BID RESULTS FOR SEWER REPAIRS USING CU
(CIPP) PROCESS ( $926,984)
In the current budget, staff requested funds to continue the combined sewer system repairs.
These repairs were identified during the Combined Sewer System Evaluation Study (CSSES)
completed in 2004. In total, almost $15 million worth of repair work has been slated.
This work primarily consists of rehabilitating existing sewer main pipes using a no-dig, cured-in-
place-piping (CIPP) process. To facilitate this work, staff prepared two (2) separate bid
packages. One package was designed to solicit contractors for rehabilitating sewer mains using
the CIPP process. The other bid package was drafted to procure the services of a sewer
excavation contractor capable of replacing structurally failed pipe. Both of these bid packages
are oriented towards repairing the remaining Category 4 and many of the Category 3 pipe
defects identified in the CSSES. The worst defects noted in Category 5 have been repaired in
prior years work.
The rehabilitation work performed since 2005 resulted in the elimination of the worst defects
(Category 5) and has addressed approximately 85% of the Category 4 and 10% of the Category
3 defects in our combined sewer system. In addition, each year the Village also repairs a
portion of the separate sanitary sewer system. This work in the separate sewer system also
utilizes the CIPP process. This separate sanitary sewer work has also been included in these
bid packages. Distinct funds were appropriated in the current budget for these improvements.
Based on issues raised during last year's bidding, the specifications were revised in the area of
contractor qualifications, lining system qualifications and in the area of steam versus hot water
curing. The specifications now allow for either steam or hot water recirculation as the curing
method for all lining of pipe less than 15" in diameter. However, our engineering consultant
recommends limiting larger pipes to the tried and true hot water curing method.
This memorandum presents the results of the bids for the CIPP work. Bid results for spot relays
will be presented via a separate document. The locations of the work planned for the proposed
CIPP award is outlined in Attachment A. This year's proposed project features 19,714 lineal
feet of lining work in pipes ranging from 8" to 3D" in diameter.

Bid Results
Prior to letting, five (5) invitational bids were distributed to out-of-state and area contractors
experienced in the CIPP process. Public notice was posted in a local newspaper as required.
Also, four (4) additional sets of bids were sent to firms requesting the bid package for a total of 9
bid sets released to contractors Sealed bids were received until 1 :30 P.M. on Monday, April 26,
2010 at which time they were opened and read aloud. Three (3) bids were received. The bid
results are as follows:

Discussion
Staff has evaluated all bids and determined that the bids received are responsive to the request.
All bidders submitted the required bid securities and appropriate references. All three of the
submitted bids are compliant with the bid specifications in all aspects and all three are an
authorized licensee of an acceptable CIPP system.
Visu-Sewer Clean & Seal of Pewaukee, Wisconsin, is the apparent low bidder and provided all
the necessary material and reference as outlined in the bid specification. Visu-Sewer has done
work for the Village in the past and their work has been satisfactory and timely. Over the last
20 years, Visu-Sewer has satisfactorily completed several CIPP installations in our Village.
Staff is recommending that a 10% contingency ($84,271) be added to the contract. A
contingency would cover the difference between actual lineal footages and the estimates used
to prepare the bid specifications, address unforeseen sewer services that would need to be
reinstated and make any other small repairs needed to be performed prior to the lining of the
sewer. The contingency would raise the total project cost to $926,984 ($842,713 + $84,271)

Recommendation
I recommend that the Village Board award the 2010 combined and sanitary sewer repairs using
the CIPP process project to Visu-Sewer Clean & Seal of Pewaukee, Wisconsin in the amount of
$ 926,984. Sufficient funds for this proposed contract exist in the current budget.

