MAYOR'S REPORT PROCLAMATIONS: Mayor Farley proclaimed the week of May 3 - 9 as Municipal MUNICIPAL CLERKS Clerks Week, noting that Village Clerk Carol Fields has WEEK announced her plan to retire as of June 12, 1998. Mayor Farley and members of the Board expressed appreciation to the Village Clerk for her years of service. PUBLIC WORKS WEEK Mayor Farley proclaimed the week of May 17 - 23 as Public --. Works Week, reminding everyone of the Public Works Open House on Saturday May 16th where many interesting and fun events will take place. COMMUNICATION AND PETITIONS COM ED SURGES Sylvia Rudek, 404 S. Carol Lane, gave an update on the AND OUTAGES continuous power outages and surges that are happening in her neighborhood. She noted that David Strahl, Assistant Village Manager, is working with Com Ed to resolve this issue, which is causing considerable damage to household products, with the possibility of causing a fire. OLD BUSINESS ZBA 3-98 ZBA 3-98, Mt. Prospect Park District, 1000 W. Central Road MP PARK DISTRICT Ordinances were presented for first reading that would rezone 1000 W. CENTRAL RD the subject property from I-1 to C-R (Conservation Recreation); grant a conditional use for a 53,000 square foot recreation complex; a variation to increase the maximum permitted lot coverage from 25% to 62%; and, variations to decrease the -- parking setbacks on the north and south property lines. There was discussion on the requirement to install sidewalks on the south side of Central Road between We Go and Cathy Lane relative to location of the sidewalk and whether it should be installed or continue to encourage pedestrians to walk on Whitegate. John Green, representing the Mt. Prospect Park District, stated that the Park District is prepared to pay for the installation of this sidewalk. Trustees Nocchi, Corcoran and Lohrstorfer supported installed the sidewalk on the south side of Central Road between Cathy and We Go as the recreation center is operational. Trustees Clowes and Wilks considered the proposed sidewalk a dangerous situation and did not support installation of the subject sidewalk. These Ordinances will be presented May 19th for second readings. __ FARMERS MARKET Gall Meyers, owner of the Carriage House Restaurant across from the site of the farmers market, stated that while she has encouraged conducting the Mount Prospect Farmers Market for the past 6 years, she doesn't feel the market warrants a third bread company therefore she has denied Montana Gold Bread Company permission to participate. However, if the Village requires Montana Gold to participate then she would step down as Market Master. Page 2 - May 5, 1998 A participant in the market who sells jams spoke relative to the supply and demand factor of farmer markets and doesn't feel Montana Gold Bread would be a welcome addition because the market wouldn't support the sale of bread by 3 different vendors. It was noted by staff that the Mount Prospect Lions Club has expressed an interest in running the Farmers Market. There was also discussion on that portion of the License Agreement that requires proceeds be donated to a charity. Trustee Corcoran suggested the Market Master be allowed to.keep the profits. A compromise offer was presented to have one-half the proceeds donated to charity and the Market Master keep the balance. No clear consensus was reached on either of these suggestions. The Village Board all expressed appreciation to Ms. Meyers for the fine job she has done over the past 6 years running the Farmers Market and supported continuation of her role in the Farmers Market however they also wanted local businessmen to have the opportunity to participate. Ms. Meyers stated that she would let the Village know by the end of the week whether she will continue to run the Farmers Market. An Ordinance was presented for first reading that would amend AMEND CH. 18 Chapter 18, Traffic Code, designating Aspen Drive as a one way ASPEN DR. street between Maya and Aztec Lanes; creating "No standing, stopping or parking on the west side of Aspen Drive between Maya and Aztec Lanes from 8:00 AM to 9:30 AM and 3:00 PM to 4:00 PM on school days"; and prohibiting right turns into Aspen off Aztec Lane. The Safety Commission recommended these amendments. Residents of the neighborhood spoke on this proposal noting that there is a problem with the lack of parking provided by the school. Trustee Wilks, seconded by Trustee Corcoran, moved to waive the rule requiring two readings of an Ordinance. Upon roll call: Ayes: Clowes, Corcoran, Lohrstorfer, Nocchi, Wilks Nays: None Motion carried. Trustee Wilks, seconded by Trustee Corcoran, moved for passage ORD.NO. 4928 of Ordinance No. 4928. AN ORDINANCE AMENDING THE TRAFFIC CODE (CHAPTER 18) Upon roll call: Ayes: Clowes, Corcoran, Lohrstorfer, Nocchi, Wilks Nays: None Motion carried. The recommendations of the Safety Commission relative to the area PROSPECT around Prospect Manor, Northwest Highway and Walnut Street MANOR/ were deferred in order to give staff time to review various alternatives. NORTHWEST HWY. Page 3 - May 5, 1998 Trustee