MINUTES
CLOSED SESSION
DECEMBER 15,1998
The Closed Session was convened at 6:17 p.m. by Mayor Farley to discuss Property Acquisition.
Present were: Trustees George Clowes. Timothy Corcoran, Paul Hoefert, Richard Lohrstorfer and
Irvana Wilks. Trustee Nocchi arrived at 6:23. Staff present included: Village Manager Michael
Janonis, Assistant Village Manager David Strahl, Finance Director Doug Ellsworth and Community
Development Director William Cooney.
Property ACQuisition
Village Manager Janonis suggested that the Village Board consider acquiring the lot on Pine for
parking behind Adams Upholstery. He stated the neighbors were aware of the land under
consideration for purchase and were concerned about the property being turn~d into a parking lot.

Consensus of the Village Board was to consider the purchase of the lot and to inform the
neighbors of the Village's intentions.
Village Manager Janonis stated that there also was the need to add consideration for the
Ordinance to purchase Six West Northwest Highway on the next Agenda if the Board is interested
in purchasing the building. Manager Janonis provided an update regarding discussions with
Northwest Electric. He stated one of the remaining issues is the Zoning necessary for their
preferred site. He stated there is discussion regarding a Sales Tax Rebate from the Village
regarding operations at the new building.
Consensus of the Village Board was to consider the Sales Tax Rebate as long as the Rebate
is not more than possible Tax Revenue increases which may be generated by the TIF.
Northwest Electric owners have promised to be out of the building by September 1, 2000 and he
stated that the Phase I Environmental is underway now.
Community Development Director Bill Cooney provided an update regarding the property
exchange between Fannie May and the White Hen. He stated the White Hen has been purchased
for $475,000 and a meeting has been set up to switch properties and the necessary environmental
impacts also.
Village Manager Janonis also stated an offer has been extended to the McLean building on
Central Road and is awaiting a counter and lease information regarding the tenants that are
currently operating out of the building.

The Closed Session was convened at 9:32 p.m. by Mayor Farley to discuss Property Acquisition.
Present were: Trustees George Clowes, Timothy Corcoran, Paul Hoefert, Richard Lohrstorfer,
Daniel Nocchi and Irvana Wilks. Staff present included: Village Manager Michael Janonis,
Assistant Village Manager David Strahl and Community Development Director William Cooney.
Property Acauisition
Northwest Electric
Village Manager Janonis stated that he has a tentative agreement with Northwest Electric
regarding the purchase and relocation of their business. He stated there is a Sales Tax rebate
language section and currently the details of the Agreement is under discussion with appropriate
legal representatives. The Phase I and Phase \I EPA testing has been ordered for the site.
Meersmans' Property Update
He stated that he has forwarded a suggestion to them that the current space at Two West Northwest
Highway can be moved to fit on the Busse Avenue site and is awaiting a response.
Continental Bakery Property
The owners of Continental Bakery have requested $2 million for underwriting a new building on the
small triangle and they have plans for a 12,000 square foot building.
White Hen Property
There is a tentative agreement for purchase of the building in the $475,000 range in order for Fannie
May to move to the White Hen site.
Norwood Builders
Village Manager Janonis stated he has had discussions with Norwood to discuss the developer
payments for the land. He stated there was minimal movement during the meeting and suggested a
Closed Session on December 15 and invite Norwood representatives to explain why they are taking
the position that they are regarding payment for the land owned by the Village. He also suggested
that the Village be allowed to consider talking with other developers if agreement cannot be obtained
with Norwood.
Community Development Director Bill Cooney provided an update regarding the vacant
property on Pine Street. He stated the owner wants to rezone the property in order to build a
home and there is a possibility of building a parking lot to get approximately 15 spaces at a cost of
$125,000.
Consensus of the Village Board was to consider purchasing the property on Pine Street and
bring to the Board any additional properties that may become available to enhance the
downtown redevelopment effort.
The meeting adjourned at 9:56 p.m.