Backaround
In the current budget, staff requested funds to continue the combined sewer sys em repairs.
These repairs were identified during the Combined Sewer System Evaluation Study (CSSES)
completed in 2004. In total, almost $15 million worth of repair work has been slated.
Some sewer pipe segments have significant structural defects that can only be effectively
repaired by excavating and replacing segments of sewer main (spot relays). The majority of the
sewer rehabilitation is being performed using the cured-in-place-pipe (CIPP) process.
To facilitate this work in 2010, staff prepared two (2) separate bid packages: the sewer repairs
using cured-in-place piping (CIPP) and the Sewer Line Spot Relays Project. The Sewer Line
Spot Relay bid package was drafted to procure the services of a sewer excavation contractor
capable of replacing structurally failed pipe and installing or repairing manholes. This proposed
work, along with the rehabilitation work performed since 2005 has eliminated the worst
combined sewer defects (Category 5) and began to address the Category 4 and Category 3
defects identified in the CSSES. Each year the Village also rehabilitates the separate sanitary
sewer system using the same contract and specifications. This proposed work is comprised of
both spot relays and has been included in this bid package with distinct funds appropriated in
the budget for these improvements.
This memorandum will present the results of bids for spot relay work. Bid results for the CIPP
will be presented via a separate document. The locations of the work planned for the proposed
Sewer Line Spot Relays award is outlined in Attachment A. This year's proposed project
features sixteen (16) point repairs and one (1) new or replacement manhole.
Bid Results

sewer construction. In addition, public notice was posted in a local newspaper as required.
Eight (8) additional contractors picked up plans and specifications for the project. A mandatory
pre-bid conference was held to allow for questions on the plans and project. Sealed bids were
received until 1:30 P.M. on Monday, April 26, 2010 at which time they were opened and read
aloud. Three (3) bids were received. The bid results are as follows:

Discussion
Staff has evaluated all bids and determined that all bids received are responsive to the request.
All bidders submitted the required bid bonds and appropriate references. The apparent low
bidder for the proposed spot relay work is Suburban General of La Grange Park, Illinois.
Suburban General has worked for the Village on several projects and they have met all the bid
requirements and submitted the required bid bonds. Area references were contacted and all
had good remarks for the company. Previous work for the Village has been timely, without
issue and of high quality. Staff's estimated that the cost of the repairs for 2010 was
approximately $200,000.
Staff recommends the inclusion of a contingency in the award for this proposed contract due to
the fact that the bid quantities are estimates and actual field measurements will vary. Also,
during each year of the project, there has been an average of 2 to 3 additional spot relays
discovered during the CIPP process. The average cost per additional dig can be up to $10,000
and having a contingency would allow some additional work if needed. In this instance, staff is
recommending a 10% contingency to the contract award in the amount of $14,940. The total
recommended award would be $ 164,340 ($ 149,400 base award plus a contingency of
$14,940).
Recommendation
I recommend awarding a contract for the 2010 Sewer Line Spot Relays to Suburban General of
LaGrange Park, Illinois in an amount not to exceed $164,340. Sufficient funds for this proposed
contract exist in the current budget.

Background
In the current budget, staff requested funds for continuing the combined sewer system and
separate sewer repairs. The combined sewer repairs were identified during the Combined
Sewer System Evaluation Study (CSSES) completed in 2004. In total, almost $15 million worth
of combined sewer repair work has been slated over the fifteen years. The Village is in the 5th
year of the project.
The CSSES was performed by consulting engineer, Baxter & Woodman of Crystal Lake, Illinois.
Due to the scale of this project, literally a multi-million dollar, multi-year effort, staff is
recommending the use of a consultant part-time to assist Village staff in the oversight of this
program. The program for 2010 i,ncludes the 19,714 lineal feet of cured-in-place-pipe (CIPP)
project and the spot relay repairs project. The lining work in 2010 is estimated to cost
$1,000,000 with sufficient funds budgeted in account 6105510-680010 Combined Sewer
Improvement (CIP). The spot relay work is estimated to cost approximately $200,000 and
sufficient funds were budgeted in account 6105510-540777 Sewer Repair/Replacement (CIP).
Discussion
Baxter & Woodman prepared the initial CSSES study that provided the Village with detailed
information about the condition of the Village's combined sanitary sewer system. The report
recommended the formation of the rehabilitation program that is now in its 6th year. The firm is
very familiar with the Village's infrastructure rehabilitation program and is attuned to our
customer oriented work philosophies. Baxter & Woodman assisted the Village in 2009 with
limited engineering assistance for the fifth year of the CIPP and Spot Relay project. Both
projects were without incident and culminated in a satisfactory and timely completion.
The ongoing CIPP program continues to be as large and demanding as previous years. This
year's plans require additional materials testing and reporting. Thus staff is recommending the
continued use of consulting engineer, Baxter & Woodman on a part-time basis to assist with
these projects.

