WHEREAS, the General Assembly of Illinois has enacted
certain laws amending Section 68 of the Local Improvements Act
and Section 227 of Chapter 120 of the revenue laws of Illinois,
which amending laws provide, among other things, that in coun-
ties having a population of more than 500,000 inhabitants, a
twelve per cent (12%) penalty on special assessments forfeited
or withdrawn from sale after July 1st, 1935, shall be collected;
that the Board of Trustees of the Village which levied the
assessment may authorize its Collector to waive the penalty for
the first year in excess of seven per cent (70); also providing
that in addition to the County Clerk's authority to collect and
redeem such special assessments the amount due on forfeited or
withdrawn special assessments may be collected by any author-
! officer of the Village which levied the assessment, said
amount when so collected to be based upon an estimate of the
cost of recemption computed by the County Clerk at a rate fixed
by the Board' of Trustees of the Village which levied the assess-
ment; and
'WHEREAS, the opportunity to pay such special assess-
ments locally, and such reductions in penalty, will operate to
encourage, facilitate and hasten payments of such delinquent
special assessments, now therefore,
BE IT RESOLVED by the President and Board of
Trustees of the Village of Mount Prospect,
Illinois, that Mr. D. L. Gilbert, the Village
Collector of said Village of Mount Prospect,
Illinois, be and he is hereby designated and
authorized to collect any amount or amounts due
on withdrawn or forfeited special assessments,
based upon estimate of cost of redemption com-
puted by the County Clerk and to issue the re-
ceipts therefor prescribed by law.

BE IT FURTHER RESOLVED that said Village
Collector be and he is hereby authorized to waive
all penalties in excess of seven per cent (7 %)
charged on such withdrawn or forfeited special
assessments.
