MINUTES
CLOSED SESSION
DECEMBER 16, 1997
The Closed Session was called to order at 9:24 p.m., in the conference room of the Senior
Citizens' Center, 50 South Emerson Street, for the purpose of discussing Property
Acquisition. Present at the Closed Session were: Mayor Gerald L. .Farley; Trus!~ees
George Clowes, Timothy Corcoran, Paul Hoefert, Richard Lohrstorfer, Daniel Nocchi and
Irvana Wilks. Also present were: Village Manager Michael Janonis and Assistant Village
Manager David Strahl.
Property Acquisition
Village Manager Michael Janonis reported that final negotiations on the Purchase
Contract for the Francek properties (Two-Ten East Northwest Highway) were almost
complete. Mr. Janonis reviewed some of the circumstances surrounding the existing tenant
leases as well as the protections that have been built into the contract with regard to
environmental contamination on the site. Mr. Janonis indicated that he was hoping to bring
an Ordinance authorizing execution of the Contract forward as part of a Special Board
meeting at the December 23 Committee of the Whole meeting.
There was brief discussion among Committee members regarding the feasibility of offering,
for a nominal price, the Two East Northwest Highway building, to a residentlrehabberl
developer, who could move the building to a site where it could be restored and utilized as
either a residence or business. This strategy could facilitate preservation of the building.
Board members were generally favorable and asked staff to develop guidelines which
could be promulgated publicly in an effort to solicit interest.
There was no other business conducted in Closed Session and the meeting was adjourned
at 9:36 p.m., by unanimous vote after a Motion by Trustee Hoefert and a Second by
Trustee Wilks.