At staff's request, Baxter & Woodman submitted a proposal to supply limited engineering
assistance after contract award that includes half-time oversight of the CIPP project, 100%
construction observation of the spot relay work and overall contract administration for both
projects.
Their fee to assist the Village with both of these projects for 2010 amounts to a not to exceed
total of $96,000. The amount paid to Baxter & Woodman in 2009 for this effort was $96,000.
The proposed work in 2010 has nine (9) more spot relays than performed in 2009 and the fee is
based on 100% construction observation of all the spot relays.
Engineering services for this type of work usually range between 8-10% of the overall project
costs. When the fee is compared to the actual bid awards being considered by the Board, the
fee is 8.75% of the proposed award amounts of $1,091,324. As this is a not to exceed
proposal, the fee will vary with the actual project costs but not exceed the $96,000.
Recommendation
I recommend that the Village Board authorize a contract with Baxter & Woodman, Consulting
Engineers of Crystal Lake, Illinois for engineering assistance with the Sewer Line Spot Relay
Repairs and the Sewer Rehabilitation using CIPP Process projects in an amount not to exceed
$96,000. Sufficient funds for this proposed contract exist in the current budget.

Background
The Community Development Block Grant (CDBG) Sidewalk Program includes the installation
of new sidewalk at three (3) locations in the Village where sidewalk is missing. One location is
on the north and south sides of Algonquin Road, from Busse Road east to the Village limits;
another location is on the south side of Algonquin Road, from Nordic Road to Elmhurst Road
(Rt. 83); and the third location in on the north side of Oakton Street from Badger Road west to
the Village limits.
Bid Results
Sealed bids for the 2010 CDBG Sidewalk Program were publicly opened and read aloud on
April 26, 2010 at 1 :00 P.M. A Notice to Bidders was published in a local newspaper as required
and invitations were sent to contractors familiar with this program.
Eleven (11) contractors submitted bids for this project. The bids ranged from a low of
$91,942.00 by Strada Construction Co. to a high of $163,061.00 by Globe Construction, Inc.
The Engineer's estimate for the project was $106,587.50.
Each of the bidders submitted a bid bond in the amount of 5% of the total bid as required in the
bid proposal packet. All bids were checked for accuracy. No errors were found. All bidders
correctly signed their bids and bid bonds. Below is a summary of the bids:

2010 CDBG Sidewalk Program
Discussion
The low bidder, Strada Construction Co. is prequalified by the Illinois Department of
Transportation for concrete construction projects. They meet the requirements of the contract
documents and have completed past Sidewalk Projects with the Village with good workmanship.
Since the Contractor's bid is based on estimated quantities, I recommend a 15% contingency of
$13,791.30 be added to the proposed contract. This amount would be used to cover the cost of
unanticipated construction issues and final measured installed quantities. The revised total
contract award would be $105,733.30
Recommendation
I therefore recommend the contract for the 2010 CDBG Sidewalk Program to be awarded to the
low bidder, Strada Construction Co. in an amount not to exceed $105,733.30. There are
sufficient funds in the 2010 Budget to cover this proposed contract.
Please include this item on the May 4th Village Board Meeting Agenda.

