MINUTES OF REGULAR MEETING OF BOARD OF

President Schlaver c~lled the meeting to order at 8:10 P.M.

This matter was refemred to the Police Committee rom study and recommendation.
Trustee Phillips, seconded by Tmustee Bickley, moved that the Watez
Clerk be authorized to open bids for wa:em works improvements. This motion works
camried by acclamation~ and the bids weme mead as follows: 1963

Tmustee Phillips, seconded by Tmustee Castemline, moved that the above
bids be referred to the Village Engineer and to Mm. Ant Lewis of Consoer,
Townsend g Associates for study and reoommendation. This motion camried
by acclamation.
Mr. Lewis explained that the above improvements were fom watem mains
thmoughout the Village, closing dead ends, inserting fire flows, putting
in main between Well #7 and the resemvoim on Waverly, and connecting
Matlen Heights.
The total estimated cost was $135,000.
Trustee Phillips, seconded by Trustee Bickley, moved that deposit checks
be retunned to the highest bidders. This motion carried by acclan~ation.
Trustee Phillips pointed out that the above water main improvement will
up-gmade the fire insurance mating for the entire Village.
Shoppers Mm. PaUl Homem, attorney for the Shoppers World propemty,
World was given permission To address the Boamd regamding property fronting
property on Foundmy Road. He e~plained that at the time of the annexation of
property between Foundry Road and Rand Road an error was made in the
width of Foundry Road, which happens to be along Mr. Bam%mann's portion.
Although Mr, Fink, who owned the rest 'of the pnoperty had since passed
away, he felt it his obligation to oorrect the plat error, and asked the
Board to allow the rezoning of the northerly 17 feet of Mr. Bartmann's
property, which is now B-2, to B-3. -
This matter was referred to the Judiciary Committee.

Village Attorney be authorized to prepare outline of an agreement
whereby the J. P. Miller Company wouldErant the Village the privilege
of exercising an option of proceeding to the Mt. Simon Stratum in
Well 6 in the event of obstruction from work dOne previously, at no
cost to the Village.

President Schlaver stated thathe had made a change in Appointments
Committee appointments; Trustee Phillips would now be on the Finance Committees
Committee and Trustee Casterline would be on .the Police Committee.
Trustee Bruhl, seconded by Trustee Bergen, moved that Financial
Financial Report as of April 30th be accepted and placed on file subject report
to audit. This motion carried by acclamation.

Village Attorney be directed, in conjunction with the Finance Director,
to revise Chapter 19, Article II, relating to Garbage and Refuse~ in
accordance with the new garbage contract.

Trustee Bruhl, seconded by Trustee Bergen, moved that the insurance
low net bid of Mr. L. W. Lentzner, agent of the Employers Mutual of
Wausau, net amount of $16,119.92,should be accepted and that Mr. Lent-
zner be notified to make immediate preparations to meet jointly with
the Village Manager and Village Finance Director to arrange for imple-
menting the neuessary coverage properly; this coverage to include all
Parts A through E.

President Schlaver stated that the Board deeply appreciates the work
of the Insurance Committee, that this committee will stand as long as
it is needed; it is an ad hoc committee.

Maplecrest Trustee Bruhl, seconded by Trustee Phillips, moved that
Lot 4 the Village accept the bid of McCabe Realty for the purchase of
Lot 4 in Maplecrest Subdivision for $42,600, conditional on McCabe
Realty tendering balance due within 30 days from date hereof, and
that the Finance Director be directed to deposit their bid check in
the amount of $4,260 and to return the other bid checks to the res-
pective bidders; and that the Village Clerk be instructed to notify
Mc Cabe Realty that their bid has been accepted for the purchase of
Lox 4 in Maplecrest Subdivision. '

instruct the Village Attorney to prepare the necessary papers for
the sale of Lot 4 in Maplecrest Subdivsion to Mc Cabe Realty and
authorize the President and Clerk to sign any papers or deeds necessary
to transfer title to Lot 4.

Trustee Bruhl, seconded by Trustee Bergen, moved to accept
the bid of Allied Asphalt Paving Company in the amount of $24,853.25
for the improvements to the Maple Street tots per the Village
Engineer's plans and specifications.

the Village Engineer to prepare plans and specifications for the
lighting of the Maple Street parking lot.

direct the Village Engineer to prepare plans and specifications
for for Parking Meters to be located in the Maple Street Parking
Lot with a 12-hour limit for 20¢.

Trustee Bruhl explained that the Village feels it cannot charge as
much for parking away from the train station, but that nevertheless
the Village may collect the entire 20¢ in its own lot; that the lease
with C g NR RR requires allotment of 8¢ out of every 24¢ to the rail-
road; the Village therefore receives only 17¢ from the quarter (25¢)
meters in the railroad lot. --~

Village Engineer be directed to prepare plans and specifications for
the improvement of the Wille Street lots for parking purposes; also
for Main and Busse property.

Village Attorney proceed with Mr. L. George O'Day and his attorney property
in the negotiations for deter~nining d~sposition of Hiawatha Trail Hiawatha Trail
Subdivision lot.

the Village Clerk be directed to retain bids for Village insurance on
file, open for public inspection. This motion carried by acclamation.
Trustee Ekren, seconded by Trustee Phillips, moved that Annexation
petition for annexation contingent upon B-3 zoning from Mr. Ashley Ricketts
Ricketts, owner of property on North Main Street abutting Kersting's
Garden Center, be referred to the Zoning Board at the next regular
hearing.