Wilks, seconded by Trustee Corcoran, moved to defer the Safety Commission recommendations relative to parking changes in the general vicinity of Northwest Highway, Prospect Manor and Walnut Street to the May 19th meeting of the Village Board. -- Upon roll call: Ayes: Clowes, Corcoran, Lohrstorfer, Nocchi, Wilks Nays: None Motion carried. NEW BUSINESS AMEND An Ordinance was presented for first reading that would COMPREHENSIVE amend the Official Comprehensive Plan by including the PLAN Rand Road Corridor study. The Comprehensive Plan as presented includes all the changes agreed to between the Village Board and Plan Commission members. Trustee Corcoran, seconded by Trustee Lohrstorfer, moved to waive the rule requiring two readings of an Ordinance. Upon roll call: Ayes: CIowes, Corcoran, Lohrstorfer, Nocchi, Wilks Nays: None Motion carried. AMEND ORD. Trustee Clowes, seconded by Trustee Wilks, moved to amend the Rand Road Corridor Study by removing the last two pages, Pages 42 and 43, presented as part of this reading, which pages indicate proposed ring roads through various areas of the Village. Upon roll call: Ayes: Clowes, Corcoran, Lohrstorfer, Nocchi, Wilks Nays: None Motion carried. ORD.NO.4929 Trustee Corcoran, seconded by Trustee Nocchi, moved for passage of Ordinance No. 4929, as amended AN ORDINANCE AMENDING THE OFFICIAL COMPREHENSIVE PLAN OF THE VILLAGE TO INCLUDE THE RAND ROAD CORRIDOR STUDY Upon roll call: Ayes: Clowes, Corcoran, Lohrstorfer, Nocchi, Wilks Nays: None Motion carried. 1997 BUDGET An Ordinance was presented for first reading that would amend AMENDMENT #3 the budget for fiscal year 1997, Budget Amendment No. 3~ Page 4 - May 5, 1998 I Trustee Corcoran, seconded by Trustee Nocchi, moved to waive the rule requiring two readings of an Ordinance. Trustee Corcoran, seconded by Trustee Nocchi, moved for passage ORD.NO. 4930 of Ordinance No. 4930 AN ORDINANCE MAKING CERTAIN AMENDMENTS TO THE ANNUAL BUDGET ADOPTED FOR THE FISCAL YEAR COMMENCING JANUARY 1, 1997 AND ENDING DECEMBER 31, 1997 Upon roll call: Ayes: Clowes, Corcoran, Lohrstorfer, Nocchi, Wilks Nays: None Motion carried. A Resolution was presented that would request permission from CLOSE IDOT to close certain roads within the Village in order to conduct ROADS: JULY 4 the annual July 4th parade. PARADE Trustee Nocchi, seconded by Trustee CIowes, moved for passage RES. NO.24-98 of Resolution No. 24-98 A RESOLUTION REQUESTING TO CLOSE A STATE ROADWAY IN ORDER TO CONDUCT A PARADE ON THE 4TH OF JULY Upon roll call: Ayes: Clowes, Corcoran, Lohrstorfer, Nocchi, Wilks Nays: None Motion carried. A Resolution was presented that would request the Illinois ICC:UTILITY Commerce Commission to change the method of collecting TAXES local utility taxes from a percentage of the dollar amount of the bill to a percentage of the kilowatts used. It was noted that the law has changed requiring utility taxes on electricity to be based on usage not dollar amount. Trustee Corcoran, seconded by Trustee Nocchi, moved for RES.NO. 25-98 passage of Resolution No. 25-98 A RESOLUTION REQUESTING THE ILLINOIS COMMERCE COMMISSION TO PROMULGATE ALTERNATIVE MAXIMUM MUNICIPAL UTILITY TAX RATES FOR THE USE AND CONSUMPTION OF ELECTRICITY IN THE VILLAGE OF MOUNT PROSPECT Upon roll call: Ayes: Clowes, Corcoran, Lohrstorfer, Nocchi, Wilks Nays: None Motion carried. Page 5 - May 5, 1998 VILLAGE MANAGER'S REPORT BID RESULT: Village Manager Michael E. Janonis presented the following bid SHARED COST result for the shared cost sidewalk replacement program: SIDEWALK PROGRAM Bidder .Amount Suburban Concrete, Inc. $142,955.00 G & M Cement Construction Co. $161,730.00 Globe Construction $174,605.00 G & M, Inc. $176,177.50 SUBURBAN Trustee Corcoran, seconded by Trustee Nocchi, moved to CONCRETE concur with the recommendation of the administration and accept the Iow qualified bid submitted by Suburban Concrete, Inc. in an amount not to exceed the budgeted amount of $150,000.00. Upon roll call: Ayes: Clowes, Corcoran, Lohrstorfer, Nocchi, Wilks Nays: None Motion carried. WELCOME NEW Village Manger Janonis stated the Welcome New Residents RESIDENTS COFFEE Coffee, sponsored by the Special Events Commission, was held May 2nd and was a great success. COFFEE WITH Village Manager Janonis reminded residents that Coffee with COUNCIL Council will be held at the Village Hall Saturday, May 9th. COMMITTEE OF THE Mr. Janonis also noted that staff hasn't completed gathering all WHOLE-CANCELLED the information scheduled for the next Committee of the Whole meeting and asked if the Board would cancel the May 12th meeting. Trustee Corcoran, seconded by Trustee CIowes, moved to concur with the recommendation of the Village Manager to cancel the Committee of the Whole meeting for May 12th. ANY OTHER BUSINESS FAIRVIEW Trustee Wilks and Mayor Farley attended the Fairview School SPACE SHIP "Blast Off Simulation" and were pleased to report their 'space SIMULATION ship has landed' returning with the 'splash down' on Wednesday. CLOSED SESSION CLOSED SESSION Mayor Farley noted that there was no need for the Closed Session as listed on the agenda.