BACKGROUND
A contract is let annually for repainting markings for crosswalks, centerlines, lane dividing lines,
parking stalls, and stop bars throughout the village. Pavement markings require repainting and
installation of glass beading every two years to maintain their reflectivity. For purposes of this
contract, the village is divided into north and south sections using Central Road as the dividing
line. These areas are serviced every other year, with the exception of the downtown area and
parking lots, which are done annually. On the state highways we are only responsible for painting
some of the crosswalks and stop bars.
BID RESULTS
Sealed bids were opened at 10:00 A.M. on April 19, 2010 for the proposed contract to install
pavement markings. The pavement marking work contemplated this year will be for all areas
north of Central Road, the downtown business district, parking lots, Wolf Road, and select areas
on state highways. Four invitational bids were mailed, and a bid notice was placed in the local
paper. Also because State MFT funds are funding these services IDOT also advertised this bid in
the IDOT bulletin.

BACKGROUND
As part of our annual preventive street maintenance program we typically select streets that have
been paved in the last 4-5 years for crack sealing. At 4-5 years, the pavement develops
transverse and longitudinal cracks, which are sealed to prevent further deterioration of the
pavement, thereby extending the life of the street. The program is no longer available through
the NWMC. This is the second year we have let our own cracking sealing contract with IDOT's
approval since we will be using Motor Fuel Tax money for funding.

Sealed bids were opened at 10:00 A.M. on April 19, 2010 for the 2010 Crack Sealing Contract.

DISCUSSION
The bids received were based on estimated quantities. Quantities will be adjusted so the total
expenditure does not exceed the budgeted amount. North Suburban Asphalt Maintenance is an

successfully.
RECOMMENDATION
I recommend acceptance of the lowest bid as submitted by North Suburban Asphalt Maintenance
for an amount not to exceed $52,448.

INTEROFFICE MEMORANDUM
Background
The Shared Cost Sidewalk Program is a cooperative effort between the residents and t i1lage
to share in the cost of replacing sidewalk throughout the Village. Information about the Shared
Cost Program was published in the Village Newsletter, giving residents an opportunity to have
sidewalk replaced at a discounted cost. This year's cost to the resident is $55.00 per sidewalk
square, approximately half of the total cost of one square. This program is dependent upon
resident participation.

Bid Results
Sealed bids for the 2010 Shared Cost Sidewalk Program were publicly opened and read aloud on
April 26, 2010 at 1 :00 P.M. A Notice to Bidders was published in a local newspaper as required
and invitations were sent to contractors familiar with this program.
Eight (8) contractors submitted bids for this project. The bids ranged from a low of $33,860.00 by
Copenhaver Construction, Inc. to a high of $91,585.00 by ALamp Concrete Contractors, Inc. The
Engineer's estimate for the project was $39,015.00.
Each of the bidders submitted a bid bond in the amount of 5% of the total bid as required in the bid
proposal packet. All bids were checked for their accuracy. No errors were found. All bidders
correctly signed their bids and bid bonds. Below is a summary of the bids:

2010 Shared Cost Sidewalk Program
Discussion
The low bidder, Copenhaver Construction, Inc., is prequalified by the Illinois Department of
Transportation for concrete construction projects. The Cities of Elgin and Naperville both indicated
Copenhaver Construction, Inc. has done quality work in their communities in recent years. They
meet the requirements of the contract documents and their references show their workmanship to
be good.
The 2010 Shared Cost Sidewalk budget amount is $40,000.00. This year, $6,140.00 will be set
aside for reimbursements to residents for the Village's share for work completed by their own
contractors replacing public sidewalk in front of their homes in conjunction with driveway
replacements. Therefore, the total amount available for the Shared Cost Sidewalk Project is
$33,860.00.
Recommendation
I therefore recommend the contract for the 2010 Shared Cost Sidewalk Program to be awarded to
the low bidder, Copenhaver Construction, Inc. in an amount not to exceed $33,860.00. There are
sufficient funds in the 2010 Budget to cover this proposed contract.
Please include this item on the May 4th Village Board Meeting Agenda.
