MINUTES
CLOSED SESSION
JUNE 1, 1999
The Closed Session was convened to discuss Land Acquisition and Personnel at
9:05 p.m. Present were: Mayor Gerald Farley, Trustees Timothy Corcoran, Paul
Hoefert, Richard Lohrstorfer, Daniel Nocchi and Irvana Wilks. Absent from the Closed
Session was Trustee Michaele Skowron. Staff present included: Village Manager
Michael Janonis, Assistant Village Manager David Strahl and Community Development
Director William Cooney.
Land Acquisition
117 South Main Street
Village Manager Janonis stated that there has been a preliminary Hearing whereby the
Judge informed both sides to work out an Agreement. The current Village offer to buy
the property is at $250,000 which is half way between the appraisal of the Village and
the owner's appraisal. The Village has experienced considerable difficulty in negotiating
with the property owner due to the owner living in Colorado.
White Hen
Staff has met with the owners in an attempt to set a closing date, which was postponed
due to environmental issues at the site. Village staff is in the process of contacting
Amoco to obtain a letter promising to clean the site if necessary upon redevelopment.
The White Hen representatives have been extremely upset about the delayed closing
on the property.
Ye Olde Town Inn
The Condemnation Suit has been filed for the back portion of the property. Mr. Cooney
stated that he has talked with all the owners along Busse Avenue in the area of
Preservation Rowand they are all interested in the proposed parking improvements
behind the buildings. However, Norm Kurtz has voiced some concerns about the
proposal. Staff will continue discussions with property owners as Phase 1A gets
underway.
Norb Huecker's Gas Station
The Village has expended $175,000 to date in remediation of the environmental issues
at the site. A closing date has been projected for mid-August.
Doc McLean Building
The Village now owns the property and will continue to operate the property and notify
property owners as required in the Agreement of Notification for move-outs.
216 South Emerson
This property is currently listed for sale. The owner is offering to sell the property to the
Village at between $110,000-$115,000.
Consensus of the Village Board was to direct staff to obtain an appraisal of 216
South Emerson and offer $100,000 cash for purchase if the appraisal is within the
property range.
First Chicago Building
Trustee Hoefert stated he is awaiting a package on the First Chicago building and
should be received anytime. He stated there may be a pending issue regarding the Tax
Exempt status of the building if the Village were to be the landlord and leased space.
Bill Cooney left the meeting at 9:28 p.m.
Assistant Village Manager David Strahl left the meeting at 9:47 p.m.
Personnel
Mayor Farley stated that he is still collecting review comments for the Village Manager's
evaluation and requested the Board members turn in all information by June 4.
Motion made to adjourn the Closed Session by Trustee Wilks and Seconded by Trustee
Hoefert. The Closed Session was adjourned at 9:48 p.m. and moved into Open
Session.
