MINUTES
CLOSED SESSION
JUNE 4, 2002
The Closed Session was called to order at 8:38 p.m. by Mayor Farley, in the conference room of
Senior Center. The purpose of the Closed Session was to discuss litigation, Personnel and Land
Acquisition. Present were: Trustees Paul Hoefert, Richard Lohrstorfer, Michaele Skowron, Irvana
Wilks and Michael lade\. Absent from the Closed Session was Trustee Timothy Corcoran. Staff
present included: Village Manager Michael Janonis and Assistant Village Manager David Strahl.
Approval of Closed Session Minutes of May 7, 2002. Motion made by Trustee Hoefert and
Seconded by Trustee Lohrstorfer. Minutes were approved. Trustee ladel abstained.
Approval of Closed Session Minutes of May 14, 2002. Motion made by Trustee ladel and
Seconded by Trustee Wilks. Minutes were approved.
LitiQation
The Village Manager provided a written summary prepared for the Village auditors describing the
various status for outstanding litigation. This information was provided to the Village Board for
information purposes only.
Personnel
Assistant Village Manager Strahl provided an overview of the outstanding items regarding the
ongoing Public Works negotiations. He stated the Union has requested several substantial changes
including contribution for retiree insurance and early retirement provisions. The Village has taken
the position that there is a need for cost sharing of increased insurance costs and the Union is
obviously adverse to such a change. He stated that additional updates will be provided as
negotiations progress.
Land Acquisition
Land Use Aqreement - Library
Village Manager Janonis stated that he is making good progress on finalizing the Land Use
Agreement with the Library and feels that the Agreement should be finalized within the next
several months.
Edqewood Lane
Village Manager Janonis reminded the Village Board of a previous position regarding
Vacation of an Easement between two property owners. The Village Board had directed
staff to obtain value for the easement which the Village may require by law. One homeowner
is willing to pay value because of his intention to redevelop the property. The other property
owner does not want to pay value and is against the redevelopment.
Consensus of the Village Board was to try to work with the other owner who does not
want to pay value in an effort to complete the process and see if there is option to
collect value upon sale of property. It was also suggested that a policy statement be
developed for consideration for future vacations of this type that would provide
guidance and consistency for Village Board decisions.
The meeting moved into open session at 9:19 p.m.
There was no further business and the meeting adjourned at 9:20 p.m.
