illinois Division of
Highways.
The Clerk then read Resolution No. 2 -54, covering
additions to 1 year construction program for 1954 and a long
range plan from 1952 to 1957. A motion was then made by Trustee
Coutts, seconded by Wilson, that the resolution be adopted.
The President put the q;zestion, the Clerk called the roll with the
following response: Ayes: All; Nays: None. Thereupon the President
declared the motion carried, and the resolution adopted.
The Clerk then read Resolution No. 3 -54, entitled
"A RESOLUTION FOR IMPROVEMENT BY MUNICIPALITY UNDER THE MOTOR
FUEL TAX LAW ". A motion was theh made by Trustee Coutts, "
seconded by Lange, that this resolution be adopted. The
President put the question, the Clerk called the roll with the
following response: ayes: All; Nays: None. Thereupon the
President declared the motion carried and the said resolution
adopted.
The Clerk then read a supplemental agreement between
the Contracting and Material Co. and the Village of Mount
Prospect covering the additional paving to be added under MFT
Section 5 -CS. A motion was then made by Trustee Coutts, seconded
by Lange, to az thorize the President and Village Clerk to sign
the supplemental agreement on behalf of the Village. The
President put the question, the Clerk called the roll with the
following response: Ayes: All; NW s: None. Thereupon the
President declared the motion carried.
A letter dated April 15, from Consoer - Townsend &
hssociates, was then read, submitting plans and specifications
covering construction of a short sewer extension in Central Road
to serve the Alpha Engineering & Machine Works, Inc. new
building. A motion was made by Trustee Coutts, seconded by Wilson,
that these plans and specifications be approved subject to placing
in an escrow account, cash in the amount of 50% of the estimated
cost of the improvement, as submitted by the Village Engineers on
the date of April 15. The motion was voted upon by acclamation,
whereupon the President declared the motion carried.
The Clerk then read a latter dated April 15 from the
Village Engineers regarding revised plans, covering Wa -Pella
Ave. paving for Mr. Sol T. Winston. These revised plans were
referred to Committee.
The Clerk then read a letter dated April 20, from
the Village Engineers, transmitting plans and specifications
covering construction of sanitary sewers, storm sewers, water
mains, pavement, curb and gutter and sidewalk in the Ellendale
Subdivision together with estimate of cost for this construction.
These plans and specifications were referred to committee for
their study. April 20

A letter dated April 15, from the Village
Engineers, transmitting plans and specifications for
the construction of sewers, water mains, and pavement
to serve property along Forest Ave. from Gregory to
Highland was then read. These plans and specifications
were referred to Committee for future action.
The following communication was then read:

Gentlemen:
We transmit herewith a copy of a letter under date of
April 6, that we have received from Baxter & Woodman,
Civil and Sanitary Engineers of Crystal Lake.
This letter, you will note, requests that we provide
then with certain information in connection with the
installation of public improvements within the Village
limits of Mt. Prospect.
They state that they have been retained by a developer
operating within the Village.
We have not, as of this date, supplied Baxter & Woodman
with any of the information they have requested inasmuch
as we felt that this should be brought to the attention
of the President aid Board of Trustees prior to the
release by us of any information.
If the President & Board of Trustees are desirous of
having Baxter & Woodman perform engineering services
within the Village, we will make the information re-
,,.m quested available to them. We recommend, however, that
the Board notify this engineering firm, Baxter & Woodman,
two
that all plans for the construction of public improve-
ments within the Village be submitted to the Village
Engineer prior to submission to the Village board, so that
the Village of Mt. Prospect may be assured that all
proposed improvements are in accordance with existing
Village ordinances and practices. We suggest further that
the Board alto inform Baxter & Woodman, or the developer,
that engineering fees required for such review on the part
of the Village Engineer be paid either by the engineer in
question, or the developer for whom he is working, and
shall not be an obligation of the Village itself.
If we can be of additional assistance in this matter,
please advise.

This letter was referred to Committee for their study.
The Clerk then read a proposed ordinance,
covering annexation of property in Kirchhoff's Sub -
division. This ordinance was referred to the Judiciary
Committee for their study and for correction of certain
S typographical errors.
A motion was then made by Trustee Coutts,
seconded by Ibbotson, that the Village Engineers be
authorized to prepare plans and specifications covering
curbs, gutters, paving and appurtenances in Emerson Street
from Central Road North to Gregory and continuing to
approximately 150 Feet north as a one half street. The
President put the question, the Clerk called the roll with
the following response: Ayes: All; Nays: None. Thereupon
the President declared the motion carried.
There being no further business to come before
April the meeting, a motion was made by Trustee Coutts, seconded

by Wilson, that the meeting be adjourned. The motion was
voted upon by acclamation, whereupon the President declared
the motion carried, and the meeting regularly adjourned.
