MINUTES
CLOSED SESSION
MARCH 18, 1997
The Closed Session was called to order at 8:58 p.m., in the conference room of the Senior
Citizens' Center, 50 South Emerson Street, for the purpose of discussing Personnel.
Present at the Closed Session were: Mayor Gerald L. Farley; Trustees George Clowes,
Timothy Corcoran, Paul Hoefert, Arlene Juracek and Irvana Wilks. Absent from the
Closed Session was Trustee Hendricks. Also present were: Village Manager Michael
Janonis and Assistant Village Manager David Strahl.
Those Board members present reviewed the Closed Session Minutes of March 4,1997.
The consensus in Closed Session was that the Minutes were an accurate reflection of the
discussions held on that date. Formal approval of the Minutes would be undertaken in
open session at the end of this Closed. Session.
Personnel
Village Manager Michael Janonis reviewed with Board members the tentative agreement
which had been reached with the Firefighters' Association. Mr. Janonis indicated that the
settlement included a 3.5% annual wage increase over a three-year period, some minor
language changes with regard to use of Personal time and eligibility for hire back. The
agreement also provided for a one-time $300 cash payment upon adoption of the
settlement. The Village was also able to secure the same changes in health insurance
benefits as were in place with the Public Works Union and non-union employees.
Additionally, further changes in health insurance regarding additional employee
contribution and the implementation of the mandatory PPO were agreed to for the year
2000.
Board members asked several questions regarding the particulars of the settlement. It was
indicated that this settlement was in line with other settlements being agreed to in other
towns. It was also noted that Mount Prospect's employee contribution for health
insurance, deductibles and out-of-pocket expenses were some of the highest among other
towns. The Board members did point out, however, that the contribution levels were still
substantially below what was common in the private sector. There was also some
discussion regarding the likely reformulation of the Consumer Price Index (CPI) formula
whereby future inflation factors would be reduced by up to a full percentage point.
There was some brief discussion regarding the status of negotiations with the Police
Union. It was indicated that Arbitration was set for June 13. The mechanics of Arbitration
were briefly discussed and the ability of the Village Board to accept or reject an Arbitrator's
aw~rd.
There were no other topics discussed in Closed Session. On a Motion by Trustee Juracek
and Seconded by Trustee Hoefert, there was a unanimous roll call vote to end the Closed
Session at 9:21 p.m.
In open session, ona Motion by Trustee Hoefert and Seconded by Trustee Wilks, the
Closed Session Minutes of the March 4, 1997 were approved by a unanimous roll call vote.
At 9:23 p.m., on a Motion by Trustee Wilks and Seconded by Trustee Clowes, the meeting
was adjourned after a unanimous roll call vote.
