WHEREAS, the Village of Mount Prospect has heretofore approved plans
and specifications for Water Works Improvements, Contracts Nos. 2, 3,
and 4, and has heretofore adopted an ordinance providing for the issuance
of water revenue b to finance the cost of constructing said Water Works
Improvements, and
WHEREAS, said plans and specifications must by law be approved by the
Department of Public Health, State of Illinois, before said bonds may be
legally issued and said Water Works Improvements legally constructed,
and
WHEREAS, a partial mineral analysis of water from Well No. 5 after 24
hours of pumping on February 9, 1955 indicates an iron content of approxi-
mately 1.4 parts per million, such iron content being of a magnitude to
require special water treatment facilities for its removal under the stan-
dards of the said Department of Public Health, and
WHEREAS, it is the opinion of the Village's engineers and of the well
driller of Well No. 5 that continuous pumping of the well will reduce the
iron content to more nearly equal the content exhibited by other wells in
this Village and in adjacent communities, thereby obviating the necessity
for special iron removal facilities, and
WHEREAS, the Village of Mount Prospect at the present time cannot find
the funds to finance the cost of iron removal facilities without deleting
parts of said Water Works Improvements considered necessary to the
public health and safety of the Village, except by recourse to General
Obligation Bonds, and
WHEREAS, it is the established policy of the Village of Mount Prospect to
husband all legal bonding power for use in relieving the sewer and drainage
system of the Village, now therefore:
BE IT RESOLVED, by the President and Board of Trustees of the Village
of Mount Prospect:
1. That no special iron removal facilities be constructed from proceeds
of the current Water Revenue Bond issue;
2. That a full mineral analysis of water from Well No. 5 be made after
said well has been in service and pumping to the distribution for a
period of six months;
3. That in the event the iron content of water from Well No. 5 at that time
exceeds the standards established by the State Department of Public
Health, it shall be the established policy of the President and Board of
Trustees to initiate all proper steps necessary to finance and construct
iron removal facilities to treat the water from Well No. 5.