Trustee Casterline read the following memo: sewer
drains
"The Street Committee, Village Manager and Village Engineer met with
the owe%ers of 216 South Owen, 218 South Owen and 220 South Owen
Street in regard to drainage problem between Owen and School Stree=s.
When the building at the nomtheast corner of School and Northwest
Highway was built it filled up a low spot in the block into which
water fortmerly drained. Now, instead of a storage spot, that lot is
almost completely covered with building and parking lot and adds =o
the total water problem in the block.
"The Committee mecommends that an inlet be installed in the alley
behind 218 South Owen and the drain therefrom connected ~o the sewer
in Northwest Highway be a pipe running south in the alley.
"The Village En'~ineers' estimate for this work is $1~00, which should
be included in the 1963-6~ budge~."
Trustee Casterline, seconded by Trustee Bicktey, moved
=o accept the recommendation of the StPeet Committee that this work
b~ included in the 1963-6~ budget, and that the Village Manager be
directed To get bids for this work.

Trustee Casterline stated the following:
"ChapTer 2, PP. 5 reads: No permits shall be issued for the erection of Paving
buildings for habitation on any lot om parcel of land within the Village Manawa
of Mount Prospect unless a highway, road or street or way for public Trail
service facilities improved with pavement, water mains and sanitary
sewers meeting Village specifications is provided to serve said lo~ or
parcel of land.

"AfteP talking with the people involved, the St~ee~ Committee is con-
vinced that this pavement must be put in by Special Assessment. It-
fumtheP consid~Ped extending the pavement to South See Gwun Avenue also,
and mecommends that Consoe~, Townsend & Associates be authomized and
diPected to pPepaPe plans and specifications and necessaPy documents ~o
install pavement and cumb and ~utteP on Nawata TPail f~om the east line
of Lot 11, B1. 27, PPospec~ Pamk CountPy Club Sub. to South See Gwun
Avenue, it being undePstood that, while it pPefePs to do the woPk on a
voluntaPy basis, the Pamk DistPict will pay its shame of %he pPoposed
Special Assessment.

"The StPeet Committee also viewed the unpaved poPtions of East Milbu~n
Avenue and East Lincoln Avenue between AlbePt StPeet and Mount PPospect
Road and Pecommends that these s~ee~s be paved with cuPb and gutteP and
pavement, and that that pa~t of the pavement of these two stPee=s not
having cuPb and gutteP lying between GeoPge and AlbePt StPeets be widened
and cuPbed as they ape in the west half of said block, and that ConsoeP,
Townsend 6Associates be authoPized and diPected to pPepaPe the documents
necessaPy to accomplish this by Special Assessment.

"The StPeet Committee viewed also the alley running behind the =ieP of
lots facing NoPthwest Highway between0~en StPeet and Mount PPospect Road.
"The Committee Pecommends that the Village AttoPney be authoPized and
diPected to pPepaPe an oPdinance amending the municipal code to permit
alleys to be paved with Poz-o-Pac base and asphalt su~facin~ and to
counsel with ConsoeP, Townsend & Associates fop the propeP woPding Of
such an oPdinance.

A RESOLUTION DECLARING THE POLICY OF THE VILLAG2 OF
MOUNT PROSPECT AS TO THE ISSUANCE OF LIQUOR LICENSES

President Schtaver reported that hea~ing by the Appropriations Weller
Committee was held in Springfield this same evening regal~ding Weller Creek
Creek; that phone call from Mr. Appleby gave the news that this appro-
priation had been reported out of the Committee with recommendation for
passage°
P~esident Schlaver reported that the following cases before
the County Zoning Board of Appeals were denied their request as follows: County
Zoning
Docket 421, 2 acres on northeast corner of Linneman Road
and Dempster, R-4 to B-~ for restaurant and cocktail
lounge.
Docket 422 - S 1/2 acres on north side of Dempster,
S04 east of Linneman Road, R-~ to R-6 for multiple
family residence.
Docket 423 - 7 1/2 acres, next to above, R-4 to R-5
for multiple family residence.
Docket 507 - 9 acres on the south side of Dempster
west of Elmhurst Road (Dawn Fresh Mushroom houses),
R-4 to R-5 for multiple family residence.
These requests were denied by the County Board of Commissioners.
Pmesident Schlaver read letter from the American Lutheran President
Church commending Lt. Esmond for his prompt apprehension of vandals Schlaver
on church property under construction; stated that the Highway Depart-
ment agreed to paint "Right Turn Only" sign on the pavement of the
right&hand lane at Highway 83 and Rand; that the Health Board is
swinging into action with letter to schools offering their assistance;
and that he attended Illinois Municipal League meeting last Saturday
regarding bills before the House.
Trustee Bickley, seconded by Trustee Bruhl, moved that Building
notice be sent to Mr. Dan Serafine regarding his building on East
Lincoln which he prmmised to repair but neveP did. This notice will
state that if repair is not begun within 20 days, action will be insti-
tuted in Circuit Court of Cook County for demolition of this building.

Police Trustee Bickley, seconded by Trustee Phillips, moved to
allow ~wo young men to paint house numbers on curbs in front of residences
and to ask for donation for same. This motion carried by acclamation.
Water Superintendent Creamer reported that Welt #$ was ~-~
Well #3 started this day and shall be connected into the mains thefollowisg
day. This well was drilled from a setttlng of 700 feet to 800 feet
with good results.
